RKMF08-0089 B2064 Control Tower Bid Contractor Bid RFIs (in black)
Responses are in green.
1. Please confirm that the existing elevator DOES NOT have safety recall as stated by the fire chief at the site visit.
Elevator will have safety recall installed as part of this project. Has been incorporated in revised SOW section 1.3.1.4
2. Fire Pump motor HP specs are conflicting. Schedule item 1 says 150 HP while controller spec item 31 says 20 HP. Which is correct, if any? (see #2)
150HP per revised SOW section 1.3.1.7.
3. Previous military projects have not allowed exceeding 2100 RPM motors, while this spec calls for 3550 RPM Motors. A 30 HP @ 1760 RPM would be available for the pressure and flow specified. Are motors allowed to exceed 2100 RPM?
Yes, 3600rpm motors are allowed on fire pumps as they run intermittently. This is not true for water supply pressure booster pumps. See revised SOW section 1.3.1.7
4. Are the controller enclosures to be NEMA 2? Confirming as most projects are NEMA
4 requirements.
Controllers and VFD enclosures will be NEMA 4 per revised SOW section 1.3.1.6
Pumphouse main circuit breaker panel will also be NEMA 4 per revised SOW section
1.3.1.14.
5. Please advise that the drawings supersede the specs as the two fire pumps facing each other with subject piping arrangement cannot both be clockwise. The drawing note is shows this, while the spec states otherwise.
In the arrangement shown on the drawings, 1 will be CW and 1will be CCW.
However, if a different layout arrangement is used, the pumps could be both CW or both CCW. The base prefers that the pumps have the same rotation.
6. Is a soft start controller necessary for the pumps as they are smaller in size?
Yes, soft starts are required for 150HP motors. VFDs per revised SOW section 1.3.1.6 will operate as soft starts for the pumps.
7. Please confirm that there is not a need for back-up power or a transfer switch on the controller, as this is not shown or referred to.
Per revised SOW section 1.3.1.15 electric power supply for the base is considered to be reliable. Therefore, no transfer switch or generator is required.
8. The fire pump arrangement does not include a bypass as required in UFC 3-600-01.
Will a bypass be required?
Yes, as it required in UFC 3-600-01.
9. Will 2013 edition of NFPA be acceptable (to correspond with current edition of UFC;
otherwise, 2016 NFPA 13 has been released)?
Use 2016 NFPA 13 version. At time of engineering in 2015, 2013 NFPA 13 was the most current.
10. Will CAD files of 100% Submittal drawings be available for our use?
Yes after bid award.
11. Do the 100% Submittal plans constitute the submittal to date; will we need to resubmit or do we simply fine-tune these?
No additional drawings are required at bid opening till award of project.
12. Is the design layout subject to be changed and submitted for govt approval?
Design layouts are not part of the source selection for this project.
The primary criteria for the award of this project will be low bid.
13. Will the pumps need to be variable speed?
Yes, with VFDs furnished with the fire pump controllers.
VFDs are to be furnished with 5% line chokes.
14. Will the pump house need to be provided as a packaged unit (looks like it according to the specs)?
Yes.
15. Will vertical in-line pumps be allowed?
No. Pumps will also be required to be separated from motors (no pump-motors combo units where the motor is supported on the pump).
16. Will grooved pipe be allowed in sizes larger than 2" (specs call for threaded up through 6")?
Threaded pipe will not be allowed on 2” and larger.
17. Do the Plumber (pipe fitter) wages apply and supersede the Sprinkler Fitter wages
(very much lower than Plumber)?
This is a fire suppression project therefore it is not considered plumbing.
18. The duct banks show rebar hold downs. Is this a mandatory application?
Yes. See detail 5 on E-501. Holddowns are used to prevent conduit floating.
19. Can we substitute 6” conduit instead of the listed 5”?
On E601 and other drawings it is listed as 5” conduit. Note per the specification in section 260533 2.02B that it must be PVC Schedule 40 for MV voltage conduits, not
EB20 or EB35 conduit
20. Is there a quantity used for contaminated soils if found where the fuel line is removed?
None is given. Contractor to estimate soil removal and include in his bid.
Also is there a procedure for disposal of the same?
Follow base protocol for removing and disposal of contaminated soil.
21. The SOW states the project will begin after the South water main project is completed. Does the government have an estimated time of when that will be?
Estimated completion is Nov 2016 of the south water main project.
However, part of this project could be started before this time.
Completion and testing of this project must be done after the other project is complete.
22. Will the offices in the first floor be occupied during construction?
Yes. May require some weekend or after hours work in this area.
New questions received on 17June2016.
23. Per Drawing G-002 General note 2 it references a Geotechnical report. Do you have a copy of this report we can review?
Yes, after award. The current design drawings have taken the building soil load in the design of the foundation and building pads.
24. Per Drawing G-002 General note 3.1 it references the possible need for a
Biologists to monitor the species. Is this a requirement for this specific project?
Yes. Particularly when doing utility and foundation work and replacing the MV electrical switch so that the nesting season is not interrupted.
