Statement of Objectives (SOO) Temporary Fire Bunkhouse

Melrose Air Force Range, New Mexico 8 May 2018

BACKGROUND: Due to Range Reconfiguration, a solution to relocate the Fire Department on Melrose Air Force Range is required. Temporary housing is required until the Permanent Fire Station is built.

PERIOD OF PERFORMANCE: To be determined based on proposed solution; facility must be complete, delivered, and connected no later than 1 October 2018. Contractor will notify the Government 30 days in advance to coordinate access to the range for delivery. NOTE: Due to mission and safety requirements the RMO reserves the right to stop all activities and ask all parties to leave the range.

OBJECTIVES: All proposals submitted must meet, and identify how they will fulfill, the Government’s objectives below. If the sleeping quarters are located in the same facility as living/offices, the vendor must identify how noise reduction will be implemented. The following criteria can be met with any contractor developed plan, facility(ies), configuration, materials, etc. However, each proposal will be evaluated in accordance with the solicitation.

OBJECTIVE #1: Temporary housing for 15 personnel on 24-hr shifts:

a. 15 individual, sleeping/bedrooms, minimum 80 SF each.

b. 8 bathrooms/showers, minimum 60 SF each.

c. 1 each, classroom training area minimum 360 SF.

d. 2 each offices, minimum 80 SF each.

e. Living/cooking area, minimum 640 SF.

f. 1 laundry room, minimum 64 SF.

OPTION #1: Functional plumbing system. Water and sewer holding tanks, minimum capacity 5000 gallons each system.

a. Contractor shall connect temporary housing to required, functional, above ground Potable Water and Septic Tank Systems.

b. Contractor to provide associated pumps and parts for a functional plumbing system; must withstand inclement weather down to -5 oF.

OPTION #2: Connect temporary housing to provided electrical meter.

FOR OFFICIAL USE ONLY

a. Meter location approximately 250 LF from site of Temporary Housing.

OPTION #3: Connect temporary housing to local fiber optic network.

a. Local server located in Range Support Office, approximately 1200 LF from site of temporary housing.

OPTION #4: Site Preparation

a. Clear and grub site for temporary housing unit(s).

b. Level 80’ x 160’ area, lay and compact a caliche base minimum of 4 inches depth to support tanks and unit(s).

GOVERNMENT FURNISHED PROPERTY: The Government will supply an electrical meter based on the contractor’s proposed solution. Each proposal will need to state electrical supply requirements for system installation.

DELIVERABLES: Operation and Maintenance Manuals Manuals, including all warranties and vendor contacts must be provided to the designated Contracting Officer (CO) and Program Manager

(PM).
