SECTION 01 01 00

GENERAL REQUIREMENTS

PART 1 GENERAL

1.1 PROJECT LOCATION

A. All work under this project will be performed on Cannon Air Force

Base (CAFB) and Melrose Air Force Range, New Mexico. Work areas will be identified in the issued delivery orders.

1.2 ISSUING OFFICE / NOTIFICATION OF WORK START

A. The following office is authorized to place delivery orders and will be responsible for their administration:

27th Special Operations Contracting Squadron

B. The contractor shall give at least 7 working days advance notice in writing to the Contracting Officer (CO) prior to beginning any work under this contract. The contractor shall provide an “on-site start work” notice to the CO stating the intended construction start and completion dates. The contractor shall notify the CO at least five working days prior to starting the on-site work, unless approved otherwise by the CO.

C. Coordinate with appropriate utility-locating agencies. A Base Civil

Engineer Work Clearance Request Form AF 103 will be completed prior to any physical work taking place. AF 103 will be given to the contractor during the pre-construction meeting. AF 103 must be signed and kept on site at all times with prime contractor.

Contractor shall schedule a meeting time to meet with each utility agency at the work site to locate affected utilities.

D. Clearance request is not valid until signed by the approving officer

(Block 18 of AF 103). Approving officer will not sign until all locates are marked and all utility-locating agencies’ signatures are on the form.

E. For excavation work: Work shall commence within 30 days after the approving CO’s signature, otherwise clearance request is invalid and a new request is required. Notify CO immediately if new utilities were installed by others and not marked after all initial locates are made.

F. Contractor shall maintain all marked utilities in the field once they are initially marked by each utility agency. If markings are damaged, contractor shall request new locates and shall give the locating agency 48 hours to perform the new locates.

G. Expenses for time and materials to perform repeat locates shall be borne by the contractor, unless otherwise approved by the approving officer.

H. Cost to do the repeat locates will be deducted from the final invoice. In cases where utilities were marked late in the year and operations had to be shut down for winter, marked utilities would still have to be maintained by the contractor by placing stakes or

SECTION 01 01 00 Page 2 transcribing the marks on a drawing. When construction resumes, contractor shall re-mark the site and may request verification of utility locations at no additional cost to him. (Off-Base utility-locating agencies might request additional cost for repeat locates.)

1.3 WORK SCHEDULE

A. Work Hours: Work hours on this project shall be limited to Monday through Friday, between 0730 - 1600 hours, excluding federal holidays, unless approved otherwise in writing by the CO.

B. Should the contractor desire to work other than these hours, the contractor must request approval in writing at least 14 Colander days prior to the period of the intended deviation including weekend work requests. The contractor shall not deviate from standard work hours unless permitted to do so in writing by the CO.

1.4 FIRE AND SAFETY REGULATIONS

A. The contractor shall comply with all national, state, local and Air

Force fire and safety regulations. The primary Air Force directives are:

1. AFOSH Standard 91-5 and CAFB Supplement 1

2. AFOSH Standard 91-25 and CAFB Supplement 1

3. AFOSH Standard 91-501 and CAFB Supplement 1

4. AFI 91-203, Air Force Consolidated Occupational Safety Instruction

B. The primary CAFB directive is CAFBI 32-201.

C. These directives may be reviewed at the Base Civil Engineering offices, Building 355, 506 North Air Commando Way, Cannon Air Force

Base, NM 88103.

D. Prior to using any open-flame devices or welding equipment, the contractor and subcontractor personnel performing this type of work shall be certified per the requirements of AF Form 592, USAF Welding, Cutting and Brazing Permit. Certification training is provided by appointment and can be scheduled by contacting the CAFB

Fire Department at (575)784-4490.

E. Compliance with the requirements set forth in NFPA Standard No 241, Building Construction and Demolition Operations, NFPA 51B, AFOSH 91-

5, and OSHA 1910-252 is mandatory. Contractor must notify the CO when hot work is required.

F. Training of Contractor Employees: Contractor shall ensure that all of their employees, including the employees of subcontractors, receive adequate and regularly scheduled safety training for the duration of each project. As new employees of the contractor and subcontractor are added during completion of this project, the contractor shall submit a written record of all of his/her employees and subcontractor employees receiving training.

G. Fire Prevention Responsibility: Contractor shall ensure that all of their employees, including the employees of subcontractors, receive an initial Fire Safety briefing prior to beginning any work at CAFB.

