SECTION 01 11 00

SCOPE OF WORK, DRAWINGS AND SPECIAL CONDITIONS

1. SCOPE OF WORK: The project consists of accomplishing retrofit of Air Conditioning/Heat Pump equipment which currently contains R-22 refrigerant so that it functions with refrigerant R407c.

1.1 The work to be executed in each of the units is as follows:

1.1.1 Metering and accomplishment of energy efficiency report.

1.1.1 Retrofit of refrigeration equipment, including recovery and destruction of refrigerant of equipment, unit cleaning, tightness testing, R-407c gas refrigerant filling, adjustment and refill with POE synthetic oil and additives, adjustments and start-up.

1.1.2 Metering and accomplishment of energy efficiency comparative report prior to and after retrofit operations.

1.1.3 Final cleaning of the work site.

2.1 The equipment affected by this project is as follows:

2. PERFORMANCE PERIOD: The performance period proposed for the execution of this project is 140 calendar days. Said performance period includes 60 calendar days for materials submittal/delivery at the work site and metering/accomplishment of energy efficiency report; 50 calendar days for the accomplishment of retrofit operations; and 30 calendar days for the metering/accomplishment of the pre/post-retrofit energy efficiency comparative report. The Contractor shall not be able to commence the work until all the material has been received.

2.1 It shall be the sole responsibility of the Contractor to ensure all required submittals are submitted to the Contracting Office for approval in a timely manner which shall not incur any delay in completion of the project. Materials or equipment requiring long lead time for procurement and delivery shall be included in the period of performance. Delay in delivery/procurement will not justify an extension of the period of performance.

4. GOVERNMENT-FURNISHED MATERIAL (GFM): Not used.

5. EQUIPMENT, CONTROLS, AND MATERIAL OF THE UNITED STATES OF

AMERICA: Not used.

6. CERTIFICATION: Bidders shall hold and submit the certification to demonstrate their ability to manipulate refrigeration equipment with any load of fluoride refrigerant in accordance with RD 795/2010, Annex I ("Certificado acreditativo de la competencia para la manipulación de equipos con sistemas frigoríficos de cualquier carga de refrigerantes fluorados").

7. SPECIAL REQUIREMENTS: The following special conditions apply:

7.1 Work phasing: The execution of work shall be carried out taking into account that the interruption of air conditioning and/or heating service must be minimized, whenever possible, for those affected buildings. No activity affecting the normal use of the buildings shall be permitted until the necessary tools and materials are delivered at the work site. Retrofit operations shall be executed during the “no heat/no cool season”.

7.2 The "no heat/no cool season" is defined as follows in accordance with USAFEI32- 7040: No heat/no cool season: “Comfort cooling systems should not be in operation until the outside air temperatures exceed 75 degrees Fahrenheit (24 degrees Celsius) dry bulb or 68 degrees Fahrenheit (20 degrees Celsius) wet bulb for five consecutive days. In addition the heating season should not begin until the outside temp drops below 55 degrees Fahrenheit (13 degrees Celsius) for

01 11 00 - 3 five consecutive days”. This period may vary but is usually established from 1 October to 15 November and from 1 Mar to 15 April. These dates are given as general guidance only.

SECTION 01 11 01

GENERAL CONDITIONS

1. GENERAL: The work consists of furnishing all labor, materials, plant, transportation, equipment, and services to complete the project described in Section 01 11 00, Scope of Work, Drawings and Special Conditions, in accordance with the drawings and specifications, complete and ready for use by means of a firm fixed price construction contract.

Measurements given in the drawings and specifications are given for reference use only. It is the Contractor’s responsibility to verify any and all of said measurements.

2. GENERAL DESCRIPTION: The work consists in, but is not limited to, executing the line items indicated in the scope of work. All line items indicated in the scope of work do not limit or reduce the Contractor’s responsibility to perform all work as required by the project in order to provide a complete and operable facility.

3. LOCATION: The work is located in Morón Air Base, Spain, as shown on the contract drawings.

4. DRAWINGS ACCOMPANYING SPECIFICATION: The drawings accompanying this specification are a part thereof. Drawings are the property of the Government, and shall not be used for any purpose other than that contemplated by the specification. The drawings included in this specification are similar to A1.

5. WARRANTY: For this contract the Contractor shall provide a one year standard commercial warranty associated with all scope of work items including materials and workmanship.

