Paramedics Solicitation
FA4830-17-R-0001
QUESTIONS AND ANSWERS
Q: Does the contractor have to take the flight‐line driver's license SBT?
A: The paramedics do not need a flight line driver's license so they shouldn't have to take that course. The original questions seems to be over para 1.2.3 "Shall obtain a valid government driver's license for on-base response," This is not in reference to a flight line license but instead to a Government Owned Vehicle (GOV) license issued by the Trans Squadron. As the ambulance is considered a "specialty" vehicle by the USAF it requires a GOV license to operate while on the installation. Although no "specialty" license is required for an ambulance in the civilian sector, we still accomplish training/orientation upon arrival to the duty section and then complete the forms to acquire a GOV license.
Q: Will the paramedics respond to base housing?
A: The paramedics do respond to base housing but NOT any geographical area, just Magnolia Grove and Quiet Pines. We respond to the calls as they are dispatched to us. Lowndes County Emergency Dispatch will patch over any 911 calls that our within our jurisdiction to our Fire/SFS dispatchers (I believe they utilize a MOU for this). Sometimes this leaves a lot of grey area out there (ex: intersections become cloudy or if there is a new dispatcher who is not familiar with the rules). But either way we go where we are called to; with that being said our "jurisdiction" lies within Moody AFB, Grand Bay, Quiet Pines Housing, and Magnolia Grove Housing.
Q: Won’t Some areas will exceed 12 minute response time? Do you have a geographic response area?
A: The Aggregate Response Time (ART) of 12 mins is feasible in all areas and would be the standard despite any set geographical response area. We have gone from asleep to responding to the furthest house in Quiet Pines (via the main gate because it is the only gate open at night) in less than 10 minutes. Another two addendums to this are: 1. to note that the ART standard is not asked to be met 100% of the time, just 90% of the time; 2. This is not a standard set by Moody AFB or even USAF, it is a standard set by the DOD (Reference: DODD 6055.06 table E3.T1.).
Q: Can you please tell me if this is a new requirement? If not, who is the incumbent, what is the contract number and what was amount awarded for the last Paramedic Services contract at Moody AFB?
A: This is not a new requirement, but a recurring requirement. The current contract is FA4830-12-C-2016, awarded to Glocoms, Inc. in the amount of $1,041,213.60 Q: Can you provide the number of Paramedics required to be on duty at any given time?
A: We will have 1 paramedic on shift at any given time.
Q: Are there currently any vacancies?
A: No, we do not have any vacancies.
Q: Please provide the SCA Wage Determination code being used for these positions A: Wage Determination No.: 2015-2131. See Attachment 2 of solicitation.
Q: Does the government pay for fuel for the Ambulance service(s)?
A: Yes, but the awardee is still expected to maintain the government provided (GOV) ambulance according to local policy ensuring preparedness and availability for immediate response. A local checklist will be provided for daily/monthly checks. (See PWS Para. 1.2.3) Q: Who is responsible to bill the Medical Insurance Company or patient for Ambulance service(s)?
A: This is dealt with internally, the contractor will only invoice for monthly services on the contract and will not deal with insurance costs. IAW para. 1.2.7. of the PWS, the paramedic Provides/documents and completes patient exam on approved forms; provides verbal/written reports to receiving physician and medical facility. Performs documentation audit after each response is complete, to ensure documentation compliance with peer review standards. Peer reviews are conducted after each ambulance run. The results which are reviewed for trends and appropriate feedback will be sent to the contractor via the Contracting Officer Representative (COR).
Q: How many calls are received yearly for Ambulance services?
A: Average number of calls range from 215-250 a year or in other words 0.6 to 0.7 calls a day. Approximately 17.9 to 20.8 calls a month.
Q: Who is responsible for providing liability insurance?
A: The company provides insurance for its own staff members. ie. the contracted paramedic is held liable under his companies insurance.
Q: The Performance Work Statement does not specify how many ambulances are required. Is there a requirement for 1 ambulance and to have an ambulance on call?
A: The government will provide the ambulance(s).
Q: I did not see an outlined position in the DRAFT Performance Work Statement for Paramedics at Moody AFB regarding narcotics control. Will the Air Force be providing needed narcotics under a procurement plan with the on base hospital or will we have to use our medical directors DEA license to procure needed narcotics for ALS care through our own vendor?
A: The award recipient will provide the narcotics with their DEA license through their own vendor.
Q: What shifts do the EMTs who will be working as the paramedics partners work at the MTF? This will help us determine the shift rotations for our paramedics.
A: Currently the military staff member (the paramedic's partner) are working 24hr shifts (0800-0800). We cannot mandate what shifts the paramedics work, but if the shift change time can change as needed.
Q: Item II(a) of page 51 in the RFP states that "For the purpose of this solicitation, relevancy is defined as performance of Paramedic services similar in scope to this requirement with a period of performance of at least (1) year of full-time experience." This language seems to be similar to employment requirements of paramedics. Will the government please clarify if the past performance entry must have been executed for at least a year or if the Paramedics contracted had at least a year of experience to be considered relevant in the Past Performance entry?
A: It is not one year of experience; It is one year of "FULL TIME" experience AND THREE years of being a paramedic. We would ask that the one year of "FULL TIME" experience was done during a recertification period (every two yrs).
Q: If there is a hospital diversion or alternate ER required can my company have the rights to transport the clients to the alternate facility?
A: The Ambulances will transport members to the nearest hospital available, if diverted to a different facility the paramedics can change their accepting facility as long as it is closer than the facility they were diverted too.
Q: Do we have rights for all transports needed by my paramedic service?
A: No, we will only handle transports from Moody AFB to another facility.
Q: What is the level hospital at Moody AFB?
A: Moody AFB has a Medical Clinic with its own Lab, Radiology, and Pharmacy. If approved during the normal business hours (Mon-Fri; 0730-1630), A call may be taken to the clinic if accepted by the On-Call Provider otherwise the patient will be taken to the closest facility.
Q: Paragraph 1.3.5 of the PWS (Driving Skills) notes that Qualification documents that demonstrate the qualifications of each paramedic…must demonstrate that the qualifications of each paramedic submitted meets all 'Contractor Qualifications'…a "Certificate/license [shall be] provided at time of award." Will the government please specify the documentation offerors must provide to meet this requirement for proposal submission purposes?
A: The paramedics will need a current driver's license, once assigned they will be trained/processed for a GOV license (provided by the base).
Q: Paragraph 1.3.6 of the PWS (Physical Abilities) is described as "The paramedic must be able to run 100 yards and lift 175 lbs with assistance. Verification provided at time of award or prior to replacement employee start date." Will the government please specify the documentation offerors must provide to meet this requirement for proposal submission purposes?
A: A Doctor’s note with a date not before 30 January 2016 will meet with documentation requirement.