This briefing may be given by the CAFB Fire Department or may be given by other qualified personnel approved by the CAFB Fire

Department. Notice of the scheduled briefing shall be submitted in writing to the Fire Department at least five working days prior to the intended date of the briefing. The contractor shall submit a written record to the CO indicating that all of their employees and subcontractor employees have received this briefing. As new employees of the contractor and subcontractor are added during the performance of this contract, update the written record to the CO.

The CO shall retain the right to spot check employees to verify if they have been provided the briefing.

H. It is the inherent responsibility of the contractor to practice good fire prevention measures while working at CAFB, including but not limited to:

I. The contractor shall provide a “fire watch” person during all welding performed anywhere on base.

J. Welding, cutting or brazing will only be done after a valid AF Form

592 has been issued by the CAFB Fire Department. Daily permits are required for the operation of any asphalt kettles.

K. Fire extinguishers required during construction shall be supplied by the contractor. The contractor shall provide at least two operating fire extinguishers at the hot roof work location. The contractor shall have a Type A fire extinguisher at the site of all cutting or welding operations.

L. The contractor shall notify the CAFB Fire Department or the Fire

Alarm Shop at least 48 hours prior to any fire alarm or sprinkler system shutdowns and prior to performing any roof demolition which may set off the building’s fire alarm system.

M. Contractor personnel shall confine smoking to designated smoking area(s).

N. Flammable paints, oil, varnishes, etc., stored in inside storage shall be in a metal storage cabinet or in controlled outside storage. Flammables being used outside of these areas are limited to a one-day supply.

O. Temporary wiring must be in compliance with Article 305 of the

National Electric Code.

1.5 AS-BUILT DRAWINGS

A. Provide as required on each individual delivery order.

B. Prepare a full-sized set of record drawings using best quality contract prints to show all construction changes from the Contract

Documents, redlined in a legible manner for reproduction by photocopy process.

C. If As-Built drawing files in AutoCAD *.dwg format are required, such files shall be provided with all associated external references and

*.ctb files to establish line weights based on colors for plotting purposes. AutoCAD drawings should depict exactly what is submitted on the plotted paper including any construction changes from original contractual documents.

D. Show any deviation from Contract Documents with reference to locations, sizes, methods and materials.

E. Each drawing of the entire set shall be marked in the large letters

"RECORD DRAWING" and dated.

F. Each drawing shall be corrected to reflect every amendment, modification and field change.

G. Mechanical drawings shall show to scale locations of all valves, cleanouts, covers, splice box covers, all outside underground utilities such as gas lines, electrical lines, etc., which do not have surface covers to clearly indicate their underground locations.

H. Conversion of Schematic Layouts:

I. In most cases on the Drawings, arrangement of conduits and circuits, piping, ducts and other similar items are shown schematically, and are not intended to portray precise physical layout. Final physical arrangement shall be as determined by the contractor, subject to the CO’s approval. However, design of future modifications of the facility may require accurate information as to the final physical arrangement of items and location of utilities, which are shown only schematically on the Drawings.

J. Show on the job set of Record Drawings, by dimension accurate to within 1 inch (25 mm), the centerline of each run of items as described below. Clearly identify the item by accurate note such as

"cast-iron drain", "galv. water pipe," etc. Show, by symbol or note, the vertical location of the item ("under slab," "in ceiling

Plenum," "exposed," etc.). Make all identification sufficiently descriptive that it may be related reliably to the Specifications.

K. Deliver Record Drawings to CO within 30 days after completion of the work on each Delivery Order.

L. Requirements for Record Drawings shall be tailored to the specific project scope. The items indicated above are examples only and are not to be construed as all inclusive.

1.6 SAMPLING AND TESTING

A. All tests shall be performed using specified testing procedures or, if no procedure is specified, using the standard testing procedure established by the ASTM. The contractor shall verbally notify the

CO at least 24 hours in advance of testing so that it may be observed by the CO and/or his/her designated representatives, at the discretion of the CO. In addition to the specified testing requirements herein, the Government may perform additional verification testing at its own expense. All necessary samples and/or work associated with such samples for such testing shall be provided by the contractor at no additional cost to the Government.

Repairs required to correct the evidence of such Governmental testing shall be replaced at the contractor's expense within 24

SECTION 01 01 00 Page 5 hours unless otherwise directed in writing by the CO.

B. All necessary sampling shall be included by the contractor in the project scope of work.

1.7 UTILITIES

A. Reasonable amounts of water, electricity and other utilities are available to the contractor at no cost. The contractor shall include any temporary utility connections, if necessary, within the project scope of work. The contractor shall exercise strict conservation practices in the use of these utilities or, at the discretion of the CO. Should the contractor be found to not be using utility conservation practices the cost of the utilities may be transferred to the contractor for the remaining performance period of the contract.