The warranty should cover all defects noticed and reported to the Contractor within one year after acceptance of the project. The Contractor shall repair or replace defective materials at the Contractor's expense within a reasonable time, and as approved by the Contracting Officer. The Contractor must comply with any additional warranty periods covered under Spanish codes and regulations. The contractor shall submit the warranty 15 calendar days after the acceptance of the work.

6. BASE ACCESS:

6.1 Permits or Authorizations: The Contractor shall obtain all permits or authorizations to access Morón Air Base. Once the works have finalized, the Contractor will return the permits or authorizations. Contractor is responsible to provide escorts as required to complete the project.

6.2 Delays and Interruptions: Contractors are advised that due to security reasons, during the access/egress process of personnel and materials from the Morón Air Base delays are liable to occur. Additionally, the Contractor shall immediately interrupt work when required to do so if security warning/alarm situations occur.

7. BASE UTILITIES:

7.1 Use of Base Utilities: Water, Sewage and electric Base utilities are available to the Contactor for connections to the following facilities: Offices, latrines, break rooms, and laboratories.

The following Utilities will be available from the existing Base utility systems. Any additional utilities requirement besides what is listed below shall be supplied by the contractor at no cost to the Government.

a. Electricity 120/208 volts, 60 Hz.

b. Non-potable water.

15 calendar days after the notice to proceed (NTP) the Contractor shall request the connection and shall indicate the type of utility service required, type of connection and disconnection, utility service use and maximum duration. All connection and disconnection works for Base utilities shall be programmed between 08:30 and 16:00 hours, Monday through Friday, holidays excepted. It shall be the Contractor’s responsibility to effect the connections and disconnections and shall reimburse costs incurred in the connection, disconnection, conversion, transportation of Base utility services to the work site, including providing the mechanisms that avoid water from flowing back into the system (backflow preventers) and furnishing and installing the necessary transformers. The Contractor shall not activate or alter any control device of the system of the utility services, including water, sewage and electricity.

Control devices will be Government operated. Additional requests shall be processed through the Contracting Officer or authorized representative with a minimum of 5 duty days prior to any connection, disconnection or manipulation of the control system of the utility services required.

Temporary overhead connections to utility services are prohibited. All systems shall be restored to their original condition prior to satisfying final contractual payments.

7.2 Base Utility Outages: 15 calendar days after the notice to proceed (NTP) the Contractor shall request the utility outage and shall indicate the type of outage to be performed, the scope of work and the maximum duration. All utility outages shall be scheduled between 08:30 and 16:00 hours, Monday through Friday, holidays excepted. The Contractor shall not activate or alter any control device of the system of the utility services, including water, sewage and electricity. Control devices will be Government operated. The Contractor shall notify the Contracting Officer or authorized representative 10 duty days prior to any connection, disconnection or manipulation of the control system of the utility services required. Temporary

01 11 01 - 2 overhead connections to utility services are prohibited. All systems shall be restored to their original condition prior to satisfying final contractual payments.

8. HOT WORK: The Contractor shall submit for approval a written request to the Contracting Officer or authorized representative 10 calendar days prior to any welding, oxyacetylene or plasma cutting work. Said request shall indicate welding procedures and fire prevention measures. All welding work performed during the project shall be carried out by qualified welders only. The copies of the welding certificates, issued by an approved agency, shall be kept in the construction inspector’s files.

9. VEHICULAR TRAFFIC, MACHINERY AND EQUIPMENT:

9.1 Traffic Control: All works which require vehicular or pedestrian traffic disruptions on the Base shall require an approved transit control plan. Said plan shall be approved at least 7 calendar days prior to carrying out said disruption. Said plan shall include the date, duration, proposed alternative routes, signs, barriers, cones and/or flagmen. The Contractor shall establish alternate procedures should unforeseen circumstances take place. The responsibility of furnishing, erecting, maintaining and removing all signs, barriers, cones and flags shall be solely the Contractor’s. Once the work is completed, the Contractor shall remove the signaling elements such as barriers, cones and/or flags.

9.2 Access Routes: 15 calendar days after the notice to proceed (NTP) the Contractor shall submit a plan for the access routes which shall be approved by the Contracting Officer or authorized representative.

