The performance threshold briefly describes the minimum acceptable levels of service required for each requirement. These thresholds are critical to mission success. These do not excuse the contractor from performance of other responsibilities identified in the PWS. The Contracting Officer (CO) can change the list of SSs at any time during the life of the contract. SS’s can be added or deleted, and performance thresholds raised or lowered. The CO shall notify the contractor in writing of any changes. Changes will be documented in a modification to the contract.

MSDSs must be submitted by the Contractor upon contract award to the COR. The Contractor shall have approval from the Base CES/CEAN HMMP (Hazardous Material Management Program) prior to purchasing, handling, using, and storing any chemicals, solvents, lubricants, and other products that require MSDSs. The Contractor shall provide one copy of the MSDS/COSHs for each item to Base HMMP section for review prior to any chemicals being brought onto base facilities. The Contractor shall maintain one copy of the MSDSs for each hazardous material line item used within the work center. The Contractor shall identify these materials and products and forward to COR for EESOH-MIS Process Report coordination; the Civil Engineer Squadron/CEV and COR have the right to disapprove the use of any hazardous material that shall pose an undue risk to personnel safety, health or cause damage to the environment.