B. As part of the project scope of work, the contractor is expected to provide adequate cell phone service for contractor personnel as needed to accomplish the work. Internet and fax capabilities, if required, shall also be obtained by the contractor at no additional cost to the government.

1.8 UTILITY OUTAGES

A. Scheduled Outages: Requests for all scheduled interruptions of electricity or other utility services shall be submitted in writing to the CO at least 10 working days in advance of the planned outage.

All outages are subject to written approval by the CO and will be authorized only at the convenience of the Government. The

Contractor shall minimize outages in number and duration as necessary to accomplish the required work.

B. For work within Military Family Housing area: requests for utility outages will receive close scrutiny. Water and sewer outages shall not deprive the housing occupants of domestic water and sewer services. Water shut off for Military Family Housing shall be done between 0900 and 1600, unless the water can be re-routed, or temporary water lines are installed. For isolated valve replacement, water shut off shall be between 0900 and 1600, and for complete water line replacement, a temporary service shall be provided. The contractor shall make provisions for temporary water and sewer services to the affected homes throughout the duration of the delivery order. The contractor shall submit his plan to the CO

14 days prior to start of work as to how he will meet this requirement for approval prior to starting any work.

C. Unscheduled Outages: The contractor shall reimburse the Government for lost man-hours, materials and other damages resulting from an interruption of any communication or utility service that occurs as a result of negligence by the contractor, including any failure to obtain proper approval of an AF 103 Work Clearance Request in accordance with paragraph 9 of this section prior to commencement of the work.

1.9 BASE CIVIL ENGINEER WORK CLEARANCE REQUEST

A. AF 103 Work Clearance Request: Before any alteration, demolition, or other construction work is begun, the contractor shall obtain and

SECTION 01 01 00 Page 6 fully process an AF 103. The contractor shall process a separate request for each building requiring roof replacement that has an approved delivery order, unless approved otherwise.

B. This form can be obtained from the Construction Management Office, Base Civil Engineering, 506 North Air Commando Way, and it shall be prominently displayed on the job site at all times for review by the

CO. Since this form requires extensive coordination with several base agencies, allow at least 10 working days for completion.

C. Coordinate with appropriate utility-locating agencies, both on-base and off-base, as shown on the AF 103. Initially, this form will be given to the contractor during the pre-construction conference.

Contractor shall complete and follow all instructions on this form before the start of work. A shop will not sign off on the AF 103 until the locate is performed. If a shop does not have a utility in the construction area, their particular block on the form will be signed. CE shops have up to 72 hours to perform a locate. CE

Environmental Flight has up to three days to process a permit, if applicable.

D. The Work Clearance Request is not valid until it is signed by the

CO. The CO will not sign the request until all affected utility locates are marked in the field and all utility locating agency signatures are on the form. Work must commence within 30 calendar days of the CO signature, otherwise a new work clearance request will be required.

E. Contractor shall notify the CO immediately if discrepancies are found between assumed and actual field conditions.

F. Protection of Existing Utilities: All underground utilities and overhead utilities with their support poles shall be safeguarded and protected from damage by the contractor at all times.

G. Communications Cables: Complete all excavations by hand-digging rather than machine methods, or expose cables by hand-digging prior to completing excavation by machine.

H. Contractor shall immediately report any damage to communication lines or equipment to the CO. The contractor shall commence restoration efforts immediately. Failure to complete acceptable restoration within four hours or an alternate period of time acceptable to the CO may result in suspension of contract work until restoration is completed and accepted by the CO.

I. The Government reserves the right to protect a damaged cable from further damage or deterioration and the right to restore priority circuits; these actions shall not relieve the contractor of his full responsibility for restoration.

1.10 WARRANTY STICKERS

A. All materials, equipment and other installations specifically designated within the contract to be covered by warranty or warranted by the manufacturer shall have an Optional Form 274 affixed in a conspicuous space or forwarded to the Construction

Management Office, Base Civil Engineer if attachment is not practical. The required forms will be made available to the

SECTION 01 01 00 Page 7 contractor in sufficient quantity by the CO. The forms shall be properly completed by the contractor and shall be signed and dated by the contractor in accordance with the applicable warranty provisions.

1.11 MONUMENT RESTORATION-

Not used.

1.12 CONTRACTOR’S USE OF PREMISES

A. This project will be constructed within and utilizing facilities which may continue to be in use and occupied during the construction. The contractor shall coordinate all work to minimize inconvenience to facility occupants and to airfield operations.

B. The contractor shall be responsible for removing any mechanical equipment or other obstructions as necessary to complete the required work. The contractor shall return all removed mechanical equipment to its original location or as otherwise required.

