Statement of Work (SOW)
Repair Roadway Sections Around East Aderholt Loop
Project Number: CZQZ 13-1036
Cannon Air Force Base, New Mexico
13 February 2015
1. OBJECTIVES: The objectives of this Work include but are not limited to:
1.1. The extent of construction is to repair both Aderholt Loop and Afterburner Road along the east side of the base. Where feasible, the geometry, signing and striping for the roads will be brought into compliance with current AASHTO and MUTCD guidelines. In general, Aderholt Loop will have the existing asphalt removed, the existing base course recompacted and new asphalt constructed. Afterburner Road will have a complete removal and replacement of the base course and asphalt. The subgrade will be scarified and recompacted, geogrid installed, 8” of granular base course and 4” of new hot mix asphalt.
1.2. Two options are included in the design:
1.2.1. Option 1 – This option would be exercised on Aderholt Loop and Afterburner Road in all locations. The line item option would provide a 2-ft wide x 12-in deep granular shoulder in lieu of graded earth shoulders.
1.2.2. Option 2 – This option would be exercised on Aderholt Loop from Station 23+63 to 33+28.
The line item would replace the base course and compact subgrade for this section of Aderholt Loop.
2. BACKGROUND: The exact ages of Aderholt Road and Afterburner Road are unknown. The Roads and Parking Lots Pavement Condition Index Survey Report dated September 2011 indicated that a large portion of Aderholt Road had a PCI rating between 71-85, indicating that the pavement has scattered low-severity distresses that require maintenance. About half of Afterburner Road had a rating of 10-25 (calling for reconstruction) and the other half had a rating of 55-70 (which is borderline between preventive maintenance and major rehabilitation). Over the course of the last several years, there has been extensive construction and redevelopment on the southeast portion of Cannon AFB. The construction brought an unusual amount of heavy construction traffic onto the roads, which have contributed to rapid deterioration of the pavement condition. Currently, portions of Aderholt Road are experiencing rutting, potholes and missing pavement. Afterburner Road is nearly undrivable with large potholes, missing pavement and pavement that has been reduced to rubble.
3. PERIOD OF PERFORMANCE: This work is to be completed in 270 calendar days (9 Months) or less after Notice to Proceed (NTP). Weekend and federal holiday work is not permitted unless otherwise approved by the Contracting Officer (CO). The Contractor shall provide written notification to the Contracting Officer (CO) fourteen (14) calendar days lead time for proposed work schedule changes. The Prime Contractor superintendent shall remain on-site at all times during construction when workers are present.

4. MEETINGS: The contractor shall attend one project kickoff meeting within one week of Notice to Proceed, or as otherwise specified by the Contracting Officer, and one post-survey briefing following the site visit. The contractor shall prepare and distribute meeting minutes from each meeting.
5. GOVERNMENT FURNISHED INFORMATION: Upon the Contractor’s request, the Government will provide electronic and/or hard copies of available documents and correspondences pertinent to the Work.
6. DELIVERABLES: The following must be provided to the designated Contracting Officer (CO) and Contracting Officer’ Representative (COR) or Program Manager (PM):
6.1. Project Schedule: Within 5 working days of notice to proceed, provide a legible project schedule in printed and PDF format for design services to include dates of anticipated site visits, team meetings, and other milestone dates.
6.2. Construction Phasing Plan: Cannon AFB requires one lane of traffic on Aderholt Loop and Afterburner Road to be maintained at all times. The contractor shall provide a construction phasing plan for the duration of construction that details traffic control, haul routes, equipment and material storage locations, etc. This phasing plan should be approved by CE and Airfield Operations, as portions of Aderholt Loop lie within the ungraded portion of the clear zones and zones of frangibility for Runways 22 and 31. Access must be maintained at all times (unless otherwise approved by the contracting officer) from Aderholt Loop to Afterburner Road, Missile Road, and Raptor Road.
6.3. Sediment and Erosion Control Plan: The contractor is responsible for preparing a Sediment and Erosion Control Plan to be approved by the Contracting Officer prior to beginning any work.
6.4. Temporary Airfield Construction Waiver: This project will require a Temporary Airfield Construction Waiver, which will require phasing and FAA notification. The POC will be MSgt Canedo (575) 784-7840. The Contractor shall submit the FAA form 7460-1 to FAA for notification. This process requires a minimum 45 days for notification to be received after initiating the request. The Contractor shall copy the email notification and status of Waiver as available. The 7460-1 form and submittal procedures are available at http://www.faa.gov/. The filing is assigned an Aeronautical Study Number for tracking purposes. To review the electronic record, go to oeaaa.faa.gov and select the Search Archives link to locate the case using the Aeronautical Study Number (ASN). Copies of the letter are available on the website with additional requirements that may require follow-up or submission of supplemental information.
After reviewing the determination, if additional assistance is required a POC will be supplied with the status of the ASN. Note: Geographic Information Systems (GIS) will be required for submission with the FAA 7460-1. It is the Contractor’s responsibility to obtain this information from a site inspection and survey. In concurrence with the FAA submission requirements, the Contractor shall coordinate scheduling of work to be in compliance with the CAFB prepared Airfield Waiver for this project to Minimize Risk for Airfield Operations.
6.5. AS-BUILT CONSTRUCTION DRAWINGS AND SPECIFICATIONS: Upon completion of construction, provide as-built drawings and specifications incorporating any departures from the original contract documents. Additionally, each page of the as-builts shall be labeled “As-Built.”

6.5.1. Electronic As-built Drawings and Specifications: Provide electronic drawing files in a format compatible with AutoCAD 2010 including all external references required to view and print the drawing files properly. Include all necessary *.ctb, *.pc3 or similar files needed to properly set line weights for printing. Drawing files should be organized in general accordance with the Department of Defense A/E/C CAD Standard (ERDC/ITL TR- 12-X) available in PDF format on many federal websites. In addition, provide drawings in PDF format for on-screen viewing and reproduction. Provide final project specifications in PDF and Microsoft WORD *.doc or *.rtf format.
6.5.2. The file naming convention and file structure shown in the As-built Submittal Guidelines shall be used in lieu of what is found in the Department of Defense A/E/C CAD Standard.
6.5.3. Hardcopy As-built Drawings and Specifications: Provide two (2) full size and two (2) half size printed copies of the as-built drawings and two (2) copies of the final specifications.
6.6. Operation and Maintenance Manuals: Provide O&M Manuals including all warranties, vendor contacts, relevant product data including proper maintenance and operation, and pertinent shop drawings describing all installed materials, systems and equipment in the project. Manuals must be organized by CSI specification sections.
6.7. GEOGRAPHIC INFORMATION SYSTEMS (GIS): All new facilities and utilities shall be located by the Contractor in an electronic format that is compatible with the current base GIS software and includes descriptive information required by the Air Force. When the Contractor is unable to provide GIS information as described, the Contractor shall notify the PM so that other arrangements can be made. In such cases, the Contractor is required to assist Air Force agents or personnel in the generation of GIS information if requested by the PM. Subject to change, the following are the basic requirements for GIS information to be delivered to the Air Force on CD:
6.7.1. DATUM – WGS84
6.7.2. Coordinate System – UTM
6.7.3. Units – Meters
6.7.4. Data in attribute Table will be SDSFIE version 2.6 Compliant
6.7.5. Shapefile Geodatabase format
