Drayage Bid Preparation Instructions Addenda Last Updated 7/7/2021
ADDENDA TO FAR 52.212-1, BID PREPARATION INSTRUCTIONS
A. To ensure timely and equitable evaluation of a submitted bid, the offeror must follow the instructions contained herein. The submitted bid must be complete, self-sufficient, and respond directly to the requirements of this solicitation. The response shall consist of Part I – Price Proposal.
B. The contracting officer (CO) has determined that there is a high probability of adequate price competition for this acquisition. Upon examination of the initial bids, the CO will review this determination and if, in the CO’s opinion, adequate price competition exists, no additional cost information will be requested, and certification pursuant to FAR 15.406-2 will not be required.
However, if at any time during this competition the CO determines that adequate price competition no longer exists, offerors may be required to submit information other than cost or pricing data to support a determination of price reasonableness.
C. Specific instructions:
Part I – Price Proposal Submit one original copy of the following:
(a) Complete blocks numbered 12, 17a, 30a, 30b, and 30c of the publicized Standard Form 1449 (SF 1449). In doing so, the offeror accedes to the contract terms and conditions as written in this solicitation, including all attachments. The solicitation document constitutes the model contract for this acquisition.
(b) Complete Attachment 2, Bid Schedule Housing and Attachment 3, Bid Schedule Unaccompanied Housing (Dorm). Insert proposed pricing for all listed line items. Verify that the total dollar value for each total equates to all priced line items within that period. Once the above is verified, ensure that the proposed total value equates to the sum of all Base Year and all Option Year totals, to include six-month extension pricing.
(c) Insert proposed rates and total amounts into included solicitation attachments; include Base Year, Option Years 1 through 4, and six-month extension term pricing.
(d) Insert proposed unit prices and total amounts into the SF 1449 solicitation document. The proposed total value from the Bid Schedule shall be entered into the SF 1449, aligning rates and totals to those specified within the Bid Schedule. All submitted bids shall have all pricing completed for the Base Year, Option Years 1 through 4, and six-month extension terms.
(e) Complete the necessary fill-in portions within the SF 1449 solicitation document, including certifications within the document’s provisions. This may be completed via the System for Award Management (SAM) website, located athttps://www.sam.gov. If SAM is not used, certifications must be completed using the fill-in portions within the SF 1449 solicitation document provisions.
D. Bid submission. Bids must be submitted electronically via email. Please note that the received bid must be complete, self-sufficient, and respond directly to the requirements of this solicitation.