C. The contractor shall strive to minimize construction dust and noise.

Contractor shall comply with base quiet hours (2200 - 0600). When required by the Government, the contractor shall provide a water truck for watering down the haul routes for dust control, etc.

D. The contractor shall not use traffic ways for storage areas unless granted permission to do so in writing by the CO. At no time shall the contractor block hallways, traffic ways or other access areas.

1.13 ACCESS TO CONSTRUCTION SITE/HAUL ROUTES

A. The contractor shall propose site access routes, haul routes and portions of existing parking and open areas for use by his work force for review and approval by the CO.

B. The contractor shall submit all proposed haul routes to the CO for review and approval at least 10 working days prior to any hauling unless this requirement is expressly waived by the CO. Proposed haul routes shall include all arrival, delivery and disposal routes that will be necessary during the course of the project. Haul routes are subject to change by the government.

C. The contractor shall provide daily clean-up of gravel or other debris dropped along the approved haul routes by the contractor and/or subcontractor.

D. Contractor shall be responsible for maintaining, repairing and restoring existing parking and grass areas to their original condition. Normal wear and tear will be taken into account.

E. Employee parking shall be restricted to those areas approved by the

CO.

F. Security Forces will enforce traffic regulations, parking area assignments and security on Cannon AFB and Melrose AFR and the contractor shall cooperate and coordinate to the fullest extent.

Security Forces is not responsible for the security of the contractor’s materials or equipment, etc.

G. All contractors are advised that it is a violation of a posted traffic regulation to exceed 10 miles per hour while passing military personnel in formation, or a military group running or walking along the side of the road. Driving privileges on this installation may be suspended or canceled for violating posted traffic regulations or applicable state laws and will not be considered an excusable delay under the contract. Each contractor must ensure that all of its employees have been informed of this information.

H. Contractor shall provide to the CO, Security Forces, and entry control personnel, 72 hours advance notice for each entry into restricted areas, unless approved otherwise by the CO. Delays due to lack of immediately available military escort for contractor personnel entering these areas shall be at the contractor's expense.

1.14 CONTRACTOR'S STORAGE / OFFICE AREA

A. The Government will provide an on-base outdoor area for the contractor's main storage area. Limit storage in this area to the materials and equipment that pertain to this contract. This area shall be kept clean. Properly store hazardous materials.

B. The contractor shall erect an approved 6 foot high chain link temporary fence screened with slats or black/green fabric covering around the main storage area. The Government is not responsible for any items stored in this area. Contractor will return the area in the same condition as when he received it.

C. The contractor will also be provided, if necessary, an on-site outdoor storage area reasonably close (within 500 feet one way) to the work area. Limit storage in this area to the materials and equipment that pertain to the project. This area shall be kept clean. Fencing may not be required. For high-visibility locations, the CO may require black fabric fencing.

1.15 BARRICADES

A. Construct and maintain barricades as required by the Safety Officer, the MUTCD, OSHA, and Wing Safety personnel sufficient to prevent injury to persons and damage to property.

B. All unattended trenches and holes must be covered as required by safety regulations previously listed.

C. Provide and maintain warning lights and signs, as necessary, to prevent damage or injury. Keep warning lights on from dusk to dawn as required by safety regulations previously listed.

1.16 COLD WEATHER OPERATIONS

A. If any part of this project is pursued during periods of cold or inclement weather, the contractor shall take all appropriate precautions to protect facilities and work involved in the project scope from damage by cold or inclement weather. The contractor shall be responsible for snow removal required at the project site.

1.17 SUBMITTALS

A. The contractor shall submit all required Material Submittals on AF

Form 3000 in accordance with instructions contained herein and as specified on AF Form 66, Schedule of Material Submittals, to the CO for approval. The Government shall be allotted 10 working days to properly evaluate each material submittal & re-submittal.

Contractor shall consider this time to evaluate submittals in his construction schedule.

B. “30 Days Prior to Starting Work on Order” means that the contractor shall provide the material submittals (for the line items on the issued delivery orders only) to the government for approval not later than 30 days prior to starting on-site construction work for that issued delivery order. When the material submittal for that line item is approved, that material submittal is approved for the entire duration of the contract and does not have to be re-submitted for approval for each delivery order with that line item.

It does however; have to be re-submitted for informational purposes for each delivery order with that line item. Should there be a change from the approved material submittal, then it shall be re-submitted for re-approval.

C. Rejection of submittals for technical violations of the drawings or specifications will not be grounds for an extension of the performance period. If resubmittals are required, all parts of the original submittal package will be resubmitted together with changes so that coordination may be maintained.

