Nellis and Creech AFB Energy Efficient Lighting Fixture Requirements
1 June 2015
1. Codes and Standards: All design and construction must be in compliance with the most recent versions of the following:
Unified Facilities Criteria (UFC) 3-530-01 Design: Interior, Exterior Lighting and
Controls.
Unified Facilities Guide Specification (UFGS) 26 51 00.00 40 for interior lighting
UFGS 26 56 00 for exterior lighting
UFGS 26 56 19.00 40 for roadway lighting
UFGS 26 56 23.00 40 for area lighting
UFGS 26 56 36 00 40 for flood lighting
UFGS 26 56 20.00 10 for airfield and heliport lighting
AFI 31-101 Integrated Defense for security applications

Any discrepancies between code or standards provisions and the contract documents shall immediately be brought to the Contracting Officer’s attention, and the more stringent requirements shall apply unless otherwise directed. Contractor shall comply with and implement all applicable design goals, technical constraints, considerations, and policies stated in the Nellis-
Creech Installation Development and Design (ID2) Handbook (August 2011) unless an alternate approach is stated in project scope of work or approved by Contracting Officer. UFC 3-530-01 supersedes any applicable requirements stated in the ID2. Contractors shall be responsible for obtaining any copies of all items referenced in this paragraph. The most current versions of
UFCs, UFGS and ETLs can be found at http://www.wbdg.org/ccb/ccb.php.
2. Per UFC 3-530-01 sec. 5-3.7 Light-Emitting Diode (LED), LED’s may only be considered for:
2.1 Exit signs, other lighted information signs and traffic signals.
2.2 Step lighting, nightlights, task lighting, cove lighting, wall washing, downlighting, canopies, high bays, parking garages, and red lighting systems for guard stations.
2.3 Street, parking, roadway, area and façade lighting.
2.4 For Visual Air Navigation Systems, such as airfield approach, runway and taxiway lighting systems, please refer to UFC 3-535-01 and AFI 32-1044. Visual Air Navigation
Systems are not covered in this specification.
3. ALL lighting fixtures shall comply with below except “Interior Lighting Fixtures
20 feet or less above finished floor.”
3.1 Luminaires shall be solid-state LED Luminaires.
3.2 Fixtures shall have a color temperature in KELVIN of between 4000K and 4500K.
3.3 Ballasts and lamps shall have a minimum warranty of 5 years.

3.4 Ballasts and lamps shall have a minimum rated life of 50,000 hours.
3.5 Fixtures shall be rated to operate at ambient temperatures between 0 degrees F and
120 degrees F or higher. This requirement does not apply to Interior Recessed, Downlight, and
Wall Wash Fixtures.
3.6 Power Factor shall exceed 98%.
3.7 All exterior light fixtures shall have an Efficacy > 100 lumens/watt and upward
Efficiency < 10%
3.8 T-5 fixtures are prohibited.
3.9 All interior facility lighting fixtures shall be controlled by motion detectors. Any exceptions shall be requested by Contractor for approval by the Contracting Officer. No exceptions will be made for restroom and conference room fixtures. However, a wall switch shall be installed to turn sensors/lights on and off as needed (i.e. lights off in a conference room in order to view wall screens). Sensors shall be placed in a location not affected by movement outside of open doorways.
4. Interior Lighting Fixtures located 20 feet or less above finished floor.
4.1 Luminaires shall be 32 watt T-8 fluorescent lamps.
4.2 LED fixtures may be considered for newly designed lighting systems.
4.3 LED bulbs shall not be used in linear fluorescent light source replacements.
4.4 Luminaire Efficiency Ratio (LER) shall be > 77 for fluorescent lamps.
4.5 Fixtures shall have a color temperature in KELVIN of 4100K. Other color temperatures may be considered in housing applications, hospitality applications, and in maintenance facilities. See UFC 3-530-01 for additional information.
4.6 Ballasts shall be electronic.
4.7 Provide wire guards for all open fluorescent lamps.
5. Interior High Bay Fixtures located higher than 20 feet above finished floor
5.1 Luminaire Efficiency Ratio (LER) shall be > 50.
5.2 Daylighting controls shall be utilized for energy savings.
6. Exterior Street and Parking Lot Fixtures
6.1 All street and parking lot lighting shall include dusk till dawn photocells. Include one photocell per light circuit.
6.2 Automatic Bi-level dimming with occupancy sensors shall be used in parking lots to allow energy savings when parking lots are used infrequently.
6.3 Fixture lens shall be glass.
7. Exterior Wall Pack and Walkway Lighting Fixtures
7.1 All wall packs and walkway lighting fixtures shall include dusk till dawn photocells.
Include one photocell per light circuit.
7.2 Fixture lens shall be glass.
7.3 Light bollards shall be vandal resistant type and electrical service shall be 208v maximum with 120v to ground.
8. Exterior Area, Flood, Canopy, and Security Lighting Fixtures
8.1 Contractor shall obtain the written approval of the security lighting fixtures from base
Security Forces and Anti-terrorism Force Protection (ATFP).
8.1.1 Fixtures shall be compatible with CCTV, and night vision goggles.
8.1.2 Fixtures shall meet illumination requirements for security and ATFP.
8.2 Automatic Bi-level dimming with occupancy sensors shall be used to allow energy savings when lights are used infrequently. Maintain illumination levels for adequate security when lights are dimmed.
9. Exterior Apron Airfield Lighting Fixtures
9.1 Contractor shall obtain written approval of the LED fixtures from base Security
Forces and ATFP.
9.1.1 Fixtures shall be compatible with CCTV, and night vision goggles.
9.1.2 Fixtures shall meet illumination requirements for security and ATFP.
9.2 Fixture lens shall be glass. Plastic and Acrylic are prohibited.
9.3 Ballasts shall be located between 10 and 15 feet above ground level and shall be easily accessible for maintenance.
9.4 Automatic Bi-level dimming with occupancy sensors shall be explored to allow energy savings when lights are used infrequently. Maintain illumination levels for adequate security when lights are dimmed.