9.3 Trucks: Trucks loaded with loose material (air borne dust, construction debris or other objects that could fall from them), shall be duly covered. Said covers, such as tarps, shall be fastened over the load prior to accessing the adjacent roads.

10. PROGRESS SCHEDULE (AF Form 3064): (See solicitation/Contract FAR clause 52.236-15, Schedules for Construction Contracts, Apr 1984). The Contractor shall, 10 calendar days after the notice to proceed (NTP) or another period of time determined by the Contracting Officer, prepare and submit to the Contracting Officer for approval a practicable schedule showing the order in which the Contractor proposes to perform the work, and the dates on which the Contractor contemplates starting and completing the several salient features of the work (including acquiring materials, plant, and equipment). The schedule shall be in the form of a progress chart of suitable scale to indicate appropriately the percentage of work scheduled for completion by any given date during the period. If the Contractor fails to submit a schedule within the time prescribed, the Contracting Officer may withhold approval of progress payments until the Contractor submits the required schedule.

11 PRE-FINAL AND FINAL INSPECTIONS: Final inspection and acceptance will be

01 11 01 - 3 conducted jointly with the inspector and a representative from the contracting office. The contractor shall request a pre-final inspection once the works are completed in accordance with the inspector's judgement. After the solving of all the discrepancies found during the pre-final inspection, if any, the contractor shall request a final inspection. All punch list items must be completed before final acceptance of the project.

12. WORK DAY:

12.1 Normal Work Hours: The Contractor shall perform all work during normal working hours unless a special authorization is issued by the Contracting Office representative to deviate from said work schedule. Normal working hours shall be from 0800 to 1700, from Monday to Friday, with the exception of holidays.

12.2 Work Outside Normal Hours: If the Contractor wishes to work outside the normal hours of operation, Saturdays, Sundays, or holidays, he shall submit an application to the Contracting Officer. The Contractor shall submit the request five (5) work days ahead of time as minimum.

13. CONSERVATION AND MAINTENANCE OF THE EXISTING FACILITIES:

The contractor shall conserve and protect all existing facilities at the work site or adjacent to it which shall not to be removed or affected by the work required under this contract. The Contractor shall restore, at no additional cost to the Government of the United States of America, the facility affected during the execution of works to its original condition, before final acceptance of the project.

14 SITE INVESTIGATION AND CONDITIONS AFFECTING WORK: The Contractor acknowledges that it has taken steps reasonably necessary to ascertain the nature and location of the work, and that it has investigated and satisfied itself as to the general and local conditions which can affect the work or its cost, including but not limited to (See Solicitation/Contract FAR clause 52.236-3, Site Investigation and Conditions Affecting the Work, Apr 1984).

15. PERMITS AND RESPONSIBILITIES: The Contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses and permits, and for complying with any National, regional, local and municipal laws, codes, and regulations applicable to the performance of the work. The Contractor shall also be responsible for all damages to persons or property that occur as a result of the Contractor’s fault or negligence. The Contractor shall also be responsible for all materials delivered and work performed until completion and acceptance of the entire work, except for any completed unit of work which may have been accepted under the contract. (See Solicitation/Contract FAR clause 52.236-7, Permits and responsibilities, Nov 1991)

16. CONTRACTOR AND SUBCONTRACTOR PERSONNEL: The key personnel organizational chart for each project shall be posted in the Contractor’s office at all times. Any key

01 11 01 - 4 personnel proposed change during the execution of the project shall be submitted to the Contracting Officer for approval.

16.1 Key Personnel: 15 calendar days after the notice to proceed (NTP) the Contractor shall submit the organizational chart with the Curriculum Vitae for their proposed key personnel to include the Superintendent and the Quality Control personnel for Contracting Officer approval.

These positions are mandatory and shall not be interchangeable. The same individual cannot occupy more than one these positions.

16.2 Superintendent: The Contractor shall be responsible for work supervision and therefore shall assign and have on the worksite a competent Superintendent. The Superintendent must be present at the work site at all times during the project execution and must have the authority to act for the Contractor and the qualifications and experience necessary to perform adequately the job in accordance with the characteristics and complexity of the project. The Superintendent must be able to effectively answer technical questions related to the project and effectively manage the work. The Contracting Officer or authorized representative shall have the right to determine, without appeal of such decision, whether the proposed Superintendent has the competence and technical capability or not, in which case, said Superintendent shall be replaced immediately by another previously approved by the Contracting Officer or his authorized representative.