D. All submittals shall be submitted in three-ring binders with clearly marked tabs separating each item. Submittals will be consolidated by type (i.e. concrete, metal, wood) and all submittals for each specification section will be submitted at the same time.

E. Any certificates required for demonstrating proof of compliance of materials with specification requirements shall be executed in four copies. Each certificate shall be signed by an official authorized to certify on behalf of the manufacturing company and shall contain the name and address of the contractor, the project name and location, and the quantity and date or dates of shipment or delivery to which the certificates apply. Copies of laboratory test reports submitted with certificates shall contain the name and address of the testing laboratory and the date or dates of the test to which the report applies. Certification shall not be construed as relieving the contractor from furnishing satisfactory material, if, after tests are performed on selected samples, the material is found not to meet the specific requirements.

1.18 CODES

A. References to standards, codes, specifications, recommendations and regulations refer to the latest edition/printing issued prior to the proposal receipt date.

B. These Construction Documents, and the joint and several phases of construction hereby contemplated are to be governed, at all times, by applicable provisions of the Federal Law(s), including but not limited to, the latest amendments of the following:

1. Williams-Steiger Occupational Safety and Health Act of 1970, Public Law 91-596.

C. Code of Federal Regulations, Title 29, Parts 1910 (Occupational

Safety and Health Standards) and 1926 (Safety and Health Regulations for Construction).

D. EM385-1-1, USACE Safety and Health Requirements Manual.

E. Federal Standard 313B, as it pertains to the procurement, identification, marking and control of potentially toxic or hazardous materials, and to the reporting of information concerning these materials.

F. All International Building Codes, latest editions adopted by the Air

Force.

G. National Electric Code.

H. NFPA 101, Life Safety Code.

I. NFPA 30, Flammable and Combustible Liquids Code.

J. Applicable portions of standards listed in the Specifications that are not in conflict with Contract Documents or with the Federal

Acquisition Regulations (FAR).

K. All Air Force and CAFB Regulations as pertain to construction, safety, fire, health and associated activities are part of this contract.

1.19 TERMS AND ABBREVIATIONS

A. The words "approved," "inspected," "directed," "selected," and similar words and phrases shall be presumed to be followed by "by

Contracting Officer." The words "satisfactory," "submitted,"

"reported," and similar words or phrases shall be presumed to be followed by "to Contracting Officer".

B. Instructions, directions and requirements as specified shall be considered to be followed by the phrase "unless otherwise specified or indicated."

C. The approving official and point of contact for this contract is the

CO. All direction and contract requirements will be determined by the CO. The project engineer/project inspector will work with the contractor to provide the joint estimated quantities. The project engineer will designate the work areas and the performance time for each delivery order, which will be issued by the CO.

D. The “CO” as used in this contract is defined as the “Contracting

Officer or his/her designated Representative”.

1.20 SALVAGE

A. Equipment and materials indicated on the drawings, or as directed by the CO, for reuse shall be approved by the CO before re-installation. Contract amount includes cleaning, conditioning and installing materials indicated for reuse.

B. Any excess equipment and materials selected to remain the property of the Government shall be removed by the Contractor and delivered in good condition to an on-base location to be determined by the CO.

1.21 DISPOSAL AND REMOVAL OF GOVERNMENT MATERIALS AND EQUIPMENT

A. Materials and equipment to be disposed or removed from CAFB shall be identified by the contractor and made known to the CO. All such materials and equipment shall be approved in writing by the CO prior to disposal or removal.

B. Solid Wastes: Minimum requirements for off-base solid waste disposal are as follows:

1. All wastes shall be disposed in a legally permitted solid waste disposal facility. Contractor is responsible for paying any and all dumping fees for CAFB materials.

2. Waste hauling from base to off-base disposal locations shall meet or exceed all requirements and restrictions levied by the State of New Mexico and pertinent municipalities including:

a. Meeting of any weight restrictions for any public roadways used.

b. Covering and securing all loads of waste other than earth materials to ensure that no materials are lost from each load during transit.

c. Prevention of overloading with earth materials such that load contents are prevented from escaping during transit.

C. Liquid Wastes:

1. Runoff and residues generated from any process including water-washing processes shall not be directly wasted to the sanitary sewer or to the storm drain system. They shall be collected, sampled and disposed of based on the results of the analysis of samples, compliance with EPA and NMED requirements and this specification. Contractor shall obtain the necessary permits from the State of New Mexico for the discharge of industrial waste water.

D. Asbestos Disposal: See Section 02 82 14 Asbestos Hazard Control

Activities.

E. Lead-Based Paint Disposal: See Section 02 82 33.13.20

Removal/Control and Disposal of Paint with Lead.

