1. PWS 1.1.3: When required, the contractor shall be responsible for removing and reinstalling doors that affect movement of government furnishings in and out of on‐ and off‐base residents or
Unaccompanied Housing (Dormitories) quarters on Eielson AFB. The contractor with an ADL and appropriate 354 CES representatives shall conduct a joint and concurrent inspection of government facilities involved in the move in addition to property inspection as required.
Will the contractor have to wait for the ADL or a 354 CES Rep prior to removing a door that is necessary for delivery and set up of furnishings or Appliances?
The contractor will have the authority to remove the door if necessary for delivery and set up of furnishings or appliances. Before removing the door, the contractor would need to notify the 354 CES
COR as to what door is being removed and reinstalled.
2. PWS 3.1.2 Emergency or unscheduled moves will be priced at 1.5 times the price set forth in bid schedule. Emergency moves may be on Saturdays, Sundays or Holidays.
Is this a new requirement? Do you have any data from the last contractor to estimate how often this could be required?
This is new for the Drayage Contract. Emergencies are unexpected, we are unable to forecast how often we expect them to happen.
3. PWS 4.1. Unaccompanied housing moves shall be done by item (when applicable), or by half or full day moves. ADL personnel will coordinate with FMS of required full or half day moves, generally within
14 business days. FMS will notify the contractor of full and half day dorm moves at least 5 business days before the move. The contractor provide additional vehicles and personnel to complete Full and Half
Day Dormitory moves within 5 business days of the move.
Is the government making a requirement to the service provider that additional vehicles and personnel must be utilized for the full and half day moves?
The PWS should say the contractor may provide. The PWS has been amended to reflect the change. The government does not direct the contractor how to do the job, however they do have to complete within the scheduled timeframe according to the PWS.

Continuation of Essential Contractor Services. 2010‐10 (b) The offeror shall provide with its offer a written plan describing how it will continue to perform the essential contractor services listed in attachment ____, Mission Essential Contractor Services, dated ____, during periods of crisis. The offeror shall‐
1. Please provide attachment which lists the essential contractor services.
2. Please provide input of where the plan document should reside within our response document, or will the plan document be required for submission after contract award?
This clause will be edited at time of award with the attachment and date based on current situation and customer needs. The Mission Essential Services Plan is not required during solicitation. The contractor notified of award shall provide the Mission Essential Service Plan within 10 business days of award.
5. PWS Section 2 Safety, Security, Identification
Is this a requirement that the contractor is required to wear uniforms with embroidered company name? Would the wearing of company identifying badges on the outer layer of their work close be sufficient?
The PWS states In Section 2, SS‐5 “Personnel shall wear identifying clothing bearing the company name for identification and present a neat & clean professional appearance and attitude.” This can be though a logo on a shirt, a name badge, etc. As long as the logo is displayed on the persons while working.
