About this file
This document is a sole source justification for a TDM to VoIP migration project for the 18th Communications Squadron. The project requires Cisco brand equipment including 20 VG-450 routers, BE7M-M5-K9 and BE6K call managers, C8300 media gateways, NIM modules, SFPs, and 1,500 IP phones. A sources sought was issued on June 21 and five vendors expressed capability to provide the Cisco products and installation services. Training and compatibility issues necessitate keeping the brand requirements. The contracting office determined pricing would be fair and reasonable based on anticipated competition. Solicitation FA527023QA061 was issued for the requirement.

I. Contracting Activity.
Requirement owner is the 18th Communications Squadron and the contracting activity is the 18th Contracting Squadron.
II. Nature and/or description of the action being processed.
This requirement is for the migration, installation, and upgrading from Time-Division Multiplexing (TDM) equipment to Voice over Internet Protocol (VOIP) core equipment. A list of brand-name Cisco products is required for this migration, thus, necessitating a justification and approval to acquire them.
III. Description of supplies/services required to meet agency needs.
The 18 Communications Squadron is requesting the procurement of supplies and services for a base wide Voice Over Internet Protocol (VOIP) refresh. A Statement of Objectives (SOO) was made to define the requirements for the contractor to Engineer, Furnish, Install, Test and Place (EFIT&P) into service a Unified Communication (UC) platform.
Below is the breakdown of the equipment required to meet the agencies needs:
20 ea - JITC certified VG-450 2 ea - Cisco BE7M-M5-K9 V01 Release 14 or latest JITC certified version 1 ea - Cisco BE6K (MEDCOI CUCM) 2 ea - C8300-1N1S-4T2X Media Gateways 16 ea - NIM-2MFT-T1/E1 for Media Gateways 6 ea - Cisco C-NIM-2T for SIP connection 3 ea - NIM-PVDM-256 for Media Gateways 3 ea - NIM-PVDM-192 for Media Gateways 25 ea - SFP Cisco single fiber - GLC-BX-D SFP 25 ea - SFP Cisco single fiber - GLC-BX-U SFP 3 ea - C8300-2N2S-4T2X Media Gateways 1,500 ea - Cisco 7841 IP Phones
All other non-CISCO brand equipment may be procured open market
IV. Statutory authority permitting other than full and open competition.
AFFARS 5313.501 - 10 U.S.C. 3572, Implementation of Simplified Acquisition Procedures (41 U.S.C. 1901)
V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).
A team from the 38th Engineering Squadron out of Tinker Air Force Base surveyed Kadena Air Base and Okuma Recreation Area to develop a plan for a TDM to VOIP migration. After completing the survey of the area, the team developed a Statement of Objectives (SOO) that outlines the equipment and potential methods for project completion.
The equipment listed in the SOO is a direct upgrade to existing equipment and will minimize compatibility issues that will arise if different equipment is used. It has been determined that the acquisition of any other equipment would result in substantial duplication of cost to the Government that is not expected to be recovered through competition.
At this time, 18th Communications Squadron personnel are only trained in the use of Cisco equipment, therefore, using any other brand would require additional training and will cause significant delays in time spent troubleshooting issues as they arise.
VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.
A sources sought was posted to the Governmentwide Point of Entry (GPE) on 21 June and closed on 6 July, five vendors responded expressing interest and provided a capabilities statement. No contractor have communicated back stating

March 2023 CONTROLLED UNCLASSIFIED INFORMATION Page 3 of 4March 2023 CONTROLLED UNCLASSIFIED INFORMATION Page 3 of 4 that any other manufacturing company, except for Cisco, can satisfy the Government's requirement.
VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
The Contracting Officer has determined that the anticipated cost to the Government will be fair and reasonable based upon the anticipation of competitive pricing received from the open market in response to the solicitation. Market research indicated multiple vendors that expressed interest and there will likely be multiple proposals received in response to the solicitation. Furthermore, if additional pricing support is required, other price analysis techniques will be utilized in accordance with FAR 13.106-3.
VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
A sources sought was posted to the GPE on 21 June and closed on 6 July, five vendors expressed interest and provided a capabilities statements. Market research found there are multiple vendors capable of both procuring the brand name products outlined above and completing all associated services applicable to this requirement. A Federal Procurement Data System- Next Generation (FPDS-NG) search of "VOIP" yielded 1,266 Department of the Air Force contracts. I found numerous task orders (FA813619FA079, FA520920F0256, FA520920F0291, etc.) that were awarded for brand name Cisco products for VOIP requirements.
IX. Any other facts supporting the use of Other Than Full and Open Competition.
The equipment listed in the SOO is a direct upgrade to existing equipment and will minimize compatibility issues that could arise if different equipment is used. Acquiring equipment other than the brand name equipment will create interface issues and would negatively impact the operability of the system. Additionally, the personnel of the 18th Communications Squadron are only trained in the use of the current equipment (CISCO), as such, utilizing another brand would also require additional training and will cause significant delays in time spent troubleshooting issues as they arise. It has been determined that the acquisition of any other equipment will result in substantial duplication of cost to the Government that is not expected to be recovered through competition.
X. List of any sources that expressed, in writing, an interest in the acquisition.
The below vendors all expressed interest and provided capability statements in response to the sources sought;
AGOVX LLC - CAGE:7ZTE2
Kriaanet, Inc. - CAGE:718G7 World Wide Technology - CAGE: 0MNV1 Huel Technology - CAGE: 8C5A9 AT&T INDOPACIFIC - CAGE: Not listed currently.
XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.
Due to the nature of this requirement, removing the brand name restriction of the equipment outlined in Section III of this document would potentially impact the operability of the system and is anticipated to greatly increase the cost to the Government. However, as indicated above the brand name restriction does not negatively impact the ability of the Government to receive competition from the open market. Although the equipment will be limited to specific brand names, there are several vendors that have been identified as being able to fulfill this requirement. As future acquisitions arise the market will be surveyed to ensure that maximum competition is created.
