About this file
This is a Performance Work Statement (PWS) for refuse collection services at Naval Air Facility (NAF) Atsugi, Japan, effective August 7, 2026.
The contractor shall provide comprehensive integrated solid waste management services including collection, transportation, and disposal of Mixed Load Construction Waste (MLCW) and Construction and Demolition (C&D) debris. MLCW includes trash, green waste, wood, and metal, while C&D consists of concrete blocks, bricks, broken concrete, asphalt, paving materials, soil, masonry materials, and excavated coral. The contractor must furnish all personnel, equipment, tools, materials, vehicles, and supervision necessary for service delivery. Two 8 cubic meter roll-off dumpsters are required—one at Site 2 and one at Site 4—with collections at least once per month or upon request, not to exceed 24 pickups annually. Response timeframes are critical: the contractor must respond to MLCW requests within one business day of notification and complete collection within two business days. For C&D requests, containers must be placed within one business day and collected within two business days. Unscheduled event collections must occur within one business day. All disposal must comply with local, state, and federal regulations, with the contractor responsible for all permits and disposal fees at off-base facilities. Services operate during normal duty hours (0800-1700 Japan time, Monday-Friday, excluding federal holidays), though collections must continue during inclement weather unless severe weather exceptions are authorized by the Contracting Officer.
Performance objectives include six key service standards: timely collection of waste (no more than two valid defects monthly with one business day re-performance), unscheduled collection capability, proper disposal with zero deficiencies permitted, equipment maintenance with no more than two valid complaints monthly, container and area maintenance with complaints corrected within one business day, and safety compliance with 100% adherence to OSHA requirements and accident reporting within five calendar days. The contractor must develop and maintain a quality control program following commonly accepted commercial practices. The contract period runs from September 28, 2026 to September 27, 2027, with three CLINs covering two dumpsters (one pickup monthly each) and up to 24 additional pickups. Contractor personnel must obtain base passes, flight line authorization, and vehicle passes, with all security requirements and employee restrictions subject to government approval.
