SECTION 01 11 00

SCOPE OF WORK, DRAWINGS AND SPECIAL CONDITIONS

1. SCOPE OF WORK:

The scope of work consists of the furnishing of all the labor, materials, plants, transportations, equipment and services to accomplish all the work in strict accordance with the drawings and specifications and complete and ready for use under a firm fixed price construction contract. The

Contractor shall responsible for the temporary markings, signs, markers and lights at the area affected by the construction and, if required, shall provide the flagmen, escorts and foreign object debris (FOD) controllers during the work hours. The work includes, but is not limited to the following items:

a. Construction of a one-way road, starting at the existing Base perimeter road, running along the extension of the airfield approach and sequence flashing lights and ending at T- shape turning as indicated in project drawings.

b. Construction of a side channel to protect the new service road from the surface runoff.

Concrete culverts are necessary to allow the flow to cross below the country path and the T-shaped cul-de-sac. Finally, a discharge channel shall convey the storm water to the existing stream that flows to the North as indicated in project drawings.

c. Trenching and execution of duct banks required as indicated in project drawings.

d. Supply and installation of the extension of the approach lighting system including the sequence flashing lights (SFLs) at North end of runway.

e. Installation of a galvanized chain link fence around the West, North and East perimeter of the project area. The fabric width of the chain link fence has to be 2 m and the height of the fence, including the 3 strands of barbed wire, has to be 2.30 m.

f. Paint Road markings.

g. Install new traffic signs.

h. Likewise, other works shall be carried out as part of this contract:

- Due to the installation of the last approach lighting mast, riparian vegetation shall be cleaned in this area.

- Due to the construction of the new perimeter road and the drainage system, a diversion of the existing Navigation aids ducts bank shall be carried out. In addition, four (4) new manholes shall be built.

- In addition, the section of the existing ILS antenna and the high voltage utility affected by the construction of the new perimeter road shall be reinforced.

i. Final cleaning.

j. Delivery of As-Built drawings.

k. Delivery of Spatial Data.

The above general outline and list of Principal Features of Work in no way limits or reduces the responsibility of the Contractor to perform all work as required by the project to provide a complete

2. PERFORMANCE PERIOD:

The performance period proposed for the execution of this project, 200 calendar days is for informational purposes only and includes average inclement weather days, as well as provisions for materials submittal, approval and delivery of all materials, work execution and final inspection.

In order to minimize work execution interruptions due to aircraft traffic, the Contractor shall not begin work prior to the date to be determined by Airfield Management. The Contracting Office will notify the Contractor in advance when the execution of work at the field may commence.

Also, the execution of works is subject to the special conditions indicated in paragraph 7.

2.1 It shall be the sole responsibility of the Contractor to ensure all required submittals are submitted to the Contracting Office for approval in a timely manner which shall not incur any delay in completion of the project. Materials or equipment requiring long lead time for procurement and delivery shall be included in the period of performance. Delay in delivery/procurement will not justify an extension of the period of performance.

2.2 The contractor's proposal has to include a Construction Schedule.

2.2.1 Submit an updated Construction Schedule, within 5 working days, when requested by the Contracting Officer's representative. In no case is the Contractor required to submit an updated one more frequently than 20 working days.

2.2.2 The Construction Schedule shall include a Gantt chart showing each task, including its description, identification number, duration in calendar days, earliest start and finish dates and the predecessor and successor activity identification number, the critical path and the float that a task in the project network can be delayed without causing a delay to the subsequent task/s (free float) and to the project completion date (total float). The critical path shall be shown in red color and the float by means of black line after the predecessor task bar.

2.2.3 The Construction Schedule shall show the whole week, from Monday through Sunday. The labor days shall be from Monday through Friday. Saturday and Sunday shall be non-labor days. The holidays shall not be considered on the Construction Schedule and, therefore, they shall be considered labor days for Construction Schedule development purpose only.

2.2.4 The Construction Schedule shall be developed assuming 8-working hours for each labor day.

2.2.5 The schedule must include activities associated with the submittal, approval, procurement, fabrication and delivery of long lead materials, equipment, fabricated assemblies and supplies, as well as activities associated with both pre-construction and close-out submittals, commissioning, testing and pre-final/final inspections, correction of punch lists, final cleaning, 01 11 00 - 3 etc.

