MORALE NEW WI-FI

FIBER INTERNET SERVICE

1 June 2019

1 DESCRIPTION OF REQUIREMENT

The contractor shall furnish all engineering, labor, tools, equipment, materials, supplies and services, unless otherwise specified herein, to provide commercial internet services to US Military occupied installations on Air Base 101, Niamey, Niger.

2 DESCRIPTION/SPECIFICATIONS

2.1 Work Description

2.1.1 The Contractor shall deliver and install commercial internet services as required to meet the customer's requirements in accordance with this Performance work statement.

2.1.2 The Contractor shall deliver and install equipment and infrastructure to provide commercial internet services to the designated location.

2.1.3 All equipment that the Contractor provides shall be capable of running on 110 Volt 60 hertz power.

2.2 Basic Internet Services

2.2.1 The Contractor shall serve as an internet service provider and provide a minimum 200 Mbit/second down and 50 Mbit/second up internet connection with contractor furnished Cisco-managed router that can support minimum of 500, but up to 700 connected devices

2.2.2 The internet connection will terminate in a Contractor Furnished communications rack within a government furnished climate controlled shelter.

2.2.3 The Contractor shall provide all hardware and rack storage required to link the contractor provided internet connection to the government furnished switch (Cisco Meraki MS320-24 Switch). Contractor must provide a backup circuit with failover capability that can be configured as a hot spare or accessed within 1 hour of primary circuit failure. Backup circuit must be on a different backhaul network infrastructure to ensure segregation of services

2.2.4 Contractor shall supply at least 10 static IPs to the customer.

2.3 Circuit Specifications

2.3.1 The Contractor shall provide ISP Interface connectors upon initial installation.

2.3.2 ISP shall be available 24 hours per day, 7 days per week, and 365 days per year.

2.3.3 ISP Connection shall NOT use Network Address Translation (NAT).

2.3.4 ISP shall permit all IP protocols (including but not limited to UDP, TCP, and IPSEC) to transit without filters or proxies. The Customer requires unfiltered access to the Internet without ISP firewall blocking.

2.3.5 ISP shall permit installation of Customer VPN encryption devices on circuit.

3 REQUIRED ISP COVERAGE

3.1 The Contractor shall provide the Customer a guaranteed internet connection service 24 hours per day, 7 days per week, and 365 days per year.

3.2 The Contractor shall not place a cap on the amount of data the Customer uploads or downloads.

3.3 The Contractor shall not alter the service (i.e. upload/download speed) after a certain amount of data has been uploaded or downloaded within a given time period.

3.4 The Contractor shall coordinate the service with the Customer and shall be responsible for the technical sufficiency of the circuits, including services necessary to establish, operate and restore the circuits. Except for equipment furnished by the Customer, the Contractor shall provide all equipment, materials, and supplies required to provide the service.

3.5 The Contractor shall coordinate servicing of the equipment and emergency trouble calls with the 768 Expeditionary Air Base Squadron (EABS) / Communications (COMM) Officer In Charge (OIC). The Contractor shall provide a seven (7) day advance notice to the 768 EABS/COMM OIC for all scheduled maintenance.

3.6 The Customer will, under no circumstances, accept claims from the Contractor for services that were refused, or could not be executed, because they were presented at a time other than established in the work schedule or as mutually agreed between the Contracting Officer and Contractor.

4 SERVICE SUPPORT

4.1 The Contractor shall provide the following customer support services:

4.1.1 Onsite installation as described above.

4.1.2 Circuit testing twice a week to ensure operability.

4.1.3 Maintenance and repair within 24 hours of notification of all vendor provided equipment.

4.1.3.1 Prior to request of maintenance and repair, the Customer will troubleshoot the issue using the following method: The Customer will inspect the router and switches which the Contractor provided SATCOM/ Fiber terminal are connected. Additionally the Customer will inspect all power and Ethernet cables running from the router/switch to the end user devices as the transmission nodes between devices. If the fault has been determined not to be the aforementioned equipment, the Customer will contact the Contractor and request immediate support to restore services.

4.1.4 Advance notice to 768 EABS/COMM OIC, as well as estimated uptime/downtime when hardware, software, or circuits need repairing, upgrading or replacing.

4.1.5 ISP monitoring to ensure that the ISP remains operational.

4.1.6 Software/hardware upgrades needed to continue to enhance functionality as applicable.

4.1.7 Technical Support hotline (phone number and email address). English speaking helpdesk telephone and email support will allow for an unlimited number of email or telephone incidents and must be available 24 hours a day, 7 days a week and 365 days a year.

4.1.8 The customer support services shall be available to the 768 EABS Communications Flight to obtain technical assistance relating to the ISP.

4.2 The Contractor shall adhere to the following guidance:

4.2.1 At any time the Contractor performs work, there shall always be a Government representative present during inspections of and repairs to the system/equipment, to include any work conducted after duty hours, on weekends, or on holidays.

4.2.2 The Contractor shall, at no additional expense, provide expert technicians for specific hardware/software systems to rectify any problems with the ISP.

4.2.3 Only a Contracting Officer (CO) may approve Contractor repairs to government-owned equipment and such approval must take place prior to any Contractor repair work. All requests for such repairs will be routed through the 768 EABS/COMM OIC to the CO for approval. The Government shall process any/all repair work performed by the Contractor without prior CO approval as an unauthorized commitment.

5.0 CONTRACT REQUIREMENTS

5.1 Bandwidth Adjustment. The Contractor shall be able to increase connectivity speed remotely with coordination of the Customer and Contracting Officer. The Contractor shall adjust the bandwidth in less than 48 hours after Customer/Contractor coordination is complete.

5.2 Monthly Report. The Contractor shall provide the Government with a monthly quality of service metric report detailing the daily transmit and receive data rates provided via email to support@1cbcs-16@deployed.af.mil within 7 calendar days after the end of the month. This report should include daily high, low and average rates for data transmission and reception. The report should also indicate and document occurrences of outages or degradation of service. The Contractor shall detail how these metrics were calculated. Once commercial internet services have been established, the Government will periodically verify that the site is receiving the agreed upon transmit and receive data rates in the provided commercial internet services.
