Statement of Work For

Uninterruptable Power Supply Procurement and Installation

78th Signal Battalion SATCOM EHF Facility

Buckner Communication Site

1. Description of Services

The contractor shall remove parallel redundant 2-40KVA EATON 9390 UPS to also include the maintenance bypass panel and panel board(A&B Side) with breakers at Buckner Communication Site Okinawa, Japan as defined in this Statement of Work. The current maintenance bypass and 2x panel boards are antiquated and under load specification for new UPS. The contractor shall engineer, procure and install parallel redundant 2-40KVA Uninterruptible Power Supply (UPS), maintenance bypass panel and 2x panel board with recommended breakers for the SATCOM EHF Building 109. The ability to perform hot replacement of components by the government is required. The contractor shall provide all personnel, materials, tools, equipment, transportation, vehicle, supervision, labor and other items and services necessary to remove all existing UPS and install 2 new UPS. The current UPS systems have reached their end of life and needs replacement.

2. Removal Summary

Removal of Existing (2)40KVA EATON 9390 UPS, Maintenance Bypass Panel, and A&B Panel Boards

2.1 The contractor is responsible for the removal of the parallel redundant (2)40 KVA EATON 9390 UPS that is currently in use by SATCOM.

2.2 The contractor will ensure that the cabling used by SATCOM for monitoring the EHF system from Buckner Comm. Site is not damaged. If damaged by the contractor, the contractor is responsible for providing new cable that allows for monitoring via SATCOM’s CTCS system.

2.3 The contractor is responsible for the proper off base disposal in accordance of both American and Japanese Environmental Laws of the batteries, components, and cables.

2.4 The existing cabinets and used spare parts for the 9390 are the responsibility of the contractor for disposal off base.

2.5 A means of supplying temporary power to the SATCOM equipment must be included in the removal of the existing UPS to insure there is no loss of power at any time.

2.6 The contractor is responsible for the removal/disposal of the maintenance bypass panel labeled TPO421111100010 to include 4x150A Breakers (MBP, MIS, MOB1, and MOB2).

2.7 The contractor is responsible for the removal/disposal of 2x panel boards (A&B) to include main, maintenance bypass, tie, transfer, UPS1, and ECB breakers. (See Attached Pics for Panel Board and Maintenance Bypass Panel)

2.8 New UPS installation by contractor will utilize the new UPS Bypass panels to maintain UPS power to current operation EHF systems in BLDG 109 while the new UPS is being installed. No downtime for the BLDG 109 operational EHF system during installation.

3. Installation Summary Provide and install 2-40 KVA parallel redundant UPS to consist of UPS modules, battery system, battery protective device, system cabinet, cabling, static bypass transfer switch, external maintenance bypass, CellWatch, controls and local monitoring. Input Alternate Current (AC) power shall be connected to the normal source ac input of the UPS module. The battery shall be connected to the Direct Current (DC) input of the UPS module through the battery protective device. The ac output of the UPS shall be connected to the critical loads panels. Also provide and install new maintenance bypass panel and (2x) A&B panel boards with breakers recommended for the current rating of the new UPS system.

3.1 Contractor shall provide and install a parallel redundant (2) three phase 40KVA UPS to provide power to SATCOM communications equipment in the event of an outage from utility power source (Brown out, Black out or Surge).

3.2 Protect SATCOM equipment daily from spikes, surges, and dips from utility power source.

3.3 UPS shall have a minimum of 30 minutes of capacity at full load to allow for generator override or orderly shutdown of critical loads if generator fails to go online.

3.4 Shall provide UPS system in N+1 configuration.

3.5 UPS, maintenance bypass, and panel boards shall be installed in building 109. To include all cables and conduits applicable to National Electrical Code standards.

3.6 Shall include a one-year manufacturer’s warranty and an extended warranty out to three years. Warranty will include repair and parts replacement of any defective equipment, material, workmanship, or design furnished. Warranty will include 24/7 technical telephone support.