2.3 Contractor shall submit a Work Plan:

2.3.1 The Work Plan shall present the sequence of preconstruction and construction activities planned to take place. The Work Plan shall be prepared in coordination with the Health and Safety Plan and the Quality Control Plan and shall contain the following:

a. The summary of the proposed methodology for the execution of each task required for the project completion.

b. The resources to be used for the execution of each task required for the project completion describing the equipment and personnel to be used.

c. Daily production for each task required for the project completion.

4. GOVERNMENT-FURNISHED MATERIAL (GFM): NOT USED.

5. EQUIPMENT, CONTROLS, AND MATERIAL OF THE UNITED STATES OF

AMERICA:

5.1 Equipment List: The following listed equipment, controls, and materials shall be manufactured in the United States of America or in another country where the supplier is under license of the United States of America manufacturer and the product meets the same applicable specifications and/or standards. No substitutions will be allowed.

a. Airfield lighting cable.

b. Airfield lighting cable connectors.

c. Sealant.

d. Flexible polyethylene tubing for airfield area joints.

5.2 Excess: The Contractor shall furnish to the Contracting Officer, just prior to completion of this contract, a consolidated inventory of all excess supplies, materials, and equipment imported duty free for use under this contract. The Contractor shall either pay required duties on the excesses or re-export the excesses.

6. CERTIFICATION OF CLASSIFICATION:

Bidders and/or their subcontractors must hold an updated Certificate of Classification issued by the

"Registro Oficial de Contratistas de Obras del Estado" of the "Ministerio de Economía y Hacienda" covering the following groups, subgroups, and categories. The certificate holder must execute the activities related to the certificate.

6.1 Certificate of Classification A21 corresponds to work activities related to levelling with an annual average of less or equal to 150,000 euros, G41 corresponds to work activities related to roads with bituminous mixture with an annual average of less or equal to

150,000 euros, I11 corresponds to work activities related to lighting, illuminations and beaconing with an annual average of less or equal to 150,000 euros, I51 to work activities related to high voltage distribution and transformer sub-stations with an annual average of less or equal to

150,000 euros, and I61 to work activities related to low voltage distribution with an annual average of less or equal to 150,000 euros.

6.2 The categories above refer to the modifications of the “Reglamento General de la Ley de Contratos de las Administracions Públicas” (R.D.1098/2001), performed in R.D 773/2015. As stated in the first transitional provision of the latter R.D. the equivalencies of categories with the former ones are shown in the following table:

7. SPECIAL REQUIREMENTS:

7.1 Vehicle Operations on the Aerodrome: The contractor shall receive a training about the applicable traffic rules and regulations regarding driving on the aerodrome. The contractor shall abide by what is instructed in that regard. The contractor shall request the training within 15 days after the notice to proceed (NTP). Any delay incurred by the Contractor because of not showing due diligence in obtaining airfield driving permits shall not be cause for any compensation.

7.2 Stockpiling Area of Demolished/Removed Material: The Contractor shall transport the material to an authorized dump. Should any of the Moron Air Base shops need all or part of any of the materials from the demolition operations (primary cable, connectors, natural soil), the

Construction Management shall notify Contracting Office and coordinate with the Base Chief of

Operations and Maintenance the exact location to stockpile said material.

7.3 Stockpiling Area for Contractor Material and Contractor Offices: The Construction

Management shall coordinate with the Base Chief of Operations and Maintenance the exact location for Contractor offices stockpiling.

7.4 Sweepers: The Contractor shall assign a sweeper during the works to remove residues that may penetrate in the work area at the end of each working day.

7.5 Aerodrome Unserviceable Areas: The lighting of the aerodrome areas that are unserviceable or closed shall remain off during the time period those areas remain unserviceable.

These works shall be coordinated with the aerodrome maintenance services.

7.6 Unserviceable Area Lights: The Contractor shall install unserviceable area lights that identify unserviceable areas from in-service areas every three (3) m, maximum. The minimum number of unserviceable lights shall be 4, unless the area is triangular, in which case it shall be 3.