F. Concrete Pavers Disposal: On-base disposal site may be available as determined by the CO.

1.22 HEALTH HAZARDS

A. Health Hazards: The contractor shall comply with all sections of this specification regarding recognized health hazards in compliance with OSHA and all other pertinent regulations including but not limited to the following:

1. High Work: Provide safe means of access and fall prevention measures.

2. Confined Spaces: Provide ventilation and adequate egress paths.

1.23 ENVIRONMENTAL CONCERNS & HEALTH HAZARDS:

A. Environmental Protection/Hazardous Materials: The contractor shall strictly comply with Section 01 35 40 00 20 Environmental

Management of this contract for protection of personnel, Government property, and the environment, and for hazardous material handling, use and disposal.

B. Hazardous Waste: The contractor shall strictly comply with Section 1 35 40.00.20 Environmental Management of this contract for hazardous waste accumulation and disposal.

C. Asbestos removal: The contractor shall strictly comply with Section 2 82 14 Asbestos Hazard Control Activities of this contract for asbestos removal and disposal.

D. Lead based paint removal: The Contractor shall strictly comply with Section 02 82 33.13 20 Removal/Control and Disposal of Paint with Lead of this contract for lead based paint removal and disposal.

E. DD FORM 1354: Upon completion and acceptance of new work for each delivery order, the AFPM or COR shall complete DD Form

1354, Transfer and Acceptance of Military Real Property and submit with AF Form 3000. The contractor shall assist the

AFPM/COR in completing the forms as requested.

F. CELL PHONE USE ON-BASE: Motor vehicle operators will not use cell phones on-base unless the vehicle is safely parked or they are using a hands-free device. This requirement applies to all contractor’s/subcontractor’s vehicles as well as POVs used by the contractor’s/subcontractor’s personnel to drive to/from the jobsite. A violation of this policy will result in the loss of on-base driving privileges for 30 days.

1.3 SUBMITTALS

Government approval is required for submittals with a "G" designation;

submittals not having a "G" designation are for Contractor Quality Control approval. When used, a designation following the "G" designation identifies the office that will review the submittal for the Government. The following shall be submitted in accordance with Section 01 33 00 SUBMITTAL ROCEDURES:

1.2 QUALIFICATIONS

Designate an authorized representative to be responsible for the preparation of the schedule and all required updating (activity status) and preparation of reports. The authorized representative shall be experienced in scheduling have previously developed, created, and maintained at least 2 electronic schedules for projects similar in nature and complexity to this project and shall be experienced in the use of the scheduling software that meets the requirements of this specification.

PART 2 PRODUCTS (Not Applicable)

3.1 GENERAL REQUIREMENTS

Prepare for approval a Project Schedule, as specified herein, pursuant to the Contract Clause, SCHEDULE FOR CONSTRUCTION CONTRACTS. Show in the schedule the sequence in which the Contractor proposes to perform the work and dates on which the Contractor contemplates starting and completing all schedule activities. The scheduling of the entire project, including the

SECTION 01 32 01.00 10 Page 4 design and construction sequences, is required. The scheduling of construction design and construction is the responsibility of the Contractor. Contractor management personnel shall actively participate in its development. Subcontractors and suppliers Designers, Subcontractors and suppliers working on the project shall also contribute in developing and maintaining an accurate Project Schedule. The schedule must be a forward planning as well as a project monitoring tool.

3.1.1 Approved Project Schedule

Use the approved Project Schedule to measure the progress of the work and to aid in evaluating time extensions. Make the schedule cost loaded and activity coded. The schedule will provide the basis for all progress payments. If the Contractor fails to submit any schedule within the time prescribed, the Contracting Officer may withhold approval of progress payments until the Contractor submits the required schedule.

3.1.2 Schedule Status Reports

Provide a Schedule Status Report on at least a monthly basis. If, in the opinion of the Contracting Officer, the Contractor falls behind the approved schedule, the Contractor shall take steps necessary to improve its progress including those that may be required by the Contracting Officer, without additional cost to the Government. In this circumstance, the Contracting Officer may require the Contractor to increase the number of shifts, overtime operations, days of work, and/or the amount of construction plant, and to submit for approval any supplementary schedule or schedules as the Contracting Officer deems necessary to demonstrate how the approved rate of progress will be regained.

3.1.3 Default Terms

Failure of the Contractor to comply with the requirements of the Contracting Officer shall be grounds for a determination by the Contracting Officer that the Contractor is not prosecuting the work with sufficient diligence to ensure completion within the time specified in the contract.