3.7 Shall provide on location training for UPS operation, maintenance, and basic troubleshooting once new UPS is installed and to include manuals (hard and soft copies).

3.8 Shall provide a spare kit of items identified as “critical” in the event of a part failure. At a minimum, basic level user replacement parts such as fuses, capacitors, power semiconductors, power modules, static switch and other items useful at the time of installation. Another level may include the basic level plus essential control modules and printed circuit boards.

3.9 Contractor will be manufacture certified on UPS model being provided and installed.

3.10 UPS Material Requirement

a. Shall provide NRTL-listed enclosed UPS that is designed and fabricated in accordance with NEMA PE 1 and has electrical ratings and configurations as indicated and specified in this Section.

b. Shall provide UPS that meets FCC Class A requirements in accordance with 47 CFR Ch. 1

Part 15, Subpart B – Unintentional Radiators.

c. UPS Module and Battery System.

d. UPS module shall contain required input isolation transformer, rectifier/charger unit, inverter unit and controls, battery protective device, and any other specified equipment/devices.

e. Battery system shall contain the battery cells, racks, battery disconnect, battery monitor and cabinet, if required.

f. The UPS shall include the system cabinet, static bypass transfer switch, system protective devices, monitoring and controls, means of isolating the system from the critical load, external maintenance/bypass switches, and remote monitoring interfaces.

g. Sound pressure levels produced by the UPS, when operating under full rated load, at a distance of 1 meter in any direction from the perimeter of the unit, shall not exceed 67 dB when measured in accordance with IEC 62040-3.

3.11 Design Requirements

a. Parts and materials comprising the UPS shall be new, of current manufacture, of a high grade and free of defects and imperfections, and shall not have been in prior service except as required during aging and factory testing.

b. Active electronic devices shall be solid state. Semiconductor devices shall be sealed.

Relays shall be dust-tight.

c. Power semiconductors shall be fused to prevent cascaded or sequential semiconductor failures. Indicator lamp denoting blown fuse conditions shall be readily observable by the operator without removing panels or opening cabinet doors.

d. The subassemblies in one UPS module shall be interchangeable with the corresponding modules within the same UPS, and from one UPS to another of identical systems.

e. Control power shall be derived from two sources, input and output, with automatic selective control. The control power circuit shall have suitable protection, appropriately marked and located in the immediate vicinity of the input protective device.

f. The components and the system shall be designed to minimize the emission of electromagnetic waves that may cause interference with other equipment.

g. Wiring practices, materials, and coding shall be in accordance with the NEC and other applicable standards.

h. Terminal blocks shall be provided for field wiring terminals. Terminal blocks shall be heavy-duty, strap-screw type.

i. Subassemblies shall be mounted in pull-out and/or swing-out trays where feasible.

j. UPS shall be installed in cabinets of heavy-duty structure meeting the NEMA PE 1 standards for floor mounting.

k. UPS module cabinet shall be structurally adequate for forklift handling or lifting.

l. Removable lifting eyes shall be provided on top of each cabinet.

m. UPS module cabinet shall have hinged and lockable doors on the front only, with assemblies and components accessible from the front. Doors shall be key lockable.

n. Operating controls shall be located outside the locked doors.

o. Input, output, and battery cables shall be installed through the top or bottom of the cabinet.

p. Equipment cabinet shall be cleaned, primed and painted in the manufacturer’s standard colors, in accordance with accepted industry standards.

q. If painted, mimic bus and other front-panel markings (such as those showing circuit breakers or switches and fuses) shall be painted with durable acrylic-based paint.

r. Live parts (300 volts and above) that are exposed when front access doors are open shall be adequately protected to minimize the chance of accidental contact.

s. Draw-out assemblies weighing 50 lbs. or more shall be provided with a means of lifting, either an overhead device or a hoisting device.

t. UPS shall be equipped with instruction plates including warnings and cautions, suitably located, and describing any special or important procedures to be followed in operating and servicing the equipment

4. Normal Operation

a. The UPS module rectifier/charger shall convert the incoming ac input power to dc power for the inverter and for float charging the battery.

b. The inverter shall supply ac power continuously.

c. Inverter output shall be synchronized with the bypass ac power source, when the bypass ac power source is within the specified frequency range.

d. The UPS shall supply ac power to the critical loads.