7.6.1 The unserviceable area lighting shall be an omnidirectional fixed red light. The light shall have enough intensity to ensure conspicuity considering the intensity of the adjacent lights and the general level of illumination against which it would normally be viewed. In no case shall the intensity be less than 10 cd of red light. The unserviceable area light shall be installed on cones.

Unserviceable area lights shall be frangible. The Contractor shall remove the unserviceable area lights once the work has been finished and accepted by the Contracting Officer and when air traffic is resumed.

7.7 Cones shall be made of PVC with a neoprene base, at least 0.5 m high, minimum and a weight of 2.6 kg. They shall be red, orange, yellow or any one of these colors combined with white. The cones shall have a tensile strain of 100 kg/cm². The stability of the cones shall be such that separated from its vertical 30°, it will not turn over or suffer deformation. It shall keep its balance without being displaced when subjected to winds of over 70 km/h. The strain at failure shall be of 400 %, minimum. The Contractor shall remove the cones and the unserviceable area lights once the repair has been finished and accepted by the Contracting Office and when air traffic is resumed.

7.8 Existing lights to be protected. The Contractor shall protect and mark the existing airfield lights at the work site.

7.9 On Call Personnel: The contractor shall have a person on call 24 hours a day for emergency maintenance of airport hazard lighting and barricades.

7.10 Temporary markings: The Contractor shall paint the temporary markings before starting the installation and trenching operations. The temporary markings shall be removed/obscured once the works have been finished and accepted by the Contracting Office and when air traffic can be resumed

7.11 Trenches, Excavations and Related Equipment: The Contractor shall protect and adequately signal the excavations and trenches. In the case that there are open excavations during the night, these shall be adequately illuminated or be completely covered prior to the end of the work day. Open trenches, excavations and stockpiled material at the construction site should be prominently marked and lighted with flashing yellow light units during hours of restricted visibility

01 11 00 - 7 and/or darkness. No equipment shall remain at the work site after working hours. Watering of the piles of excavated material or fill shall be accomplished in order to preclude wind dispersing of said material.

7.12 Fence: The contractor shall install a fence with frangible posts and dense plastic mesh in order to retain possible lightweight materials that could cause FOD (Foreign Object Damage).

The fence shall be installed around the work site.

7.13 FOD Checkpoints: FOD checkpoint shall be located at the entrance/exit of the work zone.

7.14 Work Plan by Phases and Safety of Personnel. The Contractor shall review and adhere to the procedures as established in Construction Phasing Plan which forms part of this contract and

Instruction USAFEI 32-1007, Attachment 16 “Construction Phasing Plan and Operational Safety on the Airfield During Construction”. The Contractor shall abandon the work site as directed by the Control Tower personnel.

7.15 Work Phasing Execution: The execution of work shall be carried out as indicated in the

Construction Phasing Plan, which forms part of this project. The works in the airfield operational areas shall be performed in coordination with Airfield Management and subject to weather conditions.

SECTION 01 11 01

GENERAL CONDITIONS

1. GENERAL: The work consists of furnishing all labor, materials, plant, transportation, equipment, and services to complete the project described in Section 01 11 00, Scope of Work, Drawings and Special Conditions, in accordance with the drawings and specifications, complete and ready for use by means of a firm fixed price construction contract. Measurements given in the drawings and specifications are given for reference use only. It is the Contractor’s responsibility to verify any and all of said measurements.

2. GENERAL DESCRIPTION: The work consists in, but is not limited to, executing the line items indicated in the scope of work. All line items indicated in the scope of work do not limit or reduce the Contractor’s responsibility to perform all work as required by the project in order to provide a complete and operable facility.

3. LOCATION: The work is located in the airfield area at Morón Air Base, Spain, as shown on the contract drawings.

4. DRAWINGS ACCOMPANYING SPECIFICATION: The drawings accompanying this specification are a part thereof. Drawings are the property of the Government, and shall not be used for any purpose other than that contemplated by the specification. The drawings included in this specification are similar to A1.

5. WARRANTY: For this contract the Contractor shall provide a two year standard commercial warranty associated with all scope of work items including materials and workmanship.

