INSTRUCTIONS TO OFFERORS – COMMERCIAL ITEMS (FEB 2012) LOCAL
INSTRUCTION
I. GENERAL. These instructions prescribe the format of the proposal and describe the approach for the development and presentation of proposal data. These instructions are designed to ensure the submission of necessary information and to provide for the understanding and comprehensive evaluation of proposals. Carefully review this section and its relationship to Section M prior to commencing proposal preparation. All solicitation amendments must be acknowledged in accordance with FAR 52.212-1, Instruction to Offerors—Commercial Items.
(a) The proposal must be completed and returned to the address shown in block 9 of the standard form 1449, PRIOR to the exact time set for receipt of proposals. The envelope used in submitting your reply must be plainly marked with the solicitation number, address, the date, and local time set forth for receipt of proposals in the solicitation document. The envelope should also be marked “Attn: Base Services Flight.”
(b) The Offeror's proposal shall consist of two (2) separate volumes:
(1) Volume 1(a), all requirements outlined in FAR 52.212-1, plus the following:
i. Completed “Offeror” portion, with contractor information in block 17a including CAGE code in “CODE” block. An official having the authority to contractually bind the company must sign and date the SF 1449 in accordance with FAR 4.102. Review FAR 4.102 for the correct signatures for individuals, partnerships, corporations, joint ventures and agents.
ii. Completion of all provisions in Section K of this solicitation (provide those not in ORCA or those only applicable to this solicitation)
iii. Completion of the SF LLL, Disclosure of Lobbying Activities attached to this solicitation
iv. Completion of the Contractor Information sheet attached to this solicitation
v. Completion of the Insurance Certificate attached to this solicitation
vi. Completion of DD Form 254 attached to this solicitation
vii. Completion of the Pricing Table attached to this solicitation
(2) Volume 1(b), Cost/Price: Offerors shall include:
i. SF 1449- Section B – Complete the Pricing Schedule. NOTE: Ensure a dollar value is entered under
“UNIT PRICE”, multiplied by the “QUANTITY” and the total entered under “AMOUNT”, as seen in the following example:

ii. Cost/Price Information: The Government is not requesting certified cost or pricing data.
Offerors shall include in their proposal sufficient cost/price information that will enable the government to perform an evaluation in accordance with FAR Part 15. The cost/price information shall be submitted in typed format for legibility.
iii. Pricing Table: The Contractor shall submit unit prices for each item listed in Attachment 4, Pricing Table, for the base period and all option periods. The total annual price for each period is the sum of the extended prices for all Product IDs. The totals for the base period and all option periods will be added together to arrive at each offeror’s total price for Attachment 4.
iv. The Government may determine an offer unacceptable if the proposed prices are materially unbalanced, which is defined as significantly understated or overstated in relation to the actual cost of the item or when the price is determined not to be fair and reasonable. Overall, the evaluation of cost will be based on a summation of cost on CLINs 0001, 1001, 2001, 3001 and 4001 plus the offeror’s total price for Attachment 4, Pricing Table. CLINs 0002, 1002, 2002, 3002 and 4002 will not have an effect on the pricing evaluation and will be evaluated at $0.00. Do not submit pricing for these CLINs.

2. Must be submitted both in hardcopy and on disk in an accessible Excel spreadsheet. You may also submit in Portable Document Format (PDF).
3. Ensure the disk submitted with the proposal is identical to the printed copies. If a discrepancy exits between the information contained on the disk and the printed copy, the printed copy will prevail.
4. Label all disks identifying the Offeror's name, the solicitation number (amendment number, if applicable), and date submitted. The outside of the package containing the disk must be labeled and identified as containing “Electronic Media” to avoid magnetic field damage.
(3) Volume 2, Technical and Past Performance:
i. Technical Approach: Offerors must submit a technical approach that will demonstrate a complete and realistic plan to meet the requirements of each Performance Objective listed in paragraph 2.1, Services Summary (SS-1 through SS-12), of the Performance Work Statement, specifically addressing each threshold within the Performance Objective. The offeror shall cite applicable Directives and Publications used for each Performance Objective.
ii. Past Performance: The contractor shall submit evidence of any recent and relevant contracts performed for base telecommunication service in the last six years. For the purpose of this solicitation, recency is performance occurring within the last six (6) years from the period of the solicitation release date. Within this period, performance occurring later in the period may have greater significance than work occurring earlier in the period. For example, performance information for work occurring during June 2013 may have greater importance than performance information for work occurring during June 2010. For the purpose of this solicitation, relevancy is defined as performance of base telecommunication service. The submission shall include email addresses and phone numbers of points of contact that were responsible for evaluating the contract performance, the contract number, the period of performance, and a brief description of the work performed which will demonstrate relevancy. This submission can be in the form of CPARS or any format providing that it includes the aforementioned documentation