4.1 Loss of AC Input Power

a. The battery shall supply dc power to the inverter so that there is no interruption of ac power to the critical load whenever the ac input power source deviates from the specified tolerances or fails completely.

b. The battery shall continue to supply power to the inverter for the specified protection time. At the same time, an alarm shall sound to alert operating personnel, allowing startup of a secondary power source or orderly shutdown of the critical load.

4.1 Return of AC Input Power Source

a. The rectifier/charger shall start and assume the DC load from the battery when the AC input power source returns.

b. The rectifier/charger shall then simultaneously supply the inverter with DC power and recharge the battery. This shall be an automatic function and shall cause no disturbance to the critical load.

4.2 Failure of AC Input Power to Return

a. Should the ac input power fail to return before the battery voltage reaches the discharge limit, the UPS shall disconnect from the critical load to safeguard the battery.

4.3 Failure of a Module

a. In the single unit configuration, failure of the module shall cause that module to be disconnected from the system critical load bus by its internal protective devices and its individual output protective device.

b. The remaining module shall sense the failure, continue to carry the load from all modules and transfer back when the module is back in service.

c. Upon restoration of the failed module, it shall be possible to reconnect the failed module to the critical load bus to resume operation without disruption of the critical load.

4.4 Transfer to Bypass AC Power Source

a. When the static bypass switch senses an overload, two or more inverter shutdown signals, or degradation of the inverter output, the bypass switch shall automatically transfer the critical load from the inverter output to the bypass ac power source without an interruption of power only if the connected load exceeds the capacity of the remaining on-line modules.

b. If the bypass AC power source is out of normal tolerance limits, the UPS and the critical load shall shut down.

4.5 Retransfer to Inverter

a. The static bypass switch shall be capable of automatically retransferring the load back to the inverter output after the inverter output has returned to normal conditions.

b. Retransfer shall not occur if the two sources are not synchronized.

4.6 UPS modules shall be capable of manual disconnection from the critical load bus for maintenance without disturbing the critical load bus.

4.7 UPS Maintenance

a. Manual closure of the maintenance bypass switch shall transfer the critical load from the inverter output to the bypass ac power source without disturbing the critical load bus.

b. UPS module shall be capable of manual return to normal operation after completion of maintenance.

4.8 Battery Maintenance

a. The battery protective device shall provide the means of disconnecting the battery from the rectifier/charger and inverter for maintenance.

b. The UPS module shall continue to function and meet the performance criteria specified except for the battery function.

4.9 Contractor shall provide products that are listed and labeled to the current edition of UL 1778, Uninterruptible Power Systems by a Nationally Recognized Testing Laboratory (NRTL) for the application, installation condition, and the environment in which installed.

4.10 Contractor shall provide UPS(s) manufactured in a certified ISO 9001 or 9002 facility.

4.11 Contractor shall comply with the National Electrical Code (NEC) for components and installation.

4.12 Contractor shall comply with NFPA 111, Standard on Stored Electrical Energy Emergency and Standby Power Systems, for components, installation, and testing.

5. Power Outage

5.1 The contractor will schedule any power outage requests with the 78th Signal Site Power Coordinator.

5.2 Power outage requests will be submitted 30 days in advance. A primary date and an alternate day will be given. The alternate date can be 7 days from the primary. Reason for the alternate date is in case one of the communications users cancels at the last minute.