Upon making this determination, the Contracting Officer may terminate the Contractor's right to proceed with the work, or any separable part of it, in accordance with the default terms of the contract.

3.2 BASIS FOR PAYMENT AND COST LOADING

Use the schedule as the basis for determining contract earnings during each update period and therefore the amount of each progress payment. Lack of an approved schedule update or qualified scheduling personnel will result in an inability of the Contracting Officer to evaluate contract earned value for the purposes of payment. Failure of the Contractor to provide all required information will result in the disapproval of the preliminary, initial and subsequent schedule updates. In the event schedule revisions are directed by the Contracting Officer and those revisions have not been included in subsequent revisions or updates, the Contracting Officer may hold retainage up to the maximum allowed by contract, each payment period, until such revisions to the Project Schedule have been made. Activity cost loading shall be reasonable, as determined by the Contracting Officer. The aggregate value of all activities coded to a contract CLIN shall equal the value of the CLIN on the Schedule.

3.3 PROJECT SCHEDULE DETAILED REQUIREMENTS

The computer software system utilized to produce and update the Project Schedule shall be capable of meeting all requirements of this specification. Failure of the Contractor to meet the requirements of this specification will result in the disapproval of the schedule. Scheduling software that meets the activity coding structure defined in the Standard Data Exchange Format (SDEF) in ER 1-1-11 are Primavera Project Planner (P3) by Primavera, and Open Plan by Deltek

3.3.1 Critical Path Method

Use the Critical Path Method (CPM) of network calculation to generate the Project Schedule. Prepare the Project Schedule using the Precedence Diagram Method (PDM).

3.3.2 Level of Detail Required

Develop the Project Schedule to an appropriate level of detail. Failure to develop the Project Schedule to an appropriate level of detail, as determined by the Contracting Officer, will result in its disapproval. The Contracting Officer will consider, but is not limited to, the following characteristics and requirements to determine appropriate level of detail:

3.3.2.1 Activity Durations

Reasonable activity durations are those that allow the progress of ongoing activities to be accurately determined between update periods. Less than 2 percent of all non-procurement activities shall have Original Durations (OD) greater than 20 work days or 30 calendar days. Procurement activities are defined herein.

3.3.2.2 Design and Permit Activities

Include design and permit activities with the necessary conferences and follow-up actions and design package submission dates. Include the design schedule in the project schedule, showing the sequence of events involved in carrying out the project design tasks within the specific contract period. This shall be at a detailed level of scheduling sufficient to identify all major design tasks, including those that control the flow of work. The schedule shall include review and correction periods associated with each item.

3.3.2.3 Procurement Activities

The schedule must include activities associated with the submittal, approval, procurement, fabrication and delivery of long lead materials, equipment, fabricated assemblies and supplies. Long lead procurement activities are those with an anticipated procurement sequence of over 90 calendar days. A typical procurement sequence includes the string of activities: submit, approve, procure, fabricate, and deliver.

3.3.2.4 Mandatory Tasks

The following tasks must be included and properly scheduled:

a. Submission, review and acceptance of shop drawings.

b. Submission of mechanical/electrical/information systems layout drawings.

c. Submission and approval of O & M manuals.

d. Submission and approval of as-built drawings.

e. Submission and approval of 1354 data and installed equipment lists.

f. Submission and approval of testing and air balance (TAB).

g. Submission of TAB specialist design review report.

h. Submission and approval of fire protection specialist.

i. Submission and approval of testing and balancing of electrical plus commissioning plans and data.

j. Performance Verification testing.

k. Other systems testing, if required.

l. Contractor's pre-final inspection.

m. Correction of punchlist from Contractor's pre-final inspection.

n. Government's pre-final inspection.

o. Correction of punch list from Government's pre-final inspection.

p. Final inspection.

3.3.2.5 Government Activities

Show Government and other agency activities that could impact progress.

These activities include, but are not limited to: approvals,approvals, design reviews, environmental permit approvals by State regulators, inspections, utility tie-in, Government Furnished Equipment (GFE) and Notice to Proceed (NTP) for phasing requirements.

3.3.2.6 Activity Responsibility Coding (RESP)

Assign responsibility Code for all activities to the Prime Contractor, SECTION 01 32 01.00 10 Page 7

Subcontractor or Government agency responsible for performing the activity.

Activities coded with a Government Responsibility code include, but are not limited to: Government approvals, Government design reviews, environmental permit approvals by State regulators, Government Furnished Equipment (GFE) and Notice to Proceed (NTP) for phasing requirements. Code all activities not coded with a Government Responsibility Code to the Prime Contractor or Subcontractor responsible to perform the work. Activities shall not have more than one Responsibility Code. Examples of acceptable activity code values are: DOR (for the designer of record); ELEC (for the electrical subcontractor); MECH (for the mechanical subcontractor); and GOVT (for USACE). Unacceptable code values are abbreviations of the names of subcontractors.