16.3 Quality Control Personnel:

16.3.1 Quality Control Manager: The Quality Control Manager shall be present at the work site at all times during the project execution to perform Quality Control duties. The Contracting Officer or authorized representative shall have the right to determine, without appeal of such decision, whether the proposed Quality Control Manager has the competence and technical capability or not, in which case, said Quality Control Manager shall be replaced immediately by another previously approved by the Contracting Officer or his authorized representative.

16.4 Personnel Listing: 15 calendar days after the notice to proceed (NTP) the Contractor shall submit a list of key personnel (previously approved by the Contracting Officer) to include position and phone number for emergency contact purposes. As changes occur and additional information becomes available, the Contractor shall correct the information contained in the previously submitted lists.

16.5 Personnel Transit On-Base: Personnel working on the Base shall keep to the work site and shall transit using the approved access routes. The personnel shall keep off restricted areas unless the pertinent authorization is issued.

17. PUBLIC RELEASE OF INFORMATION: The public release of information o

01 11 01 - 5 photographs concerning any aspect of the materials or services related to this bid, purchase order or other documents resulting thereof without prior written approval from the Contracting Officer.

18. HEALTH AND SAFETY PROGRAM:

18.1 Standard Regulations: The contractor shall comply with the corresponding current Nation, Autonomous Community, Province and Municipal legislation:

- Occupational Safety and Health as of 1970, Public Law 91-596, 91 Congress, S.2193, 29 December 1970.

- Public Law Amendments 91-596 through 1 January 2004.

- "Ley 31/95, de 8 de Noviembre, de Prevención de Riesgos Laborales".

- "Real Decreto 286/2006, de 10 de marzo, sobre la protección de la salud y la seguridad de los trabajadores contra los riesgos relacionados con la exposición al ruido".

- "Real Decreto 363/1995, de 10 de marzo, por el que se aprueba el Reglamento sobre notificación de sustancias nuevas y clasificación, envasado y etiquetado de sustancias peligrosas" and its modifications RD 1802/2008 and RD 717/2010.

18.2 Base Regulations: The Contractor, his employees and subcontractors shall become familiar with and comply with all Base rules and regulations including fire, traffic and security regulations.

18.3 Excavations and Hazardous Areas: Excavations and all areas considered hazardous by the Government of the United States of America shall be protected by suitable barriers, lights

01 11 01 - 7 and beacons (flags, cones, boards). Warning lights (portable lamps IP-44 minimum) or safety signal lights shall be installed by the Contractor. The Contractor shall pay for any damage resulting from his own negligence. The responsibility of supplying, erecting, maintaining and removing all barriers, lights, beacons, warning lights and safety lights shall be solely the Contractor’s. Once the works have finalized, the Contractor shall remove all signaling elements such as barriers, lights and beacons.

18.4 Burning and Explosives: Burning practices and use of explosives without prior written authorization from the Government of the Unites States of America is prohibited.

19. ASBESTOS: The use of asbestos containing materials is prohibited.

20. CELL PHONE AND RADIO TRANSMITTER RESTRICTIONS: Under no circumstances shall radio transmitters or cell phones be used without prior approval from the Government of the United States of America.

21. WEATHER PROTECTION: The Contractor shall take the necessary precautions to protect the work site, facilities, equipment and materials from weather, to include those furnished by the Government or Government Property. It shall be the Contractor’s responsibility to be aware of weather forecasts and to take the necessary protective measures. Prior to commencing any work, the Contractor shall have at the site the material (tarpaulins, etc…) or necessary equipment to protect the site, facilities, equipment and materials exposed to rain, wind, or other natural events. Required tarpaulins shall not be light plastic, the thickness shall be enough as to assure that the weight of accumulated water does not exceed the resistance of the tarpaulin, thus tearing it. The Contractor shall be responsible for damage caused due to lack of protection against the weather.

22. MATERIAL AND/OR EQUIPMENT SUBMITTALS:

22.1 Submittals Required: The Contractor’s Quality Control Manager shall submit the documentation or samples indicated in the Form “Schedule of Material Submittals” for each material or equipment.

