MEMORANDUM FOR ALL INTERESTED PARTIES

FROM: 36 CONS/LGCB

1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice.

2 . FA5240-17-Q-M012 - Cryogenics Plant Compressor Package (Motor) repair is hereby issued as a request for quotes.

3 . The following solicitation document, incorporated provisions, and clauses are in effect through

Federal Acquisition Circular 2005-95.

4. This solicitation is full and open under the 811310 NAICS Code, with a small business size standard of $7.5 MIL.

5 . The government request quotes for the following items;

6. Extended Description of Services for CLINS 0001 and 0002:

6.1. For the area identified above, the Contractor shall provide all management, personnel, equipment, tools, transportation, supplies, materials, supervision, and other incidentals necessary to install a new motor as well as troubleshoot and repair any discrepancies involving but not limited to the cooling system, gear set, and overheating safeguards. All installations should be IAW references standards as listed in the SOW.

6.2. The Contractor shall install a new, non-refurbished, fully-compatible replacement compressor motor which should be able to run at full efficiency and produce liquid oxygen/nitrogen at a rate comparable to industry standard of a 5-ton per day oxygen generating plant.

6.3. The recommended replacement motor would be a new 500 HP (WEG) electric motor with a gear set ratio of 1.283/1.079. However, the contractor may research replacement alternatives.

6.4. SPECIALIZED KNOWLEDGE: The contractor shall have to have extensive knowledge of functionality and workings of a cryogenic plant, compressor package and automation. The

Cryogenic plant referenced was manufactured by PCI, model # ASU5-1626 RSPA, and NSN is

3655-01-459-2005. The compressor package was manufactured by Ingersoll Rand, originally model

MH300-2S but was modified to accommodate a 450HP motor.

7. Please see attachment one (1), SOW, for further specifications.

8. The government requests that items must be delivered and installed at Andersen AFB be complete no later than 120 days after date of contract award. If this period of performance cannot be met for one or more items, the contractor must specify the proposed period of performance in the quote.

9. FAR 52.212-1 Instruction of Offerors -- Commercial applies to this acquisition.

10. FAR 52.212-2 Evaluation -- Commercial Items applies to this acquisition. The evaluation factors are as follows;

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the

Government, price and other factors considered. Award will be based on price and non-price factors with price approximately equal to the non-price factors. The following factors shall be used to evaluate offers:

1) Price, individual item price shall be inclusive of delivery cost.

2) Technical Solution

3) Past Performance

The above technical evaluation factors are of equal importance and shall be used to evaluate the technical proposals. Please include as much detail as possible for technical evaluation consideration and best value trade-off analysis.

Proposal Rating Factors:

Technical Solution

Provide a narrative of the proposal, indicating, in detail, materials considered significant for this project. Provide an overview of technical approach and the proposed installation methodology in accordance with the statement of work. The proposal should also provide a detailed cost estimate.

Basis of Evaluation: This factor evaluates the Offeror’s technical capability and methodology.

Offerors will be evaluated upon their proposed realistic and executable solutions that demonstrate an understanding of RFP requirements. The Government will evaluate the effectiveness of the technical approach that will give the Government a high level of confidence that the work will be performed in accordance with the technical requirements.

Past Performance

The contractor is required to submit documentation for this evaluation factor, a minimum of three previous projects, not more than five, within the last five years, submissions will not exceed 2 pages per project, excess pages will not be reviewed or considered for past performance.

Basis of Evaluation: This evaluation focuses on if the Offeror has performed on projects that are similar to this request for quotations at any point in the past. The Government will consider any recent and relevant information, sources of the information, context of data, and general trends in the contractor’s performance. This evaluation is separate and distinct from the

Contracting Officer’s responsibility determination. The assessment of the Offeror’s past performance will be used as a means of evaluating the Offeror’s ability to successfully meet the requirements of the RFP.

Offerors lacking past performance information will not be evaluated favorably or unfavorably in past performance and will receive a rating of Unknown Confidence.

11. A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

12. FAR 52.212-3 Offeror Representations and Certifications -- Commercial Items applies to this acquisition. This means that the contractor must have a valid Representations and Certifications filed in the System for Award Management (SAM) or provide the government a completed copy of the record.

13. FAR 52.212-4 Contract Terms and Conditions -- Commercial applies to this acquisition.

14. FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive

1400 Chamorro Standard Time. Late quotes will be accepted at the discretion of the

Contracting Officer.