3.3.2.7 Activity Work Area Coding

Assign Work Area code to activities based upon the work area in which the activity occurs. Define work areas based on resource constraints or space constraints that would preclude a resource, such as a particular trade or craft work crew, from working in more than one work area at a time due to restraints on resources or space. Examples of Work Area Coding include different areas within a floor of a building, different floors within a building, and different buildings within a complex of buildings.

Activities shall not have more than one Work Area Code. Not all activities are required to be Work Area coded. A lack of Work Area coding will indicate the activity is not resource or space constrained.

3.3.2.8 Contract Changes/Requests for Equitable Adjustment (REA) Coding

(MODF)

Assign Activity code to any activity or sequence of activities added to the schedule as a result of a Contract Modification, when approved by the Contracting Officer, with a Contract Changes/REA Code. Key all Code values to the Government's modification numbering system. Any activity or sequence of activities added to the schedule as a result of alleged constructive changes made by the Government may be added to a copy of the current schedule, subject to the approval of the Contracting Officer.

Assign Activity codes for these activities with a Contract Changes/REA Code. Key the code values to the Contractor's numbering system. Approval to add these activities does not necessarily mean the Government accepts responsibility and therefore liability for such activities and any associated impacts to the schedule, but rather the Government recognizes such activities are appropriately added to the schedule for the purposes of maintaining a realistic and meaningful schedule. Such activities shall not be Responsibility Coded to the Government unless approved. An activity shall not have more than one Contract Changes/REA Code.

3.3.2.9 Contract Line Item (CLIN) Coding (BIDI)

Code all activities to the CLIN on the Contract Line Item Schedule to which the activity belongs. An activity shall not contain more than one CLIN Item Code. CLIN Item code all activities, even when an activity is not cost loaded.

3.3.2.10 Phase of Work Coding (PHAS)

Assign Phase of Work Code to all activities based upon the phase of work in which the activity occurs. Code activities to either a Design Phase or a Construction Phase. Code fast track design and construction phases proposed by the Contractor to allow filtering and organizing the schedule by fast track design and construction packages. If the contract specifies construction phasing with separately defined performance periods, identify a Construction Phase Code to allow filtering and organizing the schedule accordingly. Each activity shall be identified with a single project phase and have only one Phase of Work code.

3.3.2.11 Category of Work Coding (CATW)

Assign Category of Work Code to all Activities based upon the category of work to which the activity belongs. Category of Work Code must include, but is not limited to: design, design submittal, design reviews, review conferences, permits, construction submittals,construction submittal approvals, Acceptance, Procurement, Fabrication, Delivery, Weather Sensitive Installation, Non-Weather Sensitive Installation, Start-Up, Test and Turnover. Assign a Category of Work Code to each activity. Each activity shall have only one Category of Work Code.

3.3.2.12 Definable Features of Work Coding (FOW1, FOW2, FOW3)

Assign a Definable Feature of Work Code to appropriate activities based on the definable feature of work to which the activity belongs. Definable Feature of Work is defined in Specification Section 01 45 04.00 10 CONTRACTOR QUALITY CONTROL. An activity shall not have more than one Definable Feature of Work Code. Not all activities are required to be Definable Feature of Work Coded.

3.3.3 Scheduled Project Completion and Activity Calendars

The schedule interval shall extend from NTP date to the required contract completion date. The contract completion activity (End Project) shall finish based on the required contract duration in the accepted contract proposal, as adjusted for any approved contract time extensions. The first scheduled work period shall be the day after NTP is acknowledged by the Contractor. Schedule activities on a calendar to which the activity logically belongs. Activities may be assigned to a 7 day calendar when the contract assigns calendar day durations for the activity such as a Government Acceptance activity. If the Contractor intends to perform physical work less than seven days per week, schedule the associated activities on a calendar with non-work periods identified including weekends and holidays. Assign the Category of Work Code - Weather Sensitive Installation to those activities that are weather sensitive.

Original durations must account for anticipated normal adverse weather.

The Government will interpret all work periods not identified as non-work periods on each calendar as meaning the Contractor intends to perform work during those periods.

3.3.3.1 Project Start Date

The schedule shall start no earlier than the date on which the NTP was acknowledged. Include as the first activity in the project schedule an activity called "Start Project"( or NTP). The "Start Project" activity shall have an "ES" constraint date equal to the date that the NTP was acknowledged, and a zero day duration.