The warranty should cover all defects noticed and reported to the Contractor within two year after acceptance of the project. The Contractor shall repair or replace defective materials at the Contractor's expense within a reasonable time, and as approved by the Contracting Officer. The Contractor must comply with any additional warranty periods covered under Spanish codes and regulations. The

Contractor shall submit the warranty prior to the Final Inspection and acceptance of the work by the

Contracting Officer.

6. BASE ACCESS:

6.1 Permits or Authorizations: The Contractor shall obtain all permits or authorizations to access Morón Air Base. Once the works have finalized, the Contractor will return the permits or authorizations. Contractor is responsible to provide escorts as required to complete the project.

6.2 Delays and Interruptions: Contractors are advised that due to security reasons, during the access/egress process of personnel and materials from the Morón Air Base delays are liable to occur. Additionally, the Contractor shall immediately interrupt work when required to do so if security warning/alarm situations occur.

7. WORK CLEARANCE REQUEST: 5 calendar days after the notice to proceed (NTP) the Contractor shall request AF Form 103 “BCE Work Clearance Request” in order to obtain all the information pertaining to the current status of general utilities. Additional requests shall be processed through the Contracting Officer or authorized representative, minimum of 15 duty days beforehand. The Contractor shall not perform any excavation works under any circumstances without an approved Work Clearance Request at the work site (hard copy) and never before marking in the field the affected utilities with stakes and/or pins. Work Clearance Request will only be processed once all materials and documentation necessary to commence work have been submitted and approved. The Contractor shall be held responsible for any damage caused to existing general utilities and shall be repaired at no additional cost to the Government of the United

States.

8. BASE UTILITIES:

8.1 Use of Base Utilities: Water, Sewage and electric Base utilities are available to the

Contactor for connections to the following facilities: Offices, latrines, break rooms, and laboratories.

The following utilities will be available from the existing Base utility systems. Any additional utilities requirement besides what is listed below shall be supplied by the contractor at no cost to the Government.

a. Electricity 120/208 volts, 60 Hz.

b. Non-potable water.

15 calendar days after the notice to proceed (NTP) the Contractor shall request the connection and shall indicate the type of utility service required, type of connection and disconnection, utility service use and maximum duration. All connection, disconnection and/or outage works of Base utilities shall be programmed between 08:00 and 17:00 hours (between 08:00 and 16:00 during the period from 15 June to 15 September) from Monday to Friday, except holidays. It shall be the

Contractor’s responsibility to effect the connections and disconnections and shall reimburse costs incurred in the connection, disconnection, conversion, transportation of Base utility services to the work site, including providing the mechanisms that avoid water from flowing back into the system

(backflow preventers) and furnishing and installing the necessary transformers. The Contractor shall not activate or alter any control device of the system of the utility services, including water, sewage and electricity. Control devices will be Government operated. Additional requests shall be processed through the Contracting Officer or authorized representative with a minimum of 5 duty days prior to any connection, disconnection or manipulation of the control system of the utility services required. Temporary overhead connections to utility services are prohibited. All systems shall be restored to their original condition prior to satisfying final contractual payments.

8.2 Base Utility Outages: Whenever a utility outage is required, the Contractor shall request the utility outage and shall indicate the type of outage to be performed, the scope of work and the maximum duration. All outages shall be performed on the date and time most convenient

01 11 01 – 3 to the Government. If the most convenient date and time falls on the weekend, or during nighttime hours, the Contractor shall perform the work associated with the outage at no additional time/cost the Government. The Contractor shall not activate or alter any control device of the system of the utility services, including water, sewage and electricity. Control devices will be Government operated. The Contractor shall notify the Contracting Officer or authorized representative 15 duty days prior to any connection, disconnection or manipulation of the control system of the utility services required. Temporary overhead connections to utility services are prohibited. All systems shall be restored to their original condition prior to satisfying final contractual payments.

9. HOT WORK: The Contractor shall submit for approval a written request to the

Contracting Officer or authorized representative 15 calendar days prior to any welding, oxyacetylene or plasma cutting work. Said request shall indicate welding procedures and fire prevention measures. All welding work performed during the project shall be carried out by qualified welders only. The copies of the welding certificates, issued by an approved agency, shall be kept in the construction inspector’s files.

