1. Reference: FAR Clause 52-222-17 (page 37), Nondisplacement of Qualified Workers; and Addendum to FAR 52.212-1, Instructions to Offerors Para. G.b Volume II Technical Proposal, Staffing Approach item ii) (page 49)
Question: FAR Clause 52.222-17 requires the contractor to hire qualified incumbent workers, while item ii) of the staffing approach requires offerors to present ASE certification of our proposed personnel. Since we do not have access to the current staff, it seems like these two requirements are in conflict. Please clarify.

Question: Does the current workforce meet the ASE certification/experience requirement?
Answer: Changes to Solicitation ADDEDUM 52.212-2 B.2.d
b. Question: Can you provide the total number of Labor hours included annually?
Answer: min manning of 4x52wksx40hrs=8320 Total hours
c. Reference: PWS Para. 4.1.3, Minimum Staffing Levels (page 17)
Question: Historically has four technicians been sufficient to provide the services under this contract?
Answer: This is a performance based contract. Previous contracts never has a minimum manning levels.
2. Reference: PWS Para. 1.1.8, “Paint Complete” (page 4)
Question: Please provide a list of vehicle by year for the last three years that have been painted so proposers can get an idea of the extent of heavy equipment being painted.
Answer: See Appendix A, Paragraph 1.8

Question: Please confirm that these complete paints are to be included in the offeror’s fixed price.
Answer: Yes

Question: is the contractor permitted to use Government vehicles to transport equipment to be painted?
Answer: Yes
b. Reference PWS paragraph 1.1.8. Please provide a schedule of all vehicles with appropriate details (type, year, make, model, etc.) and when each of them is due for this “paint complete” from front bumper to rear bumper. This will enable offerors to properly estimate costs for vehicles to be painted within all performance periods.
Answer: Yes, There is not a set schedule. Vehicles are selected based upon the need for corrosion control and maintaining satisfactory appearances.
4. Reference PWS paragraph 1.1.8. Is there a paint booth on the installation the contractor may use?
Answer: No
5. Reference PWS paragraph 1.1.8. Who pays for the supplies used for painting? The contractor or the government?
Answer: Contractor, unless it is being painted due to Abuse.
6. Reference PWS paragraph 1.1.8. Please provide the name of the vendor who currently paints the vehicles.
Answer: Contractors choice of vendor as long as the work conforms with the PWS.
7. Ref: PWS pg. 5, par. 1.1.8 Since the contractor is to “paint complete” up to 10% of the vehicle fleet per year and in order to properly price this, will the government provide a list of vehicles (type year and such) painted each year for the the last 5 years?
Answer: See Appendix A, Paragraph 1.8
8. Reference: PWS Para. 3.5.3, Contractor Tools (page 16)
Question: Is it the Government’s intent that the contractor (as opposed to the mechanic that is customary in the fleet maintenance business) furnish the tools listed in TE 8?
Answer: Contractor is responsible that these tools are available to perform work indicated in the PWS. The contractor is just the responsible party to ensure employees have and maintain proper toolsets required. The contractor/mechanic will need to provide any tool required to accomplish repairs that are not listed in TE 5.
a. Question: Reference Technical Exhibit 8, Contractor furnished Material - Tool Box Inventory.
Who pays for the cost of these items, specifically the tool boxes and the hand tools? The contractor or the government?
Answer: The contractor is responsible for providing the tool boxes and hand tools for their employees. Technical Exhibit 8 is a guideline for tools that will be needed to maintain the Fleet. The only tools being provided are listed in Technical Exhibit 5.
b. Reference: PWS Para. 3.5.3, Contractor Tools (page 16)
Question: Please confirm that the tools listed in TE 8 need to be provided for EACH mechanic.
Answer: Contractor is responsible that these tools are available to perform work indicated in the PWS. Each mechanic should be issued an Individual Tool Kit. TE 8 is a well thought out suggestion of what tools will be needed to meet the requirements of the contract for each mechanic. Concerning the tools listed in TE 8, the specific tools are not required and the list may not be all inclusive for tools that will be needed. Ultimately the contractor is responsible for providing all tools necessary to complete repairs except for items identified in TE-5. If the contractor would like to set up a Central tool kit in the shop for special or rarely used tools that is acceptable as well.
c. Reference: PWS Para. 3.5.3, Contractor Tools (page 16)
Question: Does the incumbent mechanics furnish their own tools per the specification?
Answer: Contractor is responsible that these tools are available to perform work indicated in the PWS.
d. Reference: Technical Exhibit 1, Government Furnished Equipment
Question: Other than hand tools, is there any shop tools and equipment that is furnished by the current contractor?
Answer: Yes, a battery tester.
9. Reference: Appendix A, Para. 1.1 (page 27)
Question: Please provide a listing of the 62 items of non-registered equipment to be maintained.
Answer: Amendment 3, TE 10.
10. Reference: Appendix A, Para. 1.8 (page 28)
Question: Please confirm that the amount provided for “Estimated non-reimbursable repair parts and “paint completes” figure of $81,100 is for 40 months (December 2011 – March 2015. This would make that average out to a little over $2,000 a month that seems low.
Answer: Purely an estimate not knowing when parts will need the current contractor’s agreements with their vendors.
a. Question: The previous solicitation shows that $90,300 was expended for non-reimbursable parts and “paint completes” for the 2 year period of Jan 09 to Jan 11($3,612 per month), the current solicitation shows that $81,100 was spent for the period Dec 11 to Mar 15 ($2,028 per month). Please validate the amount spent and the period that it represents is accurate, as this is a dramatic reduction in the per month expense for virtually the same number of work orders.
Answer: Purely an estimate not knowing the current contractors agreements with their vendors.
b. Question: Reference PWS Appendix A, Item 1.6 and 1.8, while 1.8 shows expenditures equaling approximately $81,100 for the period Dec 11 – Mar 15, has the incumbent contractor had workload during that same period consistent with what is provided in Item
1.6 for FY 2015?
c. Question: Reference PWS paragraph 1.1.8 and Appendix A, Item 1.2 and 1.8, We would like to confirm that the incumbent contractor has been responsible for performing “paint completes” on roughly 25 vehicles per year and was also responsible for all parts expenses under $250. We ask because the $81,100 for non-reimbursable repair parts and “paint completes” shown in Appendix 2, Item 1.8 seems to be insufficient considering the referenced time frame (Dec 11 to Mar 15) would have resulted in the painting (using an outside paint contractor) of roughly 83 vehicles along with non-reimbursable parts that potentially accommodated over 2100 shop work orders and almost 500 minor maintenance work orders.
11. Reference: PWS Para. 3.3, Government-furnished Services (page 15)
Question: Please confirm that the Government will be responsible for hazardous waste disposal?
Answer: 325 CES will provide pickup.