22.2 Submittal Procedure: The Contractor shall attach AF Form 3000 “Material Approval Submittal” to the documentation or sample of material or equipment submitted. The Contractor shall fill in all the necessary fields of AF Form 3000. The Contractor shall turn in AF Form 3000 and the documentation or sample of the material or equipment to the Contracting Officer within the time frame indicated in the document “Schedule of Material Submittals” for approval prior to commencement of any type of work. Within a reasonable period of time (estimated by the Contracting Officer), the Contracting Officer shall return the AF Form 3000 indicating if said submittal has been approved or not. If the Contracting Officer has not approved the submittal, the Contractor shall provide a new submittal.

22.3 AF Form 3000: The Contractor shall create said form and shall be signed by the Quality Control Manager.

23. MATERIALS AND/OR EQUIPMENT:

23.1 Material and/or Equipment Purchase Order: Once the Contractor has received approval from the Contracting Officer for the submittal, the Contractor shall proceed with the purchase order for the approved equipment or material.

23.2 Delay in the Delivery of Materials and/or Equipment: Delays in the delivery of materials and/or equipment shall not justify an extension in the performance period of the contract.

24. COMMENCEMENT OF WORK: Once all the required materials and/or equipment are available for use, the Contractor shall proceed to commence the works. If the Contractor wishes to commence works without all materials and/or equipment on site, he shall request authorization from the Contracting Officer.

SECTION 02 41 10

DEMOLITION AND REMOVAL

PART 1 - GENERAL

1.1 REFERENCES: The publications listed below form a part of this specification to the extent referenced. The publications are referred to in the text by the basic designation only.

1.2 GENERAL REQUIREMENTS: refrigerant R-22 removal shall not be started until authorization is received from the Contracting Officer or his/her authorized representative.

1.3 SUBMITTALS: Submit the following:

1.3.1 Certificates of Compliance:

a. Manager of hazardous waste.

b. Authorized dump or treatment and recovery plant.

c. Delivery and disposal/destruction certificate of waste from construction and demolition.

1.4 REGULATORY AND SAFETY REQUIREMENTS: Comply with the state and local hauling and disposal regulations. In addition, safety requirements shall conform with "Ley de Prevención de Riesgos Laborales".

1.5 PROTECTION:

1.5.1 Existing Work: Protect existing work which is to remain in place, be reused, or remain the property of the Government. Repair items which are to remain and which are damaged during performance of the work to their original condition, or replace with new. Repairs must have Contracting Officer or authorized representative approval.

1.6 BURNING: Burning of materials will not be permitted. In those building with a wooden structure or where flammable materials can be found provide a manual fire extinguisher.

PART 2 - PRODUCTS

PART 3 - EXECUTION

3.1 REFRIGERANT R-22 REMOVAL:

3.1.1 Equipment and Installations: The refrigerant R22 and oil shall be managed for destruction in accordance with Royal Decree 1042/2013. Repair the affected elements using materials and finishes similar to the adjacent surfaces.

3.2 DISPOSITION OF MATERIAL:

3.2.1 Title to Materials: Except where specified in specifications or indicated in drawings, all materials and equipment removed, and not reused, shall become the property of the Contractor and shall be removed from Government property. Title to materials resulting from demolition, and materials and equipment to be removed, is vested in the Contractor upon approval by the Contracting Officer of the Contractor's demolition and removal procedures, and authorization by the Contracting Officer to begin demolition. The Government will not be responsible for the condition or loss of, or damage to, such property after notice to proceed. Materials and equipment shall not be viewed by prospective purchasers or sold on the site.

3.3 CLEANUP: Remove and transport debris and rubbish in a manner that will prevent spillage on pavements, streets or adjacent areas. Clean up spillage from pavements, streets and adjacent areas.

SECTION 23 00 00

GENERAL MECHANICAL PROVISIONS

1.1 APPLICATION: This section applies to all sections of Division 23, "Mechanical," of this project except as specified otherwise in each individual section. All mechanical equipment and materials shall conform to and be installed in strict accordance with the best practices of the mechanical manufacturing and construction industries as well as in conformance with the applicable regulations of Spain. Defective equipment or equipment damaged in the course of installation or testing shall be replaced or repaired in a manner meeting with the approval of the Contracting Officer. The contract drawings indicate the extent and general arrangement of the mechanical systems. If any departures from the contract drawings are deemed necessary by the Contractor, details of such departures and the reasons therefore shall be submitted to the Contracting Officer for approval as soon as practicable. No such departures shall be made without prior written approval of the Contracting Officer.

