QUESTIONS AND ANSWERS

Q: Does the contractor have to take the flight‐line driver's license SBT?

A: No. In accordance with Section 1.2.3 of the PWS “A flight line driver’s license is not required. However the contractor is required to ‘obtain a valid government driver's license for on-base response’." This is in reference to a Government Owned Vehicle (GOV) license that will be issued by the government after award. As the ambulance is considered a "specialty" vehicle by the USAF it requires a GOV license to operate while on the installation. Although no "specialty" license is required for an ambulance in the civilian sector, we still accomplish training/orientation upon arrival to the duty section and then complete the forms to acquire a GOV license.

Q: Will the paramedics respond to base housing?

A: In accordance with Section 1.2.2 of the PWS “The paramedics will respond to calls within Moody AFB jurisdiction which includes the main base, Grand Bay, Quiet Pines Housing and Magnolia Grove Housing.” The Azalea Commons housing area falls under the jurisdiction of a different entity.

Q: What if some areas exceed 12 minute response time? Do you have a geographic response area?

A: The Aggregate Response Time (ART) of 12 minutes is feasible in all areas within Moody AFB jurisdiction and would be the standard despite any set geographical response area. Para. 1.2.4. explains this standard is to be met for 90% of the calls. Also, this is a standard set by the Department of Defense (DOD) (Reference: DODD 6055.06 table E3.T1.).

Q: Can you please tell me if this is a new requirement? If not, who is the incumbent, what is the contract number and what was amount awarded for the last Paramedic Services contract at Moody AFB?

A: This is not a new requirement, but a recurring requirement. The current contract is FA4830-12-C-2016 and was awarded to Glocoms, Inc. in the amount of $1,041,213.60.

Q: Can you provide the number of Paramedics required to be on duty at any given time?

A: In accordance with Section 4.5.1 of the PWS “The Contractor shall maintain services twenty-four (24) hours/day; 365 days/year.” As such there is not a minimum number of Paramedics, but this standard must be met. Please note, Paragraph 3.2 of the PWS states that dormitory capabilities will be for the total number of 1 employee.

Q: Please provide the SCA Wage Determination code being used for these positions A: Wage Determination No.: 2015-2131 applies. See Attachment 2 of solicitation.

Q: Does the government pay for fuel for the Ambulance service(s)?

A: Yes, fuel for the ambulance is not the responsibility of the Contractor and is not listed as such in the PWS.

Q: Who is responsible to bill the Medical Insurance Company or patient for Ambulance service(s)?

A: This is not the responsibility of the Contractor and as such is not listed in the PWS.

Q: How many calls are received yearly for Ambulance services?

A: Average number of calls range from 140 to 150 a year.

Q: Who is responsible for providing liability insurance?

A: The company provides insurance for its own staff members. i.e. the contracted paramedic is held liable under their company’s insurance. This requirement will be reflected in an upcoming amendment to the PWS.

Q: The Performance Work Statement does not specify how many ambulances are required. Is there a requirement for 1 ambulance and to have an ambulance on call?

A: In accordance with Section 3.3.4 “The Contractor shall have use of a Government-supplied modular ambulance for emergency response…” As such, the Contractor is not required to provide ambulances.

Q: Will the Air Force be providing needed narcotics under a procurement plan with the on-base hospital or will we have to use our medical directors DEA license to procure needed narcotics for ALS care through our own vendor?

A: IAW Paragraph 1.2.8 of the PWS, the ambulance will be stocked with Military Treatment Facility (MTF) supplied according to the established policy. Further, Paragraph 3.3.1 states that the MTF will provide both medical and non-medical supplies commonly used in the facility for the care and management of patients.

Q: What shifts do the EMTs who will be working as the paramedics partners work at the MTF? This will help us determine the shift rotations for our paramedics.

A: Currently the military staff member (the paramedic's partner) are working 24 hour shifts (0800-0800).

Q: Item II(a) of page 51 in the RFP states that "For the purpose of this solicitation, relevancy is defined as performance of Paramedic services similar in scope to this requirement with a period of performance of at least (1) year of full-time experience." This language seems to be similar to employment requirements of paramedics. Will the government please clarify if the past performance entry must have been executed for at least a year or if the Paramedics contracted had at least a year of experience to be considered relevant in the Past Performance entry?

A: Para 1.3.3 of the PWS will be changed to read: “Experience. One (1) year of full-time experience having performed as a paramedic within the last three (3) years.” in the upcoming amendment.

Q: If there is a hospital diversion or alternate ER required can my company have the rights to transport the clients to the alternate facility?

A: No, the government will retain the right to transport to an alternate facility.

Q: Do we have rights for all transports needed by my paramedic service?

A: No, the government will determine transports needed.

Q: What is the level hospital at Moody AFB?

A: Moody AFB has a Medical Clinic with its own Lab, Radiology, and Pharmacy. If approved during the normal business hours (Mon-Fri; 0730-1630), a call may be taken to the clinic if accepted by the On-Call Provider, otherwise the patient will be taken to the closest facility.

Q: Paragraph 1.3.5 of the PWS (Driving Skills) notes that Qualification documents that demonstrate the qualifications of each paramedic…must demonstrate that the qualifications of each paramedic submitted meets all 'Contractor Qualifications'…a "Certificate/license [shall be] provided at time of award." Will the government please specify the documentation offerors must provide to meet this requirement for proposal submission purposes?

A: The qualification documents can be a statement from the contractor that the paramedic that the offeror intends to use meets the requirements of 1.3.5. or any other documentation from the offeror that would demonstrate that requirements of Section 1.3.5 is met.

Q: Paragraph 1.3.6 of the PWS (Physical Abilities) is described as "The paramedic must be able to run 100 yards and lift 175 lbs with assistance. Verification provided at time of award or prior to replacement employee start date." Will the government please specify the documentation offerors must provide to meet this requirement for proposal submission purposes?

A: A statement confirming that the paramedic is capable of running 100 yards and lifting 175lbs with assistance will meet this requirement.