Question: Is the contractor responsible for all aspects of the collection and removal of hazardous waste including contracting for the disposal?
Answer: 325 CES will provide pickup.

Question: Is the contractor required to process requests to purchase ozone depleting materials, i.e. R-134 Freon, through the base HAZMART Pharmacy? What about other hazardous/toxic materials such as paints, thinners, cleaners, brake fluid, asbestos brake pads?
Answer: No, but chemical authorizations are required to go through EESOH-MIS for approval before purchase. Once approval is received then the chemical can be purchased locally not through HAZMART.
12. Reference: PWS Para. 3.2.4, Government Furnished Vehicles (page 15)
Question: Will the contractor be permitted to use Government vehicles to pick up parts?
Answer: Yes, Not on a daily basis as the only assigned vehicle is the Mobile truck, but there may be a few exceptions if parts are large, awkward or heavy. There is no need to pick up parts ordered through supply as they are delivered to the site.
13. Reference: PWS para 1.1.10, NCMC parts support (Page 4) …
“The COR will purchase parts through the supply system that the contractor cannot purchase on the commercial market. Those parts costing less than $250 will be deducted from the contractor’s monthly invoice upon receipt of parts.”
Question: Can the Government provide an estimate of the dollar value of parts ordered through the supply system, particularly parts for the military design vehicles? Are the cost of these parts under $250 part of the historical figure include in Appendix A, Para. 1.8?
Answer: $5,000 for FY15

