Performance meets contractual requirements. The contractual performance of the element or sub-element may have contained some minor problems for which corrective actions taken by the contractor were satisfactory.
Performance does not meet most contractual requirements and recovery is not likely in a timely manner. The contractual performance of the element or sub-element contains a serious problem(s) for which the contractor’s corrective actions appear or were ineffective.

1. Provided experienced managers and supervisors with the technical and administrative abilities needed to meet contract requirements and adequate project supervision at the place of performance.
2. Demonstrated ability to hire, maintain, and/or replace, if necessary, qualified personnel during the contract period.
3. Demonstrated ability to provide adequate manning and equipment to respond to surge requirements, contingencies, emergencies and weather delays.
4. Provided effective quality control and/or inspection procedures to meet contract requirements.
5. Interfaced and cooperated with government quality assurance personnel (or corporate/agency equivalent) after being awarded the contract and/or commencement of project performance.
6. Corrected deficiencies in timely manner and pursuant to their quality control procedures.
7. Performed services on time.
8. Displayed initiative to solve problems and follow-up to ensure desired results were achieved.
9. Was responsive to contract changes (if applicable).
