BTS Questions and Answers

This attachment contains questions and answers regarding this Request for Proposal (RFP). This document does not change the terms in the solicitation unless provided by amendment to the RFP.

1. Please clarify whether a password protected dial back modem is or is not allowed for remote monitoring of telephone switches (DCO MSL 100, RST00, and RST01. (Ref 4.3) The switch cannot to be monitored remotely.

2. Please clarify whether RS00 and RS01 located in Buildings 803 and 1528 are Meridian MSL 100 Telephone Switches. (Ref. 5.2.3.1) RST01 and RST02 are both MSL100 switches. They get their outside connection via the MSL in the DCO.

3. Please clarify whether the BTS contractor is solely responsible for periodic backup generator and Uninterrupted Power Supply (UPS) tests or are these tests conducted in conjunction with Civil Engineering personnel. (Ref. 1.3.4.1)? Why are these tests not included in the SDS?

The contractor is not responsible for testing power generators. However, the contractor is responsible for maintaining the battery back-ups for the MSL100

4. 1.3.1 states that employees shall be trained and proficient to perform services. Clarify whether personnel are required to be formally trained and certified in VoIP, Certified MSL 100 Switch Techs or by the state of Georgia as Telecommunications Technicians. (Ref.

4.6.3.3).

The switch technician must be certified in MSL 100. Currently a certification in VoIP is not required. A Georgia Telecommunications License is not required.

5. Clarify what is involved with and how long does it take to validate the electronic CVC file submittal process IAW 5.7.2? Will paper drawings/markups still be required after electronic file submittal verification?

CVC file submittal processing time is unknown at this time. Paper drawings/copies will still need to be maintained.

6. Is a Government provided automated work order system available? Will the BTS contractor be required to generate all work orders? (Ref. 1.4.1)?

Yes. REMEDY is currently being used to track work requests. The contractor will obtain the work order from REMEDY or the COR and through a contractor provided form price out the work order for approval.

7. What records management system will be required? (Ref. 1.3.13 & 4.16) The contractor will provide a system accesible to the government for maintaining records.

8. Will COR approve work orders up to $2,000? (Ref. 1.4.1.2)?

Yes. The COR will approve work orders under $2000 with the exception of work orders with non pre-priced items (PWS para 1.4.1.1.2.2)

9. Confirm that GPS data collection equipment provided by the BTS contractor must be capable of downloading files into a computer file directly without the use of flash drive medium and saved to a CD for uploading to the CVC database and submittal to the CISR Manager. (Ref 5.9.4) This is correct

10. Please review and confirm the equipment and materials listed in 5.2.2.1 through 5.2.2.6 are or are not Contractor-Furnished Equipment (CFE)/Contractor-Furnished Material (CFM) as identified in 5.2.2 Contractor-Furnished Equipment (CFE)/Contractor-Furnished Materials (CFM). As 5.2.2 is presently written, all the equipment and materials in the Dial Central Office is identified as Contractor-Furnished Equipment (CFE)/Contractor-Furnished Material (CFM).

11. 5.6.1.2 Other Air Force Documents is incorporated by reference; can a full text document be incorporated?

12. Please review and confirm the Attachment 3 Davis Bacon Wage Determination GA130012 is appropriate for telecommunications work.

Yes. This wage determination is used when under road boring or trenching is conducted.

13. Section L (3)i Technical Approach ask that we submit a realistic approach to each Performance Objective listed in paragraph 2.1 Services Summary (SS-1 through SS-17).

The Service Delivery Summary is identified in 2.0 and only has SS-1 through SS-12.

Where are the other five (5) Service Delivery Summary items located?

14. Some of the pricing table items in both the A & B and C & D tables do not calculate properly once a purchase or install price has been entered. Should we leave the table as is in order for all bidders to be using the same format?

See updated Pricing Table in Amendment 0002. All offerors shall use the same table.