15. Question: What is the current Period of Performance to include all the option years?
Answer: POP is 1 October 2016- 30 September 2017, with 4 option years

a. As the contractor must replenish items used from this listing, who pays for the cost of replenishing these items?
Answer: Contractor
b. Must these items be fully replenished at the end of the contract?
Answer: Yes
19. Question: Reference CLIN X002. Does the $250 threshold apply per work order or apply per part?
Answer: The $250 threshold is per each individual part
20. Question: Reference RFP page 47, ADDENDUM 52.212-1, F.a. Are proposals allowed to be delivered via UPS and FedEx or only via regular mail?
Answer: Amendment 2, posted on FBO on 25 AUG 2016, corrected this to state, “Change for clarification of 52-212-1(F)(a),” …regular mail (i.e. FedEx, UPS, USPS, DHL) and or hand deliver to the following address: …”
21. Question: Reference to Page 47 of original solicitation OR Page 3 of Amendment #2:
“F. a. Proposal Submission: … and contain an electronic version on Optical Disk (DVD) …” Reference to Page 50 of original solicitation OR Page 6 of Amendment #2:
“I. Electronic Copies: … For electronic copies, indicate on each DVD the volume number and title. … Each volume shall be in a different directory on a DVD.”
How many DVD-ROMs are requested? Is an Offeror required to submit one (1) DVD-ROM that contains each volume in the total number of three (3) or one (1) DVD-ROM that contains each volume in three (3) different directory?
Answer: Our Intent is for 1 DVD with all three volumes on it, with 3 directory’s, named Volume 1, Volume 2 & Volume 3.
22. Question: Can the government provide the solicitation number for the current contract?
Answer: FA4819-12-C-0004
23. Question: Reference PWS Appendix A, Item 2.1, please provide a copy of the referenced “Vehicle Control Officer’s Handbook”.
Answer: No electronic copy. This is a locally developed. If question is in reference to POD, this is set by 325 LRS.
24. Question: Reference PWS paragraph 1.1.8 and Appendix A, Item 1.6, please identify what percentage of the Shop Work Orders and Minor Maintenance Work Orders shown had parts expenditures that were less than $250?
Answer: Estimated at 80%
25. Question: Since the site visit was on 23 Aug, with Questions due 26 Aug and proposal currently due
8 Sept hard copy, and in order to allow the SB contractors to properly prepare proposals will the government allow a 2-week extension?
Answer: See FBO posting from 31 August 2016 and Amendment 3.
26. Question: Ref: PWS pg. 4, par. 1.1.3 & pg. 8, par. 1.3.14. Since the contractor is responsible for repair parts $250 and below, will the government provide a work load demand history from OLVIMS for all parts consumed under $250 for the past couple years.
Answer: This task is impossible as OLVIMS Authority to Operate has expired and no longer exist.
DPAS is the new system of record and does not contain this historical data.
27. PWS 1.6 Weapon System Maintenance and Management:
Question: How many weapons systems are there?
Are they included in the 270 vehicle count listed in the workload data?
Answer: See Appendix A, Paragraph 1.1, “Military Design” or TE 4 with Weapon Systems
28. PWS 1.6.1 States: The contractor shall collect, accumulate, store, and input maintenance, and operation data into IMDS. The contractor shall maintain a file for each month of the calendar year for refundable reimbursement reports and parts charge sales invoices
Question: No workload data available! Can the government provide a workload estimate for implementing this system?
Answer: New process driven by Air Force. Minimum 1 hours per month. Maximum unknown as system integration is new for weapon systems.
29. PWS 1.6.3 The contractor shall maintain DD Form 1348s to record issuance of parts and supplies Question: can DD Form 1348's be scanned and maintained electronically?
30. PWS 1.6.14 States: The contractor shall provide an Equipment Custodian to track, secure, send, receive, issue and take responsibility for all mission support equipment belonging to the weapon system fleet.
Question: How many CA/CRL items are there to track?
Answer: See Amendment 3, TE 10
Will these assets be located so that the equipment custodian can inventory and maintain positive control?
31. PWS 1.6.13 States: The contractor shall ensure accurate configuration management ensuring selected serially controlled and TCI items are properly loaded in the IMDS database Question: What is the volume of items that are serially controlled?
Is this included in the workload data?
Answer: Estimated 220, no workload data available at this time.
32. PWS 3.2.4 VEHICLES STATES: All Weapon Systems vehicles shall be maintained and managed in IMDS. It does not appear as though the GFE listing includes a computer and printer for this purpose.
Question: Will a computer and printer be provided or is it contractor responsibility?
Answer: Yes, See TE 6, ADPE
33. PWS 4.1.6 States: All contractor employees operating Government vehicles must maintain a current commercial driver’s license for the type vehicle being operated.
Question: Does this include operation in the maintenance yard or highway operations?
Please clarify.
Answer: Yes, they have to have a CDL due to travel on US Highway 98.
