2 Question 16 Mar 16 (Japan Time)
Section 1.3.14 describes normal operating hours on-site, however the last sentence in this section states; (Travel within the Yokota/Tokyo area and meetings at Yokota or in the Tokyo area may occur in addition to normal duty hours and possibly weekends).
Question: Will the government allow contractor to offset worktime/ schedule, at a later date, to make up for possible weekend work since this is a firm fixed price contract? Additionally, is contractor required to staff on-site office simultaneously during local meetings off-site?
Answer 22 Mar 16 (Japan Time)
The contract is firm-fixed-price, and offerors must propose a total price to include all requirements. There will not be any time allowed to offset any additional time for meetings. However, the Government estimates about 5 days per training exercise/event for additional meetings. Additionally, the individual(s) is/are required on-site when not at a training/exercise event or meeting/conference. The contractor does not have to have personnel on-site and at a meeting simultaneously.
