MEMORANDUM FOR POTENTIAL SMALL BUSINESS CONCERNS OFFERORS
FROM: ACC AMIC/PKC
SUBJECT: Solicitation No. FA4890-15-R-0007 T-38 Aircraft Maintenance Program (AMP) Small Business Set-Aside Determination - Request for Qualifications
1. As part of the Government’s continuous information exchange with industry while formulating the acquisition strategy for the T-38 requirement, the Government requests your assistance in determining if this acquisition should be a total set-aside as authorized in Federal Acquisition Regulation (FAR) Part 19, Small Business Programs, or set aside under another provision of FAR Part 19. In order for the Air Force to make this determination, the Government requests information in order to gain knowledge about the capability of potential offerors to meet contract requirements. This information will allow the Government to determine whether small business concerns can satisfy the Government's requirement to obtain quality services at a reasonable price. Your response will assist greatly in the formulation of an acquisition strategy that maximizes the participation of small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business or women-owned small business concerns.
2. In order for the Contracting Officer to set aside any acquisition over the Simplified Acquisition Threshold ($150,000), there must be a reasonable expectation that offerors can satisfactorily perform contract requirements and that award will be made at a fair market price. Total set-asides cannot be made unless such a reasonable expectation exists. The Government believes that it is mutually beneficial to determine the capability of offerors eligible for set-asides early in the procurement process in order to preclude the need for a modification of the acquisition strategy later.
3. If your firm intends to submit a proposal as a prime contractor for this effort, please respond to the following regarding your experience, capabilities, and intentions. Some of your responses will require a review of the draft Performance Work Statement (PWS) which is currently posted at this site. Please provide a brief response to each of the following and limit your entire response not to exceed seven (7) pages. The Government is not requesting technical/management proposals. Your response will be used solely for the market research purposes of the Government.
a. Do you intend to submit a proposal as a prime contractor for this requirement?
b. Submit a statement that your company is certified and qualifies as a small business concern as specified for service industries with North American Industry Classification System (NAICS) Code 488190 Other Support Activities for Air Transportation. The U.S. Small Business Administration established the small business concern size standard for NAICS Code 488190 as $32.5 million in average annual receipts, which usually is the average of the concern’s receipts for the last three completed fiscal years. If you are requesting a set-aside action other than small business set-aside, please identify the appropriate set-aside program for which you wish to be considered.
c. Submit evidence of experience and ability to provide operations, maintenance and support (OM&S) services for contracts containing geographically dispersed sites. Please include brief information on your company’s managerial, technical, and financial resources to be able to meet the program requirements as detailed in the draft PWS. Specifically, address your ability to meet the potential need for high up-front capital investment and your ability to manage and integrate subcontract efforts.
d. Submit evidence of your company’s logistics support structure to operate up to two different supply systems (Air Force Standard Base Supply System (SBSS) and Enterprise Solution-Supply (ES-S) simultaneously while successfully integrating them to support a single system. Please include information demonstrating your company’s ability to successfully and rapidly transport materials and personnel to other sites.
e. Submit evidence that your company has the requisite accounting, purchasing, property, insurance, and funds management capabilities to support this effort. Please include an explanation of your ability to provide sound management and physical security of government assets. Also include a discussion of the methods your company utilizes to ensure fiscal control, your inventory tracking procedures, and the purchasing capability within your company necessary to ensure continuous supply/equipment support of the T-38 program.
f. Submit evidence of your company’s technical expertise and ability to establish, maintain and support T-38 requirements at geographically dispersed sites. Please include information demonstrating your company’s capability to perform all requirements indicated in the PWS. Provide information demonstrating your ability to provide personnel with appropriate security clearances in support of mission requirements.
g. Discuss your firm’s ability to provide and maintain a Quality Management System that includes the provision and maintenance of an inspection system that meets the Government’s inspection/quality requirements. See the draft PWS for more details.
4. This information will only be used for market research purposes and will not be used for proposal evaluation later. All information received will be protected and safeguarded as ACQUISITION/SOURCE SELECTION SENSITIVE in accordance with FAR Part 3.104, Procurement Integrity. Request you submit the information listed above, preferably by e-mail, no later than 4:30 p.m. EST on 22 May 2015.
