This attachment contains questions and answers regarding this Request for Quote (RFQ). This document does not change the terms in the solicitation unless provided by amendment to the RFQ.
1) The RFQ states that evaluation will be on both price and past performance. However, the included FAR clause 52.217‐5 Evaluation Options does not require past performance:
52.217-5 Evaluation of Options.
As prescribed in 17.208(c), insert a provision substantially the same as the following:
Evaluation of Options (July 1990)
Except when it is determined in accordance with FAR 17.206(b) not to be in the Government’s best interests, the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the option(s).
(End of provision)
A: The provision addresses how the Government will address option year prices, and that all option year prices submitted will be factored into price evaluations to determine the best value to the government.
2) What does the bidder need to submit to meet the past performance requirement?
A: The contractor may submit any contracts that are relevant with contact information for a point of contact regarding said contract.
3) The RFQ states that “Quotations shall also contain all other documentation specified herein.” What other documentation is required and in what format does the government request documentation to be submitted (i.e. word, pdf, excel)? Is there a Standard Form, that should be returned with the quote?
A: The other documentation includes responses to all representations and certifications and any past performance information. There is not a standard form to provide back with this RFQ.
4) Is this RFQ to be considered a continuation of the solicitation (FA4830‐12‐R‐0021) that was released last year?
A: No, solicitation FA4830-12-R-0021 has been cancelled.
5) Please clarify that the required quotation documentation is different from the required solicitation (FA4830‐12‐R‐0021) documentation and is limited to the following:
A: There is no relation between solicitation RFP FA4830-12-R-0021 and the current RFQ FA4830-13-Q-0042. The contractor shall provide information as requested in the RFQ only at this time.

A: Price Schedule and Past Performance information
14) Will a SF1449 form be released to be signed by the offeror and submitted with the offeror's Proposal?
A: No
15) Is a copy of the offeror's Certifications and Representations required with the submission of the offeror's proposal?
A: Yes, or the applicable paragraph in FAR provision 52.212-3 if the contractor’s Reps and Certs are in ORCA
16) CLIN 0002,0003,0004,0006 and their applicable option years ask for an hourly rate for Cook I, Cook II, Salad Prep, and Baker. Is it to be assumed that these rates are based off of, for example on CLIN 0002, one cook for one hour? Or is it to be based off of a staff of cooks for one hour to support the projected headcount provided in Appendix B? This differentiation greatly affects the hourly loaded rate for these CLIN lines.
A: One cook per hour
17) CLIN 0005 and it's respectable option years - is this to be interpreted as the time other than normal serving hours? For example, supporting a 24 extended services request? In addition, is it to be assumed that this hourly rate is for a full staff per hour? Is this CLIN considered a contingency CLIN where contingency cooks would be applicable?
A: This is time other than normal serving hours. This hourly rate is a per person per hour rate based on Appendix A of the Collective Bargaining Agreement (CBA) Supplemental Agreement. This is a contingency CLIN.