6. GENERAL INFORMATION

6.1 Coordination

Schedule of ordering materials, shipping and installation dates shall be coordinated with 78th Signal Battalion.

6.2 Security and Physical Requirement

Buckner Communication Site is US Army Installation and requires access approval thru the Provost Marshal Office. A listing of contractor personnel with photo ID, such as Driver’s License, address on Company letterhead will be required prior to access approval. A listing of contractor vehicles, make, model and license plate is also required prior to the start of work.

During normal hours of operation an escort from the 78th Signal Battalion will be on site to maintain control of keys and other security concerns.

6.3 Hours of Operation

Monday through Friday, 0800 – 1600 include Federal Holidays and Japanese Holiday in the projected work schedule.

6.4 Operation during Typhoon

When Tropical Cyclone Condition Readiness 2(TCCOR 2) is declared, all work will cease immediately. The contractor will clean up and dispose of all loose debris and waste as directed by COR to secure the job site against damage that may result from anticipated weather conditions. Contractor responsibility shall remain the same during tropical cyclone declaration “Tropical Cyclone Condition of Readiness 1 Caution (TCCOR1C)”. Upon the declaration of TCCOR1C, the contractor employees shall be excused from all duties. Upon declaration “Tropical Cyclone Condition of All Clear (TCCOR ALL Clear)”, the contractor will return to duty.

6.5 Safety Requirements

In performing work under this contract, the contractor shall:

6.5.1 Conform to the safety requirements contained in the contract for all activities related to the accomplishment of the work.

6.5.2 Develop and provide at the start of the orientation period or the start of the first operational performance period (if there is no orientation period) a safety plan for the protection of government facilities and property and to provide a safe work environment for contractor personnel.

6.5.3 Provide protection to government property to prevent damage during the period of time the property is under the control or in possession of the contractor.

6.5.4 Include a clause in all subcontracts to require subcontractors to comply with the safety provisions of this contract as applicable.

6.5.5 Record and report promptly (within one hour) to the contracting officer or designate government representative (GR), all available facts relating to each instance of damage to government property or injury to either contractor or government personnel.

6.5.6 In the event of an accident/mishap, take reasonable and prudent action to establish control of the accident/mishap scene, prevent further damage to persons or property, and preserve evidence until released by the accident/mishap investigative authority through the CO.

6.5.7 If the government elects to conduct an investigation of the accident/mishap, the contractor shall cooperate fully and assist government personnel in the conduct of investigation until the investigation is completed.

6.5.8 Include a clause in each applicable subcontract requiring the subcontractor's cooperation and assistance in accident reporting and investigation.

6.6 CONTRACTOR INCURRED EXPENSES. All expenses incurred by Contractor and employees while executing this UPS contract to include, but not limited to: travel expenses (taxi, plane, rental vehicle, fuel, and public transportation), lodging, and dining will be the sole responsibility of the Contractor to procure. Any and all compensation for these expenses will be the responsibility of the Contractor, and thus considered as include in provides pricing quote.

6.6.1 TRAVEL. Contractor will be responsible for arranging, booking, and paying for all travel reservations and related expenditures for the Contractor and its employees while traveling to and from the vicinity of the UPS install site and while working and residing in the vicinity of Torii Station.

6.6.2 LODGING AND DINING. Contractor will be responsible to procure and pay for all lodging and dining for contracted employees.

6.6.3 MISCELLANEOUS EXPENSES. Contractor will be responsible for all other miscellaneous expenses necessary to support the subsistence of contracted employees.

7. Submittals Contractors submit the following submittals.

7.1 Calculations: Submit battery sizing calculations per IEEE STD 1184 Guide for

Batteries for Uninterruptible Power Systems.

7.2 Submit UPS selection calculations indicating de-rating for altitude and ambient temperature per IEC 62040-3 Uninterruptible Power Systems (UPS) - Part 3: Method of Specifying the Performance and Test Requirements.

