FA5575-11-R-0006, Groove North Touchdown Zone Questions and Answers 24 Aug 2011

1. Is CLIN 0002, Work Interruptions, a fixed quantity (211 hours), or is it a estimated quantity? If the contractor is only interrupted for 50 hours, will we only pay for the 50 hours that was documented, or will we pay the 211 hours regardless?

(211 hours) is only a estimated quantity. The contractor shall be paid for the actual number of hours that is interrupted only, as established in section 02960 para. 1.1.1.1.

2. Does the Govt expect pricing for CLIN 0002 to be for one (1) hour of interruption or for 211 hours of interruption?

We expect pricing for CLIN 0002 to be for all 211 hours of interruption. However, as stated above, the contractor shall only be paid for the hours that he is actually interrupted.

3. What will the working hours be?

Section 01011 para. 11.1 establishes “The airfield working hours shall be from 08:00 to sunset, from Monday to Sunday, and normally, the Contractor will not be given access to the airfield from 08:00 to 15:00, Monday through Friday, due to aircraft traffic”. This does not limit the possibility to work from 08:00 to 15:00, and could be authorized once the project is awarded and the airfield managers have a closed flight plan and can be communicated to the Contractor.

4. If the runway is damaged, do we ony replace the pavement?

Section 02960 para 3.2.3 establishes that the Contractor shall repair any damage that may occur to the pavement as a result of the grooving operations, reaccomplishing the grooving work 28 days after the repairs. (Section 02960 para 3.1.2).

5. Attachments 3 & 4. Reference: RFP Section L – Instructions. RFP Section L includes requirements to use Attachment 3 – Past Performance Reference List & Attachment 4 - Past Performance Questionnaire. Both of these attachments were not provided with the solicitation document package. Request these documents be provided in MS Word as soon as possible.

6. Is the AF 3052 required to be included in offeror’s proposals?

Yes.

7. Technical Proposal Requirements. Reference: RFP Section L, Specific Instructions, Part II – Technical Proposal. Item (1) for this part of the proposal instructions is somewhat unclear as to just what the Government expects. The first sentence infers the offeror should provide some proof of capability. The second sentence then requires a proposed Progress Schedule. Does the Government expect some other documentation besides the Progress Schedule? If so what documentation is necessary?

The first sentence requires confirmation by the bidder that the work will be executed in the time period and by the method required, unless some type of restriction limits this objective, for example, the time required by a manufacturer to obtain and deliver materials, any essential governmental certification which must be requested in order to execute the work, the transportation of materials or of residue to a disposal site. Any limitation of this type which may hinder the performance of the work regarding the time period or method previously established, may be taken into account if duly justified.

If the bidder considers that he/she is able to perform the tasks in the statement of work in the time period proposed by the government, a progress schedule shall be submitted showing the time period distribution for each item. On the contrary, and considering the previous paragraph, the bidder may propose a progress schedule with a new performance period reflecting the work periods and circumstances why an extension of time is proposed.

8. How will pricing be evaluated?

Pricing will be evaluated on an all-inclusive basis.