10. VEHICULAR TRAFFIC, MACHINERY AND EQUIPMENT:

10.1 Traffic Control: All works which require vehicular or pedestrian traffic disruptions on the Base shall require an approved transit control plan. Said plan shall be approved at least 10 calendar days prior to carrying out said disruption. Said plan shall include the date, duration, proposed alternative routes, signs, barriers, cones and/or flagmen. The Contractor shall establish alternate procedures should unforeseen circumstances take place. The responsibility of furnishing, erecting, maintaining and removing all signs, barriers, cones and flags shall be solely the

Contractor’s. Once the work is completed, the Contractor shall remove the signaling elements such as barriers, cones and/or flags.

10.2 Access Routes: The Contractor shall submit a plan for the access routes which shall be approved by the Contracting Officer or authorized representative.

10.3 Trucks: Trucks loaded with loose material (air borne dust, construction debris or other objects that could fall from them), shall be duly covered. Said covers, such as tarps, shall be fastened over the load prior to accessing the adjacent roads.

11. PROGRESS SCHEDULE (AF Form 3064): (See solicitation/Contract FAR clause

52.236-15, Schedules for Construction Contracts, Apr 1984). The Contractor shall, 10 calendar days after the notice to proceed (NTP) or another period of time determined by the Contracting

Officer, prepare and submit to the Contracting Officer for approval a practicable schedule showing the order in which the Contractor proposes to perform the work, and the dates on which the

Contractor contemplates starting and completing the several salient features of the work (including acquiring materials, plant, and equipment). The schedule shall be in the form of a progress chart of suitable scale to indicate appropriately the percentage of work scheduled for completion by any given date during the period. If the Contractor fails to submit a schedule within the time prescribed, the Contracting Officer may withhold approval of progress payments until the

Contractor submits the required schedule.

12. MOBILITY PLAN: The Contractor shall submit a mobility plan to the Contracting

Officer or authorized representative for approval. Said plan shall propose the location and surface of the work site, offices and material staging, storage and stockpiling areas. The Contractor shall submit the plan 15 calendar days after the notice to proceed (NTP). The Contractor shall include in the mobility plan the proposed system to supply the required utility services required at each site.

12.1 Construction Site Fencing: Construction sites, offices, latrines, material staging, and storage areas shall be fenced in by means of a two meter high fence to include gates and locks, unless otherwise approved the Government of the United States. The type of fencing, height and color shall be specified in accordance with the Contracting Officer or authorized representative’s criteria. Fences shall be screened with green opaque screening material to prevent visibility inside the fenced area. Fencing shall be completely secured at top and bottom to prevent access. Fences and screens shall be adequately staked and/or anchored to prevent blowing over during high wind conditions. The Contractor shall include in the Mobilization Plan photos, catalogs or samples of the screening material. The Contractor shall not install the fencing or screening materials until approval, in writing, has been granted from the Contracting Officer or authorized representative.

The responsibility of providing, erecting, maintaining and removing the fencing shall be solely the

Contractor’s. The Contractor shall replace or repair, within the following 24 hours or as determined by the Contracting Officer or authorized representative, all fence or screening sections which have been damaged or deteriorated. Once the works have been finalized, the Contractor shall remove the fencing.

12.2 Offices: Temporary prefabricated buildings required for administrative reasons

(office space, conference room and break room) shall be in good conditions. Temporary prefabricated buildings requiring paint, repairs or are in bad conditions shall not be allowed at the site. Said temporary prefabricated buildings shall include on the outside a plaque, 0.5 x 0.5 meters maximum dimensions, indicating the name of the company and telephone number (s) of the person

(s) designated as POC for the Contractor 24 hours a day. Once the works are finalized, the

Contractor shall remove the temporary prefabricated buildings.

12.3 Latrines: Prefabricated temporary buildings required as latrines for personnel shall be in good conditions. The prefabricated temporary buildings requiring paint, repairs or are in bad conditions shall not be allowed on the work site. These facilities shall be kept in perfect using conditions and sanitized, shall be treated for insects and shall be emptied once a week and cleaned with a detergent suitable for sanitary use. The frequency of emptying and cleaning shall be adjusted according to needs. The facilities shall be located no less than 50 meters from the existing buildings on Base if they cannot be located near a sewage manhole. Once the works have been completed, the Contractor shall remove the temporary facilities and shall leave the area clean and sanitized.

