About this file

This document contains questions and answers regarding a TDM to VoIP migration project for the Department of the Air Force Pacific Air Forces. The questions seek clarification on requirements such as POE injectors and media converters needed for non-POE equipped locations. Secure locations requiring PTT handsets are also addressed. The responses provide details on reusing existing horizontal cabling and blocks where possible. Questions regarding power outlets and rack space for new VoIP gateways are also answered. The contracting opportunity involves migrating from time-division multiplexing to voice over internet protocol phone systems across multiple bases in Japan. Unfortunately the solicitation submission deadline could not be extended due to time constraints.

TDM to VoIP Migration Questions and Answers Q: Can you please further elaborate on requirement for Item #13 - MISC - POE injector for fiber phone, POE Media converter for MUNS' IGLOO locations, Rack, Railrack, Cabling system for connection for VGs, IDF Rack for VG?

A: I imagine this is for locations that do not have POE switches installed/available that would need the OEM auxiliary power supplies for the phones. MUNS area is mostly still copper so would connect back to 3518 VGs on existing copper infrastructure and re-using the horizontal blocks and amphenol that are already in place.

Q: What is the intended use for PTT handsets? SCIF or other requirement?

A: PTT would be for locations that are either secure (SCIFs), or Command Post/other Classified processing areas.

Q: Are we able to remove the following line from section 14.0 of the SOO: “The contractor's workers are required to be U.S. Citizens with no felony convictions”?

A: This can be removed from the SOO, however, all contractor personnel working on a DoD network must be compliant with DoD 8570 Baseline Certifications. This does not apply to contractors strictly installing hardware as they are not configuring any devices.

Q: Kadena B400: Can the existing amphenol cables and blocks be re-used except for the additional VG450?

A: Yes, existing horizontal blocks and amphenol cabling is intended to be re-used where possible.

Q: Kadena B3518: Can the existing amphenol cables and blocks be re-used?

A: Yes, existing horizontal blocks and amphenol cabling is intended to be re-used where possible.

Q: Kadena B626(Hospital): Since we couldn’t find existing VG in TR, should we need to install a new rack? Or is the VG going to be installed inside existing rack? If a new rack is required, would it be possible to ask the Govt. to confirm any existing ACM/LBP in the existing wall/floor?

A: There is no VG in the hospital (626). The SOO intended to have a VG installed to support remaining legacy copper devices such as sensaphones and elevator phones. If rack space is available, it can be used otherwise a new rack would need to be installed. Government should be able to work with Civil Engineering if needed to confirm LBP/ACM.

Q: Shields B6105: No power outlet or PDU in existing cabinet. However, there is an electrical outlet on the wall. Can the existing amphenol cables and blocks be re-used?

A: Can utilize in place power and PDU/UPS to provide power. Yes, existing horizontal blocks and amphenol cabling is intended to be re-used where possible.

Q: Is standard NEMA 5-15 Input available for power since part of your order included UPS units?

A: Yes standard NEMA 5-15 should be present in all locations that require UPS’.

Q: Will the US government be willing to extend the solicitation further?

A: Unfortunately, due to time constraints, this solicitation cannot be extended
