Questions and Answers for RFQ No. FA5209-16-T-0020

No. Q & A Date Ref. Pages Description (Q & A) 1 Question 27 Feb 16

(Eastern Time) Can you please explain Training Relocation Program? I read the entire 29 page document and unfortunately I am still not quite sure about the program as I prepare to bid.

Answer 29 Feb 16 (Japan Time)

This requirement is unrelated to athletics, but is related to the military.

The requirement is for logistical contract support of United States Forces Japan and the military training exercises it coordinates and conducts for various military units. The contractor is expected to provide logistical support for relocating military aircraft those units operate and the personnel to support the aircraft, from their home stations to the exercise locations and back, within the Pacific region.

2 Question 4 Mar 16 (Japan Time)

Page 16 of solicitation

Question about FAR clause 52.222-17, Nondisplacement of Qualified Workers (May 2014) (E.O. 13495) (the clause is on page 16 of solicitation).

The question is “I also read that this Non-displacement of Qualified Workers (First Refusal of Employment) means a successor contractor or subcontractor shall fill no employment opening under the contract prior to making good faith offers of employment, in positions for which the employees are qualified, to those employees employed under the predecessor contract whose employment will be terminated as a result of award of the contract or the expiration of the contract under which the employees were hired”.

Answer 4 Mar 16 (Japan Time)

This clause is not applicable to the ATR requirement/contract. FAR 52.222-17 is one of many clauses contained by reference as part of the umbrella clause 52.212-5. Because 52.222-17 is not checked (X), it is not applicable. Only clauses marked with X are applicable.

3 Question 7 Mar 16 (Japan Time)

PWS Para

1.2.1 (Page 3)

Will ATR and TR/RWR events be combined into 1 event or will they be standalone events?

Answer 11 Mar 16 (Japan Time)

ATR and TR/RWR events are standalone, but they may be held simultaneously.

4 Question 7 Mar 16 (Japan Time)

PWS Para 1.3 (Page 4 - 7)

Will the staff functions in para 1.3 apply equally to supporting the ATR and the TR/RWR requirements?

Answer 11 Mar 16 (Japan Time)

Yes.

5 Question 7 Mar 16 (Japan Time)

PWS Para

1.3.3 (Page 4)

Is the "support plan" a component of the ATR Event Plan, and the same as the "Logistics Plan" identified in USFJI 10-503 para 8.3.4?

Answer 11 Mar 16 (Japan Time)

The terminologies in the PWS and USFJI are inconsistent at this point, however the USFJI is expected to be revised to remove inconsistencies in the terminologies. Yes, the “support plan” as described in the PWS para

1.3.4. and 1.3.5 is the same as the “Logistics Plan” or “LOGPLAN” in the

USFJI.

It is stressed that the contractor will not be planning the exercise/training event; only the logistics aspects of the exercise/training event.

6 Question 7 Mar 16 (Japan Time)

PWS Para

1.3.5 (Page 5)

Is the "exercise/training support plan" the same as the ATR Event Plan identified in USFJI 10-503 para 8.3.1?

Answer 11 Mar 16 (Japan Time)

The “exercise/training support plan” that was in PWS para 1.3.5. has been deleted to read only “support plan”, which is the same plan discussed in para 1.3.4. The ATR Event Plan in USFJI 8.3.1. is the same as a training plan (not actually discussed in the PWS), part of which is the “support plan”.

7 Question 7 Mar 16

(Japan Time) PWS Para

1.9.4 (Page 11)

The paragraph states all training and account access is required per para

1.16. PWS does not contain a para 1.16, please clarify.

Answer 11 Mar 16 (Japan Time)

The para reference is para 1.10.4. not 1.16.

8 Question 7 Mar 16 (Japan Time)

PWS Para

1.10.4 (Page 12)

How many days is the mobilization period?

Answer 11 Mar 16 (Japan Time)

In the event other than the incumbent contractor is the successful offeror, a period of 30 calendar days is deemed sufficient for the new contractor to mobilize, phase-in and complete preparation prior to the start of contract performance on the date specified in the contract. All offerors are cautioned to be fully aware of the above and consider the stated phase-in time in their planning and the pricing of their proposals. Mobilization and phase-in costs are not reimbursable under this contract.

9 Question 7 Mar 16 (Japan Time)

PWS,

Appendix 2 (page 16)

Are the exercises identified in addition to the approximate 8 type III annual events?

Answer 11 Mar 16 (Japan Time)

The exercises identified are inclusive of the 8 Type III events, but the Type III reference in Appendix 2 is to provide for a total level of effort. The contractor will not perform only Type III events. Type I and II events could be combined to reach a level of effort for a Type III event. The combination of multiple Type I, II, and III events will be approximately 8 Type III events for each year.

10 Question 7 Mar 16 (Japan Time)

PWS,

Appendix 2 (page 16)

Are any Valiant Shield or Keen Sword exercises planned during the base year of the contact?

Answer 11 Mar 16 (Japan Time)

Yes, both will occur during the base year. Valiant Shield is currently in the planning stage.

11 Question 7 Mar 16 (Japan Time)

Solicitation,

3. Part III Technical Quotation (page 24)

Please clarify the two-sided sheet requirement in the context of an electronic submission for the technical acceptability.

Answer 11 Mar 16 (Japan Time)

“Six two-sided sheets” is deleted from the (a) TECHNICAL ACCEPTABILITY (TA) as well as from the table at the end of Addendum to FAR 52.212-1?

12 Question 8 Mar 16 (Japan Time)

Due to the obstacles presented to non-incumbents when it comes to providing a complete staffing plan (particularly overseas), would the government consider, in lieu of a full staffing plan, requiring a set number of key personnel along with a detailed plan describing how full staffing will be reached before the start of performance?

Answer 11 Mar 16 (Japan Time)

The suggestion reads as the same as the required staffing plan. However, SUBFACTOR 1: Staffing Plan in the solicitation is revised as follows:

The offeror shall fully provide a staffing plan, which addresses the offeror’s approach to staff, retain, and manage a qualified and capable workforce to successfully accomplish the PWS requirements. The plan shall also assign appropriate labor categories and personnel with resumes that demonstrate the knowledge, skills, experience, and training to successfully accomplish the requirements. The workforce for the staffing plan, in total, shall possess the qualifications of the PWS paragraph 1.3.11. Each member individually does not have to possess all the qualifications.

As long as the personnel meet these qualfications, the proposed staffing plan will be technically acceptable.

13 Question 8 Mar 16 (Japan Time)

Currently, the government is not evaluating past performance as part of this LPTA award. However, the government has the discretion to add past performance to the evaluation. Past performance information can be useful as a predictor of successful performance. Would the government consider adding a past performance factor to the solicitation?

Answer 11 Mar 16 (Japan Time)

The Government has determined to not include past performance as an evaluation criteria.

14 Question 8 Mar 16 (Japan Time)

The government is also not evaluating a "technical" approach which would give competitors to provide ways of executing the PWS that could prove more efficient, cost effective. A unique technical approach can often result in both cost reduction and increased mission effectiveness. Would the government consider adding "technical approach" factor to the solicitation?

Answer 11 Mar 16 (Japan Time)

The technical approach should be evident in the staffing and management plans.