12.4 Parking: The Contractor, their employees and subcontractors shall park all vehicles, including heavy machinery, equipment or vehicles, in areas where they do not pose an obstruction in the corresponding work site. All possible efforts must be made so that the vehicles are not

01 11 01 – 5 parked in an area where they will be clearly visible from the outside.

12.5 Material Storage: Storage containers will be in good conditions. The storage of materials at the work site shall be at the Contractor’s own risk. The use of private security guards at the work site shall require Spanish Air Force Security Forces approval. The Contractor shall not use the work site to store material previously approved by the Contracting Officer or authorized representative. Once the works have finished, the Contractor shall remove the excess stored material.

13 PROJECT SIGN: 15 calendar days after the notice to proceed (NTP) the Contractor shall install an identifying project sign in accordance with Figure 1 no later than one day after the mobilization has been installed. The sign shall be mounted on two wooden posts 10 cm x 10 cm, fastened to the ground and adequately anchored. The location of said sign shall be determined by the Contracting Officer or his representative. During final cleanup of the work site, the sign, posts and anchoring elements shall be removed. Unless otherwise specified, the sign shall have a white background and the lettering shall be dark blue.

14. QUALITY CONTROL PLAN: 15 calendar days after the notice to proceed (NTP) the Contractor shall submit a comprehensive Quality Control Plan. The plan shall contain at minimum the following:

1. Names and Qualifications for the proposed Quality Control Manager and

Inspectors.

2. Organization Chart. Include teaming partners/key subcontractors for pertinent trades required for specific project. The subcontractors/partners indicated shall be those that will be effectively participating in the project and shall be the same than those submitted in the contract bid, if they were required. Lack of this information, or variation with previously submitted organizations shall be cause for disapproval of the QC Plan, and the request to submit a new one before works can start/proceed.

3. Responsibility of the Quality Control Inspectors, Quality Control Manager and the Project Manager.

4. Inspection types to be performed. The Contractor shall fully develop a Program

Points Inspection (PPI) System covering all types of works involved in the project.

Development of the PPI System shall be based in any and all of the following documentation:

a. Project drawings and specifications.

b. Applicable regulations, standards and industry codes.

c. Specific regulations to certain products, installations or facilities.

d. Manufacturer’s recommendations.

Number and type of Inspection Points (IP) shall be determined as many as required to provide an acceptable level of inspection for achieving the best quality results. Evaluation of whether or not the number and type of IPs are enough to achieve the expected level of quality shall be determined by the Contracting

Officer.

5. Inspection Procedures and actions to be taken for failed or unsatisfactory inspections.

6. Inspection Reporting forms. Submit all reporting forms for any type of inspection to be performed under this project. As a minimum, a specific form shall be developed for each technical provision of the specifications, covering all necessary inspection points for such work. Minimum information required for each IP shall be: description of the IP, applicable documents, frequency/type of inspection, responsible of the inspection performed and result, date of inspection, reference to non-compliance document/register if not in compliance, information about pass/rejection criteria for the IP, etc. IP completed forms shall be emailed to Contracting Officer for review/record after an inspection on the definable feature of work has been carried out by the QC Manager on a weekly basis (a completed IP form shall be forwarded for each definable feature of work inspected every week; if no work has occurred in a definable feature of work, no blank IP form is needed for such that week).

7. List of planned ‘Hold Inspection Points’ with the estimated dates from the construction schedule.

8. Form “Schedule of Material Submittals” provided with this project with column titled “Required Submission Date” filled in by the Contractor with the dates provided by his Construction Schedule, in order to avoid delays in project completion because of pending non-approved submittals.

9. Request for Information (RFI): submit the Request for Information Form (RFI) and RFI Log Form. This will be used to submit and track any RFI’s during construction.

10. Material Testing: Submit the name and qualifications for any Testing Agency or

Laboratory planned for testing. All testing reports shall be submitted in a timely manner for review and approval. Related work may continue only after testing report has been approved. Should any test report fail, follow-on work is not to proceed until after the failure has been corrected. It is the responsibility of the QC

Manager to ensure that all reports have been reviewed and the necessary action taken to resolve any failed testing.