SECTION M - EVALUATION FACTORS FOR AWARD
The following have been modified:

EVALUATION - COMMERCIAL ITEMS (JAN 1999) LOCAL INSTRUCTION
(Note: Provision has been tailored to reflect Agency requirements, as prescribed by 12.301(c))
For the purposes of award, offers will be evaluated based on the following criteria:
BASIS FOR CONTRACT AWARD
1. Award will be made based on the Lowest Price Technically Acceptable offer, meaning award will be made to the lowest evaluated priced proposal meeting or exceeding acceptability standards for non-price factors.
2. While the Government and the Contracting Officer will strive for maximum objectivity, the evaluation process, by its nature, is subjective and therefore, professional judgment is implicit throughout the entire evaluation process.
3. The Government intends to evaluate proposals and award a contract without discussions (except clarifications as described in FAR 15.306(a)). Therefore, the offeror's initial proposal should contain the offeror's best terms from a cost or price standpoint. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary.
4. The Government reserves the right to reject any or all offers if such action is in the Government's best interests.
5. The government shall review the three (3) lowest priced proposals first. If all three (3) of these proposals are found to be technically acceptable, with acceptable past performance, the lowest technically acceptable proposal will be selected as the proposal that represents the best value to the government. If any of these three (3) proposals are found to be technically unacceptable, or have unacceptable past performance, then the government will continue to review the proposals from the next lowest priced proposal until three technically acceptable proposals, with acceptable past performance, have been found or all proposals have been reviewed.
EVALUATION CRITERIA
I. Price Evaluation:
(a) To determine price, Contract Line Item Numbers (CLINs) 0001, 1001, 2001, 3001and 4001 and the offeror’s total price for Attachment 4, Pricing Table, will be added together. CLINs 0002, 1002, 2002, 3002 and 4002 will not have an effect on the pricing evauation and will be evaluated at $0.00. A 6-month extension will be evaluated based on a 6-month total of CLIN 4001. Then, the price and calculated extension amount will be added together to determine an offeror’s total evaluated price. This price will then be evaluated to determine whether an offeror’s proposed prices are realistic in relation to the solicitation requirements, the Government’s independent cost estimate, and prices received through competition under this solicitation.
(b) The Government will use various price analysis techniques and procedures to ensure a fair and reasonable price. It is expected that the competitive nature of this acquisition will drive price reasonableness and fairness; however, the Government reserves the right, if it deems appropriate, to make these determinations by means of one or more price analysis techniques in FAR 15.404-1
(c) The Contracting Officer has determined there is a high probability of adequate price competition in this acquisition. Upon examination of the initial offers, the Contracting Officer will review this determination and if, in the Contracting Officer’s opinion, adequate price competition exists, no additional cost/price information will be requested. However, if at any time during this competition the Contracting Officer determines that adequate price competition no longer exists, offerors may be required to submit information to the extent necessary for the Contracting Officer to determine the reasonableness of price.
II. Technical:
(a) Technical Evaluation: The offeror’s technical approach demonstrating a complete and realistic plan to meet the requirements of each performance objective listed in paragraph 2.0, Service Delivery Summary Table, of the PWS will be evaluated. Offeror’s must also demonstrate a clear understanding of the Directives and Publications required to perform the services listed in the PWS. Include the applicable Directives and Publications for each Service Summary.
(b) Technical Rating: The technical rating provides an assessment of the offeror’s Technical Approach.
The offeror will receive an Acceptable or Unacceptable rating as indicated in the following table:

III. Past/Present Performance Evaluation:
(a) In assessing performance, the evaluator may: (1) use data obtained from Air Force automated Past Performance Data Bases (i.e. CPARS and PPIRS); (2) use data provided by the offeror or obtained from other sources (questionnaires); (3) use data independently obtained from other sources; (4) rely upon personal business experience with the offeror; (5) consider any information the offeror submits which explains any problems encountered on the identified contracts and the offeror's corrective actions; The Government reserves the right to obtain and evaluate past/present performance information from any source it deems appropriate.
(b) Past performance will be rated on an “acceptable” or “unacceptable” basis using the table below. In the case of an offeror without a record of recent, relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance. Therefore, the offeror will be determined to have unknown past performance, and the contractor will be considered acceptable. An offeror may be given the opportunity to clarify certain aspects of their proposals (i.e. the relevance of an offeror's past performance information, as related to this acquisition, adverse past performance information to which the offeror has not previously had an opportunity to respond or to resolve minor clerical errors).
Past Performance Evaluation Ratings Rating Description Acceptable Based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown.
Unacceptable Based on the offeror’s performance record, the Government has no reasonable expectation that the offeror will be able to successfully perform the required effort.
(c) Recency and Relevancy: The government will consider the recency and relevancy of the performance information as defined in MDY ADM-1.
