1. DESCRIPTION OF SERVICES
1.1 REQUIREMENTS: The contractor shall provide all labor, special tools, equipment, material and transportation necessary to repair the compressor package used for an oxygen-generating plant.
1.2 LIABILITY: The contractor shall be liable for any damages resulting from any carelessness or failure to follow proper safety, installation, engineering, or maintenance procedures and standards.
1.3 GOVERNMENT FURNISHED SERVICES/EQUIPMENT/POWER
1.3.1 The government will provide emergency medical transportation and treatment if required.
The contractor shall reimburse the government for the cost of these medical services at current rates.
1.3.2 The contractor will coordinate all government furnished equipment (GFE)/government furnished power (GFP) prior to use. The government will not be held responsible for any delays in work stoppage due to insufficient coordination.
2. EXTENDED DESCRIPTION OF SERVICES
2.1 For the area identified above, the Contractor shall provide all management, personnel, equipment, tools, transportation, supplies, materials, supervision, and other incidentals necessary to install a new motor as well as troubleshoot and repair any discrepancies involving but not limited to the cooling system, gear set, and overheating safeguards. All installations should be IAW references standards as listed below.
2.2 The Contractor shall install a new, non-refurbished, fully-compatible replacement compressor motor which should be able to run at full efficiency and produce liquid oxygen/nitrogen at a rate comparable to industry standard of a 5-ton per day oxygen generating plant.
2.3 The recommended replacement motor would be a new 500 HP (WEG) electric motor with a gear set ratio of 1.283/1.079. However, the contractor may research replacement alternatives.
3. SPECIALIZED KNOWLEDGE: The contractor shall have to have extensive knowledge of functionality and workings of a cryogenic plant, compressor package and automation. The Cryogenic plant referenced was manufactured by PCI, model # ASU5-1626 RSPA, and NSN is 3655-01-459-2005. The compressor package was manufactured by Ingersoll Rand, originally model MH300-2S but was modified to accommodate a 450HP motor.
4. DELIVERABLES
4.1 LIST OF DELIVERABLES

4.2 TRAINING: The Contractor shall provide training on proper use and maintenance of compressor package as used in the conditions of Guam.
4.3 TESTING REQUIREMENTS: The contractor shall perform testing and inspections of all systems solutions to ensure the technical adequacy and accuracy of all work, including reports and other documents required in support of that work. The contractor shall conduct on-site testing in accordance with the Original Equipment Manufacturer’s installation manuals, practices and the appropriate vendor’s test procedures.
4.3.1 When any system, subsystem, component or requirement test fails to meet the requirements of the test, Government acceptance and payment shall be withheld until such time as the cause of the failure is corrected to the government satisfaction.
4.3.2 After appropriate corrective action has been taken, all tests including those previously completed related to the failed test and the corrective action shall be repeated and successfully completed prior to government acceptance. The contractor shall do all testing in accordance with the acceptance test plan as mentioned above. The contractor shall provide a logical test process that minimizes interruptions and avoids sustained downtime and presents a contingency procedure to be implemented in the event of systems failure during testing.
4.3.3 The contractor shall furnish all test equipment and personnel required to conduct all required testing. The Contractor shall document all test results in an installation test report IAW previously agreed upon test plan. During the testing phase, the government reserves the right to perform any of the contractor performed inspections and tests to assure solutions conform to prescribed requirements. The contractor shall provide on-site support during the acceptance testing. The Test Report(s) shall be provided to the government no later than 10 days after test(s) have been completed
4.4 SYSTEM ACCEPTANCE: Acceptance of the repair shall be dependent upon successful completion and documentation of tests in the Contractor submitted/Government approved test as stated above.
5. WARRANTY: The vendor shall provide a one year warranty or manufacturer’s standard commercial warranty, whichever is longer. The vendor shall also provide a one year workmanship warranty. The warranty period shall start from the date of system and or project acceptance. The vendor shall provide hardware replacement/upgrades for one year for all equipment. The vendor shall transfer warranties to the Government.
6. GENERAL INFORMATION
6.1 HOURS OF OPERATION: The normal hours of operation for the project are from 0730 to 1630, Monday through Friday, excluding holidays and PACAF Family days.
6.2 CONTRACTOR PERSONNEL: The contractor shall provide point of contact (POC) for all contractual matters during all hours of operation. The POC shall respond on-site within 1 hour during normal duty hours of operation and within 2 hours during non-duty hours to discuss concerns with government personnel designated by the CO to discuss problem areas.
7. SECURITY
7.1 PASS AND IDENTIFICATION ITEMS: The contractor shall ensure the pass and identification items required for contract performance are obtained for employees.
7.2 RETRIEVING IDENTIFICATION MEDIA: The contractor shall return all identification media and/or visitor passes from employees who depart for any reason before the contract expires; i.e. terminated for cause, reassignment, retirement, etc.
7.3 TRAFFIC LAWS: The contractor and its employees shall comply with base traffic regulations. Traffic regulations include, but are not limited to:
• Employees shall wear seatbelts when operating or riding in any vehicle (military, company or private owned) while on installation.
• Speed limits on Andersen AFB are 25 MPH unless otherwise posted. Be aware of reduced speed limits and exercise caution when driving in base housing and school zones.
• All vehicle operators on the installation shall not use cell phones unless the vehicle is safely parked or they are using a 100% hands free device. The wearing of any other portable headphones, earphones or other listening devices while operating a motor vehicle is prohibited.
7.4 WEAPONS, FIREARMS, AND AMMUNITION: Employees are prohibited from possessing weapons, firearms, or ammunition on themselves or within vehicles (military, contractor-owned, or privately owned) while on Andersen AFB.
7.5 FOR OFFICIAL USE ONLY (FOUO): The contractor shall comply with DoD 5400.7-R, Chapter 4, DoD Freedom of Information Act (FOIA) Program, requirements. This regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding FOUO material.
7.6 REPORTING REQUIREMENTS: Contractor personnel shall report to an appropriate authority any information or circumstances of which they are aware may pose a threat to the security of DoD personnel, contractor personnel, resources, and classified/unclassified defense information. Employees shall be briefed by their immediate supervisor upon initial on-base assignment.
7.7 PHYSICAL SECURITY: The contractor shall be responsible for safeguarding all Government property and controlled forms provided for contractor use. At the end of each work period, all Government facilities, equipment and materials shall be secured.
7.8 CONTROLLED/RESTRICTED AREAS: The contractor shall implement local base procedures for entry to AF Controlled/Restricted areas where contractor personnel will work.
An AF Form 2586, Unescorted Entry Authorization Certificate, must be completed and signed by 36 LRS security manager before restricted area badges (RAB) will be issued. Employees must have a completed and favorable NACI investigation before receiving a RAB. Interim access can be granted in accordance with AFI 31-501, Personnel Security Program Management.
7.9 MILITARY EXERCISES: No compensation will be claimed for any delays resulting from re-entry procedures due to exercises.