11. A daily QC report of all actions performed during the contract period is required to be documented on a daily basis. The daily reports are to be kept on the job-site and available for review at all times. A copy of the daily reports shall be submitted weekly to the Contracting Officer. The following shall be included in the report, but is not all-inclusive.

a. The date of the inspection.

b. Comment on the weather conditions.

c. Inspection of equipment and materials and their delivery date at the job-site.

d. Names of visitors to the site during the day.

e. Inspection of any deficiencies discovered during the day and corrective action taken.

f. Inspection and acceptance of subcontractor materials and workmanship.

g. Work being performed during the day, including the used labor personnel and equipment.

h. Any field change or modifications approved by the Contracting Officer.

i. Comment on site safety conditions.

14.1 Acceptance of the Construction Quality Control (QC) Plan: Acceptance of the QC

Plan is required prior to the start of construction. The Contracting Officer reserves the right to require changes in the QC Plan and operations as necessary, including removal of personnel, to ensure the specified quality of work.

14.2 Maintenance of records is the responsibility of the contractor.

15 PRE-FINAL AND FINAL INSPECTIONS: Final inspection and acceptance will be conducted jointly with the inspector and a representative from the contracting office. The contractor shall request a pre-final inspection once the works are completed in accordance with the inspector's judgement. After the solving of all the discrepancies found during the pre-final inspection, if any, the contractor shall request a final inspection. All punch list items must be completed before final acceptance of the project. The contractor shall request the CO a pre-final or final inspection at least 10 working days in advance of the desired date.

16. WORK DAY:

16.1 Normal Work Hours: The Contractor shall perform all work during normal working hours unless a special authorization is issued by the Contracting Office representative to deviate from said work schedule. Normal working hours shall be from 0800 to 1700, from Monday to

Friday, with the exception of holidays.

16.2 Work Outside Normal Hours: If the Contractor wishes to work outside the normal hours of operation, Saturdays, Sundays, or holidays, he shall submit an application to the

Contracting Officer. The Contractor shall submit the request five (5) work days ahead of time as minimum.

17. CONSERVATION AND MAINTENANCE OF THE EXISTING FACILITIES: The contractor shall conserve and protect all existing facilities at the work site or adjacent to it which shall not to be removed or affected by the work required under this contract. The Contractor shall restore, at no additional cost to the Government of the United States of America, the facility affected during the execution of works to its original condition, before final acceptance of the project.

18. ENVIRONMENTAL PROTECTION PLAN: 15 calendar days after the notice to proceed (NTP) the Contractor shall submit the Environmental Protection Plan. The program shall include, but not be limited to, the following:

18.1 Conservation and Maintenance of the Existing Vegetation: The Contractor shall conserve and protect the existing vegetation (trees, shrubs, grass) on or adjacent to the work site, which shall not to be removed and which do not interfere with the work required under this contract. The contractor shall only remove trees or shrubs when specifically indicated in the drawings and specifications and shall avoid damaging the rest of vegetation. If any limbs or

01 11 01 – 14 branches of trees are broken during contract performance due to the careless operation of equipment or the carelessness of the workmen, the contractor shall trim those limbs or branches with a clean cut and paint the cut with a tree-pruning compound. The contractor shall cut the grass or vegetation in the work site so that it does not exceed 10 cm in height. The Contractor shall restore, at no additional cost to the Government of the United States of America to their original state all areas disturbed during construction to their original condition before final acceptance of works under this project.

18.2 Housekeeping and Site Cleanup: The Contractor shall dispose of accumulated debris, waste materials and rubbish and shall keep the site in order. All rubbish and waste materials shall be removed daily and shall be placed in contractor furnished containers and shall be removed on a daily basis to an authorized dump off-Base as the project progresses. Contractors shall ensure all light weight debris at the construction site is properly secured in waste receptacles so that it does not blow to another area or onto the airfield. Once the works are finished, the Contractor shall remove the containers.

18.3 Cleaning and Maintenance of Access Routes: The Contractor shall be solely responsible for any material dumped/spilled by trucks, vehicles and machinery or equipment on the access routes.
