SECTION 02 41 10

ROOFING REMOVAL AND DISPOSAL

PART 1 GENERAL

1.1 SECTION INCLUDES

A. Removal and disposal of roofing materials.

1.2 REFERENCES

A. The publications listed below form a part of this specification to the extent referenced. The publications are referred to within the text by the basic designation only.

U.S. ARMY CORPS OF ENGINEERS (USACE)

EM 385-1-1; (2008; Errata 1-2010; Changes 1-3 2010; Changes 4-6 2011) Safety and Health Requirements Manual

1.3 GENERAL WORK REQUIREMENTS

A. The work includes demolition, deconstruction, salvage of identified items and materials, and removal of resulting rubbish and debris.

B. Take necessary precautions to avoid damage to existing items to remain in place, to be reused, or to remain the property of the Government. Repair or replace damaged items as approved by the Contracting Officer (CO).

C. Do not disturb existing construction beyond the extent indicated or necessary to accomplish the work.

D. Coordinate the work of this section with all other work indicated.

E. Protect electrical and mechanical equipment and services. Ensure that no elements determined to be unsafe or unstable are left unsupported. Place and secure bracing, shoring, or lateral supports as may be required as a result of any cutting, removal, deconstruction, or demolition work performed under this contract.

F. Ensure that structural elements are not weakened or overloaded. Provide new supports and reinforcement for existing construction weakened by demolition, deconstruction, or removal work. Repairs, reinforcement, or structural replacement require approval by the CO prior to performing such work.

G. Remove rubbish and debris from Government property daily, unless otherwise directed. Store materials that cannot be removed daily in dumpsters or bins located in areas approved by the CO.

H. Provide protective measures to control accumulation and migration of dust and dirt in all work areas.

Remove snow, dust, dirt, and debris from work areas daily.

I. Weather Protection: Protect building interior, materials and equipment from the weather at all times.

Where removal of existing roofing is necessary to accomplish work, have materials and workmen ready to provide adequate and temporary covering of exposed areas.

J. In the interest of occupational safety and health, perform the work in accordance with EM 385-1-1, Section 23, Demolition, and other applicable Sections.

1.4 SUBMITTALS

A. Prepare and submit a Roofing Removal Plan indicating proposed items for salvage (if any) and procedures for demolition, removal and disposal of roofing. Do not begin work until the Roofing Removal Plan has been approved by the CO. The Plan shall include the following:

1. Proposed site usage for parking, staging, storage, offices, dumpsters, trash bins, power generation, access and any other activity requiring use of the project site.

2. Proposed routes for site access and parking, and a separate haul route for deliveries and dumpster removal.

3. A detailed description of methods and equipment to be used to accomplish the work.

4. An indication of water and power requirements and sources.

5. Safety provisions planned for accident prevention. Provide procedures for safe conduct of the work in accordance with EM 385-1-1.

6. A statement affirming Contractor inspection of the existing roof deck and its suitability to perform as a safe working platform or, if inspection reveals a safety hazard to workers, state provisions for securing the safety of the workers throughout the performance of the work.

PART 2 NOT USED

PART 3 EXECUTION

3.1 EXISTING CONDITIONS

A. Before beginning any demolition or deconstruction work, examine the roof and site to determine whether conditions are acceptable for the work to commence. Do not commence the work unless all unacceptable conditions are documented and corrected.

B. Observe and record existing conditions in the presence of the CO. Digital photographs labeled and keyed to a roof plan are be acceptable as a record of existing conditions. Include in the record possible conflicting electrical conduits, plumbing lines, alarms systems, the location and extent of existing cracks and other damage and description of adjacent surface conditions that exist prior to before starting work.

3.2 PROTECTION OF PERSONNEL

A. During the work, continuously evaluate the conditions and take immediate action to protect all personnel working in and around the project site.

3.3 COORDINATION OF OUTAGES AND CLOSURES

A. Notify the CO at least two weeks prior to any utility outages. No outages are permitted without the expressed approval of the CO.

B. Notify the CO at least two weeks prior to any closure of any part of the project site or facility. No closures are permitted without expressed approval of the CO.

3.4 ROOFING REMOVAL

A. Remove existing roof system and associated components in their entirety down to existing roof deck. Do not damage or penetrate the roof deck unnecessarily.

B. Coordinate the work to minimize building exposure to the elements between roof demolition and new temporary or permanent roof installation. Remove only as much roofing as can be temporarily or permanently replaced the same work day.

C. Convey all removed roofing materials from the building roof to the ground or directly to a dumpster via one or more chutes. Chutes shall be structurally sound, secured against wind and movement, and covered to minimize dust release. Convey materials to chutes and dumpsters via wheelbarrows or other equipment such that debris and dust do not spread beyond the immediate work area.

D. Enclose the work area including chutes, dumpsters and trash bins with 6’ chain link fencing with opaque screens. Temporary fencing shall be secured adequately to withstand typical wind loads.

3.5 TEMPORARY ROOFING

A. Install temporary roofing and flashing as necessary to maintain a watertight condition until new roofing can be installed.

3.6 SALVAGED MATERIALS AND EQUIPMENT

A. Remove materials and equipment identified in the approved Roofing Removal Plan that will remain the property of the Government and deliver to a storage site approved by the CO. Remove and store items remaining property of the Government in a manner to prevent damage. Items damaged during removal or storage must be repaired or replaced to match existing items. Properly identify the contents of storage containers.

B. Remove materials and equipment identified in the approved Roofing Removal Plan as property of the Contractor from Government property before completion of the contract. On site sales of salvaged material is prohibited.

C. Transport and dispose of all debris, rubbish, scrap, and other non-salvageable materials in compliance with all applicable federal, state and local regulations.