1.2 SUBMITTALS: Submit the following within 15 days after the date of notice to proceed and before commencement of installation of any materials or equipment and have them approved before procurement, fabrication or delivery of the items to the job siteshop:

Manufacturer's data and certificates for equipment, drawings, materials, finish and pertinent details for each system where specified in each individual section. Partial submittals will not be acceptable and will be returned without review. Submittals shall include the manufacturer's name, trade name, country of origin, catalog model or number, nameplate data, size, layout dimension, capacity, project specification with paragraph reference, and other information necessary to establish contract compliance of each item the Contractor proposes to furnish. Approval of materials will be based on manufacturer's published ratings. Any materials, fixtures or equipment listed that are not in accordance with the specification requirements shall be subject to rejection. Descriptive data shall be annoted to show the specific model, type and size of each item the Contractor proposes to provide. For the equipment scheduled on the drawing provide and indicate actual performance data corresponding to design values indicated in the schedules for each item.

1.2.1 Manufacturer's Data: Submittals for each manufactured item shall be manufacturer's descriptive literature of cataloged products, equipment drawings, diagrams, performance and characteristics curves, and catalog cuts.

1.2.2 Publication Compliance: Where equipment or materials are specified to conform to industry and technical society publications of organizations, such as Deutshces Institute Fur Normung (DIN), etc, proof of such compliance shall be submitted. The label or listing by the specified organization will be acceptable evidence of compliance. Submit a certificate from an

23 00 00 - 1 independent, competent, testing organization (one that is adequately equipped to perform such services and has been approved by the Contracting Officer) stating that the item has been tested in accordance with the specified organization's test methods and that the item conforms to the specified organization's publication.

1.2.3 Certified Test Reports: The testing requirements in referenced publications for materials will be waived provided the manufacturer's original certificates are submitted stating that previously manufactured materials have been tested by approved laboratories, that such materials meet testing requirements specified, and that the materials furnished for this project are of the same type, quality, manufacture, and make as that tested. Copies of the test reports need not be submitted except as specifically requested by the Contracting Officer.

1.2.4 Certificates of Compliance: Submit certification attesting that materials and equipment to be furnished for this project comply with the requirements of this specification and the reference publications. Certifications shall be the manufacturer’s original. The certifications shall simply state that the product conforms to the requirements specified.

1.3 INSTRUCTION TO GOVERNMENT PERSONNEL: Furnish the service of competent instructors to give full instruction to the Government personnel in the adjustment, operation and maintenance, including pertinent safety requirements of each item of equipment supplied by the Contractor and each system. Each instructor shall be thoroughly familiar with all parts of the installation and shall be trained in operating theory as well as practical operation and maintenance work. Instruction shall be given during the first regular work week after the equipment or system has been accepted and turned over to the Government for regular operation.

1.4 DELIVERY AND STORAGE: Properly store, adequately protect and carefully handle equipment and materials to prevent damage before and during installation. Handle, store, and protect equipment and materials in accordance with the manufacturer's recommendations. Replace damaged or defective items.

1.5 CATALOGED PRODUCTS: Materials and equipment shall be cataloged products of manufacturers regularly engaged in production of such materials or equipment and shall be manufacturer's latest design that complies with the specification requirements. Materials and equipment shall be equal to items that have been in satisfactory commercial or industrial use.

Where two or more items of the same class of equipment are required, these items shall be products of a single manufacturer, however, the component parts of the items need not be the products of the same manufacturer. Each item of equipment shall have the manufacturer's name, address, model number and serial number on the nameplate securely affixed in a conspicuous place. The nameplate of the distributing agent will not be acceptable.

1.6 ELECTRICAL REQUIREMENTS: Morón Air Base power supply is 120/208 volts, 60 Hz.

SECTION 23 07 00

INSULATION OF MECHANICAL SYSTEMS

1.2 RELATED REQUIREMENTS: Section 23 00 00, General Mechanical Provisions, applies to this section with the additions and modifications specified herein.

1.3 QUALITY ASSURANCE: Provide new insulation for domestic cold water pipes installed outdoors, domestic hot water pipes, solar hot water, refrigerant piping and supply and return ducts for air conditioning system and air recovery unit.

