Vehicle Lease IDIQ

Questions and Answers

1. How many units of each vehicle are required?

a. This is an Indefinite Delivery Indefinite Quantity (IDIQ) requirement. There is no amount set at this time as far as number of vehicles. The minimum we guarantee is $10,000 (SR 37,500), with a maximum amount of $8,000,000 (SR 30,000,000) over the next five years. When a requirement for vehicles comes in, we will place an order based on the prices established in the resulting contract.

2. Do vehicles need to procured/serviced within the Kingdom of Saudi Arabia?

a. This requirement will not dictate where the vehicles are procured/serviced.

However, you must comply with Saudi laws, which may limit your options. It is not the Government’s position to interpret Saudi law as it pertains to each potential contractor. Vehicles must be legally able to drive within the Kingdom of Saudi Arabia and other countries identified in the Statement of Work.

3. Are teaming arrangements permitted?

a. Teaming arrangements are allowed as long as you are complying with Saudi laws.

Copies of company registration documents are required with your proposal to be considered technically acceptable.

4. Any requirements for U.S. citizen personnel?

a. There is no requirement for contractors to have U.S. personnel. This requirement does require that all correspondence be in English, so that may have some impact on potential Contract Manager positions.

5. Can Third Country Nationals (TCN)/Third State Workers (TSW) be utilized?

a. This requirement will not dictate what nationality of personnel are used on this contract, other than what is stated on page 93 of the solicitation in regards to access to Eskan Village.

6. Will (insert vehicle) be considered in lieu of (insert vehicle)?

a. If providing an “or equal”, please refer to FAR 52.211-6, Brand Name or Equal

(Aug 1999). You will be required to provide enough information to show it is an equal.

7. What is the estimated award date? What is the estimated delivery date for the first vehicles?

a. Estimated award date will be sometime in November along with a delivery order for at least the minimum guarantee to be delivered no later than 30 days after award.

8. Can you provide passport/license copy of all drives at the time of vehicle delivery?

a. Passport/License copies WILL NOT be made available to the contractor except when required for driving outside the Kingdom of Saudi Arabia. Vehicles used under this contract will be driven by personnel under the umbrella of USMTM.

Any person meeting these requirements shall be authorized to drive any vehicle under this contract.

9. What is the difference between 0001AA, 0001AB, etc?

a. Think of AA as the base year of a four year lease, AB as the 2nd year, etc. Due to regulations, we can’t contract for a four year lease all at one time. The description of each CLIN states: XXX Option Year for vehicles leased during the Base ORDERING Period. So for 0001AA for example, if we ORDER any vehicles between 15 Dec 2012 and 14 Dec 2013, the prices for the subsequent years of the lease will fall under 0001AB, AC, etc. Once 15 Dec 2013 comes, then any NEW ORDERS would fall under 1001AA. The dates listed are ORDERING periods. The actual period of performance will be based on when vehicles are ordered. This method allows us to obtain a four year lease for any vehicle provided under this contract, even if ordered on the last day of the last ORDERING period. Please also note that there is no guarantee that we will lease any vehicle for more than the first year of the lease.
