QUESTIONS (Q) AND ANSWERS (A) 15 Aug. 2019 For
Solicitation Number: FA527019QA063 Uninterruptable Power Supply Procurement and Installation at Fort Buckner, Okinawa Japan
Attachment 1 titled SOW dated 6 Aug. 2019, the following in sec 2 and 3, paragraph 2.6, 3, 3.10.f:
Q1. Para 2.6 and para 3/3.10.f include conflicting requirements: operation of the existing UPS (external maintenance) bypass panel, as described in para 2.6, is necessary in order to replace the UPSes without service interruption to BLDG 109 operations.
Please confirm this KTR’s understanding that the existing external maintenance bypass panel shall remain and is not required to be replaced.
A.) Current maintenance bypass is antiquated and under load specification for new UPS. Replacement was suggested by contractors. (Install date: 2005)
Attachment 1 titled SOW dated 6 Aug. 2019, section 3, paragraph 3 Q2. Please advise if provision of an SNMP interface at each UPS would meet the requirement for remote monitoring of the UPSes.
A) Remote monitoring is not required. We use CellWatch for battery monitoring at location.
Attachment 1 titled SOW dated 6 Aug. 2019, section 3, paragraph 3.1 and 3.2 Q3. Please confirm this KTR’s understanding that ‘surge’ in the referenced paragraphs means a short-term ‘high-voltage’ (as opposed to a ‘power sag’).
Please confirm surge protection as provided by a Surge Protection Device (SPD) listed under UL 1449 is not what is being described in these paragraphs.
A) Yes, short term high voltage.
Attachment 1 titled SOW dated 6 Aug. 2019, section 3, paragraph 3.8 Q4. Please clarify whether a ‘basic’ level spare parts kit (critical) or an ‘essential’ level replacement parts kit is required
A) ‘basic’ level spare parts kit (critical)
Attachment 1 titled SOW dated 6 Aug. 2019, section 3, paragraph 3.10.d Q5. Please advise if offers without input isolation transformer(s) would be acceptable.
It is understood the existing electrical system distribution system include step-down transformers upstream of the UPS AC inputs
A) Yes, we have existing transformers. Pri: 480 Sec: 208Y/120
Attachment 1 titled SOW dated 6 Aug. 2019, section 3, paragraph 3.10.e Q6. Please confirm this KTR’s understanding that reference to remote monitoring as it applies to battery monitoring means: a system independent of the UPS controller located within the EHF shelter such as a battery cell watch system with status LED/alarms. It is understood the battery cell watch system is not currently remotely monitored (from outside of the EHF shelter).
A) Correct, not remotely monitored only locally monitored by CellWatch.

Q7. The meaning of this paragraph is unclear. Please clarify requirements.
A) Control power will have a A & B input power with automatic selective control or automatic transfer switch. ATS is present inside of facility but not to be moved from current location.
Attachment 1 titled SOW dated 6 Aug. 2019, section 3, paragraph 3.11.i Q8 Please advise if products that do not include lifting eyes on top of each cabinet would still be acceptable.
A) Yes, as long as no damage is done to the equipment or facility.
Q) Attachment 1 titled SOW dated 6 Aug. 2019, section 3, paragraph 3.3 Per manufacturer’s advice, it is likely that one additional battery cabinet per UPS may be necessary to accommodate the requirement for 30min uptime at full load. It is this KTR’s understanding that the existing UPS battery system must occupy the same number of battery cabinets as the existing configuration due to limitied physical space in the building. Would an offer using the same quantity of battery cabinets per UPS but with an uptime at least equal to 20min but shorter than 30min be acceptable to the government?
A) Equal to existing: Current load on each UPS gives us 481min. (8hrs) of potential back up with 1 battery cabinet per UPS.