1.3.1 Package and Labeling: Every package or standard container of insulation, jackets, cements, adhesives, and coatings delivered to the project site shall have the manufacturer's stamp or label attached giving name of manufacturer, brand and description of material. Insulation packages and containers shall be asbestos-free.

1.3.2 Flame-Spread and Smoke-Developed Ratings: In accordance with UNE 23727, the materials shall have a flame-spread rating M1 and will not spread smoke in contact with fire.

2.1 INSULATION: Types of insulation required, and insulation thickness shall be as listed in Tables I and II herein. Unless otherwise specified, insulate all fittings, flanges, and valves, except

23 07 00 - 1 valve stems, hand wheels. The insulation shall be of the same thickness and conductivity as insulation on adjacent piping.

Pipes insulation for refrigerant pipes shall comply with the following requirements (AF/Armaflex self-adhesive): Flexible thermal insulation, elastomeric foam, closed cells, synthetic rubber without halogens.

Thermal conductivity at 0ºC: 0.035 W/mºC (UNE 92201) Vapor barrier characteristics: µ ≥ 7.000 (UNE 92225) Fire resistance: B-s3, d0 (UNE 13501)

The product must be adequate for high safety environment. In the event of fire, smoke generation must be low, low opacity, non-toxic, free of halogens, PVC and CFC.

2.2 ADHESIVES, SEALANT, AND COATING COMPOUNDS:

2.2.1 Insulation and Vapor Barrier Adhesive: Provide adhesive for securing insulation to metal surfaces and for vapor barrier lap as recommended by the manufacturer of the insulation for the required service.

2.3 ACCESSORIES:

2.3.1 Anchor Pins: Provide anchor pins and adjusting washers recommended by insulation manufacturer.

3.1 PREPARATION: Do not insulate materials until these have been cleaned of dirt, rust, and scale and are dry. Allow adequate space for expansion of pipe. Install insulation with jackets drawn tight and cemented down on longitudinal and end laps. Do not use scrap pieces where a full length section will fit. Insulation shall be continuous through sleeves, wall and ceiling openings.

Extend surface finishes to protect surfaces, ends, and raw edges of insulation. Apply coatings and adhesives at the manufacturer's recommended coverage per gallon. Individually insulate each pipe.

Provide a moisture and vapor seal on surfaces as specified, where insulation ends against metal hangers, anchors and other projections through the insulation. Keep insulation dry during application of finish. Bevel and seal the edges of exposed insulation.

3.2 PIPE INSULATION: Provide in accordance with manufacturer's printed instructions.

3.2.1 Hangers and Anchors: Pipe insulation shall be continuous through pipe hangers.

Where pipe is supported by the insulation, provide galvanized steel shields. Where shields are used

23 07 00 - 2 on pipes 2 inches and larger, provide insulation inserts at points of hangers and supports. Insulation inserts shall be of molded glass fiber (minimum 0,13 Kg/dm³). Insulation inserts shall cover the bottom half of the pipe circumference 180 degrees and be not less in length than the protection shield.

3.2.2 Sleeves: Where penetrating interior walls, extend a metal jacket 5 cm out on either side of the wall and secure on each end with a strip. Where penetrating floors, extend a metal jacket from a point below the back-up material to a point 25 cm above the floor with one strip at the floor and one not more than 2.5 cm from end of metal jacket.

3.3 FIELD INSPECTION: Visually inspect to ensure that materials provided conform to specifications. Inspect installations progressively for compliance with requirements.

1.2 GENERAL REQUIREMENTS:

1.2.1 Work Description: The work includes the retrofit of air conditioning/heat pump equipment currently containing R-22 refrigerant to operate with R-407c refrigerant. The equipment, materials, installation and labor shall be in accordance with paragraph 1.1., except where indicated otherwise. The efficiency of equipment shall not be less than the indicated. In the publications NBE-CPI, herein referenced, the applicable articles prevail over other publications or applicable norms. Reference to the authority having jurisdiction shall be interpreted to be the Contracting Officer.

1.2.2 Submittals Required:

1.2.2.1 Manufacturer's Data:

a. Energy efficiency metering equipment.

b. Retrofitting Equipment.

1.2.2.2 Test Reports:

a. Previous report of energy efficiency.

b. Comparative report of energy efficiency prior to and after retrofitting.

