This attachment contains questions and answers regarding this Request for Quote (RFQ). This document does not change the terms in the solicitation unless provided by amendment to the RFQ.
1. QUESTION: Will there be and how should the executed proposal documents be sent? I.E. SF 1449, Amendments, etc… A: This is a Request for Quote. Use the posted pricing schedule to submit pricing and past performance information along with any provisions that require submittal. Contractor quotes may be emailed in accordance with the RFQ instructions.
2. QUESTION: Is the incumbent employees covered under a more current Collective Bargaining Agreement? If so, will the government please provide it to the offers? The CBA economic terms were last effective October 2010. Using one this old will lead to quotes being underpriced and would require significant price adjustments after award.
A: There is no incumbent contractor for the mess attendant services. See Attachment 2 – Collective Bargaining Agreement (CBA) Documents. Supplemental Agreement dated 17th of August 2012, gives wage rates effective October 1, 2012.
3. QUESTION: Will the contractor be required to provide any vehicles in connection with the work being performed under any service in the PWS?
A: No
4. QUESTION: Who assigned the schedules and tasks for contingency cooks?
A: See attachment 1 – Performance Work Statement (PWS) paragraph 1.3.3.1 Contingency/Emergency Services, as well as the following subparagraphs associated with contingency services.
5. QUESTION: The PWS requires the contract employees to perform Subsistence and Material Handling. The CBA does not show a wage category for storeroom duties. Can we use a SCA Wage Determination rate for these service requirements? What is the full description of the subsistence handling duties? I.E. will they receive, inspect, off load and put away subsistence? Will they require a forklift license?
A: See PWS paragraph 1.3.4.3 Subsistence and Material Handling. Only what is stated in the PWS is required by the contractor. There are no forklift license requirements.
6. QUESTION: When government provided equipment is broken and is vital to completing a contract task will the government exempt that task from being done unless they provide an alternate means to completing the task?
A: Coordination with the dining facility manager will be necessary dependent upon each individual circumstance. The contractor is not responsible for repairs to any equipment not properly functioning.
7. QUESTION: Will the government require company logos on the uniforms? Does the contract have to pay for the steel toed shoes or is the employee’s responsibility? It is not addressed in the CBA. DOL and OSHO only requires the employer to pay if the shoes/boots have to meet a specific task requirement and are not commonly worn off duty and remains at the job site.
A: See Appendix F of the PWS. The government does not require company logos on the uniforms.
8. QUESTION: Is there internet access for the contractor’s use at the Moody AFB facilities? Are the internet service providers that the contractor can use at the Moody AFB facilities?
A: Please see paragraphs 3.4.1 and associated subparagraphs of the PWS. Contractors shall furnish their own commercial telephone line/internet service, if necessary. Contractors shall work through the 23d Communications Squadron, Moody AFB to establish these services.