7.3 Submit coordination study for UPS prepared in accordance with IEEE STD 242 Recommended Practice for Protection and Coordination of Industrial and Commercial Power Systems; demonstrate fully selective coordination with immediate upstream and downstream over current protective devices.

7.4 Catalog Data: Submit manufacturer’s descriptive and technical literature describing each type UPS, battery, accessory item, and component specified. Include data substantiating that materials comply with specified requirements.

7.5 UPS designated with IP greater than 1.0 shall be certified by the manufacturer to withstand the total lateral seismic force and seismic relative displacements specified in the International Building Code (IBC) or ASCE 7, Minimum Design Loads for Buildings and Other Structures.

7.6 Manufacturer’s certification shall be based on shake table testing or experience data (i.e., historical data demonstrating acceptable seismic performance), or by more rigorous analysis providing for equivalent safety. Submit certification and backup information that UPS can perform required functions after a design earthquake as specified.

7.7 Required response spectra shall exceed 1.1 times the in-structure spectra determined in accordance with IBC AC156, Acceptance Criteria for Seismic Qualification by Shake-Table Testing of Nonstructural Components and Systems.

7.8 Certification: Submit certification that the has installed, adjusted, and tested according to the manufacturer’s recommendations

7.9 If the contractor does not install and implement UPS IAW this SOW, then the USG will not accept the installation. Work will have to be corrected by the contractor.

7.10 Operation and Maintenance Instructions:

a. Submit complete operation and maintenance instructions including step-by-step start-up, operating, shutdown, inspection, and maintenance procedures.

b. Include the manufacturer’s name, equipment model number, service manual, parts list, and brief description of equipment and its basic operational features.

c. Include possible breakdowns and repairs, troubleshooting guides, the most probable failures and the appropriate repairs. Test measurement levels shall be referenced to specific test points on the installed equipment.

d. Provide spare parts data for each different item of material and equipment specified, not later than the date of beneficial occupancy. The data shall include a complete list of parts and supplies with current unit prices and source of supply and an itemized price breakdown of spare parts recommended for stocking. The recommended spare parts selected shall be those which, in the manufacturer’s judgment, will be involved in the majority of maintenance difficulties encountered.

e. Submit lesson plans and training manuals for the training phases, including type of training to be provided and proposed dates, with a list of reference materials.

7.11 Shop Drawings:

a. Submit shop drawings for the UPS including dimensioned installation plans and elevations based on field measurements. Include front and side views of enclosure showing overall dimensions, enclosure type, enclosure finish, unit locations, conduit entrances, and details required to demonstrate that the system has been coordinated and will function properly as a unit. Include the following:

c. Single line or three line diagrams

d. Nameplate schedule.

e. Component lists.

f. Conduit entry locations.

g. UPS ratings including short circuit, voltage, and current.

h. Major component ratings including voltage, current, and interrupting.

i. Cable terminal sizes and types.

j. Shipping splits.

k. Bus configuration and current ratings.

l. Features, characteristics, ratings, and factory settings of individual protective devices and auxiliary components.

m. Test Reports: Submit results of factory production tests specified in NEMA PE 1, Uninterruptible Power Systems, additional factory tests required by this Section, and field tests required by this Section.

n. Submit detailed description of proposed factory test and field test procedures, including proposed dates and steps outlining each test, how it is to be performed, what it accomplishes, and its duration, not later than 1 month prior to the date of each test.

o. Submit factory and field test reports in booklet form tabulating factory and field tests and measurements performed, upon completion and testing of the installed system. Factory and field test reports shall be signed by an official authorized to certify on behalf of the manufacturer of the UPS that the system meets specified requirements. The reports shall state the subcontractors name and address, shall name the project and location, and shall list the specific requirements which are being certified.

p. Wiring Diagrams: Submit detailed schematic wiring diagrams including device identifications and numbered terminals for power, control, communications and instrumentation systems, and differentiating between manufacturers installed and field installed wiring.