1.2.2.3 Qualifications:

2.1 POE OIL AND ADDITIVES: POE ISO32 synthetic oil with 15% Zerol ICE additive or approved equal

2.2 PRESSURE GAUGE COCKS: The contractor shall install standardized pressure gauge cocks with check valve in each cooling circuit to accomplish cleaning of same.

2.3 NITROGEN: The contractor shall provide dry Nitrogen to accomplish tightness test

2.4 FILTERS AND APPERTUNANCES: The contractor shall provide and install drying filters in each cooling circuit as well as accessories as necessary.

2.5 REFRIGERANT: The contractor shall provide and fill the circuits with refrigerant R-407c.

2.6 REFRIGERANT PIPING: The refrigerant pipes which may become damaged as a result of retrofitting operations shall be replaced by the contractor. Refrigeration pipes shall be special copper for refrigeration purposes deoxidized and dehydrated. All curves shall be long radius.

Joints shall be welded with silver alloy.

2.7 INSULATION OF REFRIGERANT PIPES: The insulation of refrigerant pipes which may can damaged as a result of retrofitting operations shall be replaced by the contractor Insulation shall meet section 23 07 00, “Insulation of Mechanical Systems”.

3.1 PREVIOUS ENERGY EFFICIENCY REPORT WITH CLIMACHECK: Metering operations shall be executed and a report previous to retrofit operations shall be presented of each one of the units of this contract to verify the condition of each. Metering shall be accomplished with “Climacheck” equipment. Climacheck equipment shall be provided by the contractor although exceptionally, Government owned Climacheck equipment may be used as support equipment. Climacheck equipment contains a program with the capacity to provide thermodynamics results of any system to analyze cooling system and to verify the condition of the same, their COP, cooling capability, isentropic efficiency of the compressor or to know the refrigerant load condition in order to interpret if refrigerant leaks exist or not in the system being analyzed. With the information provided, a previous analysis of any intervention of refrigerant substitution and a report will be presented. In the case as a result of this report it is decided that it

23 35 19 - 3 is not beneficial to retrofit some of the equipment, this work shall be deducted from AF Form 3052.

3.2 RECOVERY AND DESTRUCTION OF EXISTING R-22 IN INSTALLATIONS

SYSTEMS: The existing R-22 refrigerant in the equipment shall be recovered initially. The resulting R-22 refrigerant shall be destroyed in accordance with that specify in section 02 41 10 “Demolition and Removal”.

3.3 CLEANING OF REFRIGERANT CIRCUITS: The interior of the refrigerant circuits of the equipment to be retrofitted shall be cleaned. For the cleaning of the circuits a Fri3oil tool will be used. The Fri3oil equipment shall be provided by the contractor although exceptionally, Government owned Fri3oil equipment may be used as support equipment. In order to speed up the retrofit process and to minimize the air conditioning outages, the contractor shall have various Fri3Oil and Climacheck equipment to work on various units at the same time.

3.4 CHARGING OF REFRIGERATN CIRCUITS: The contractor shall introduce synthetic POE oil and additives in the refrigerant circuits and install drying filters. The contractor shall execute tightness and vacuum tests and shall fill the refrigerant circuits with the new R- 407c gas

3.5 REFRIGERATION EQUIPMENT MARKINGS: the contractor shall provide labels on all equipment that has been retrofitted to include the following data (marked with permanent ink):

refrigerant used, load, type of oil used, , etc.

3.6 ENERGY EFFICIENCY COMPARATIVE REPORT WITH CLIMACHECK:

Climacheck metering shall be accomplished after retrofitting of each of the machines and a comparative report of each equipment pre/post retrofitting shall be issued

3.7 ADJUSTMENTS: Adjust controls and equipment so as to give satisfactory operation of the equipment once new refrigerant gas has been introduced

3.8 INSTRUCTING OPERATING PERSONNEL: Upon completion of the work and at a time designated by the Contracting Officer, the services of a competent technician shall be provided for a period of not less than one 8-hour working day for the instruction of Government operating personnel. In each training session HVAC shop personnel shall be instructed regarding the work performed on each equipment and the modifications and adjustment that were necessary for the correct operation of the equipment after the substitution of the refrigerant gas

3.9 FIELD TESTING: Upon completion and before final acceptance of the conformance with the contract requirements, adjustment of systems shall be in effect for one year after final acceptance of the completed systems. Defects in the work provided by the Contractor shall be corrected by him at his own expense and the test repeated.
