Site Visit Questions
1. Are we going to get the footage on each run made by the OTDR? We shot every cable with OTDR and had the SOCOM personnel do the same. From Building 570 (CENTCOM) to Building 501B (SOCOM) the (4) 144ct SM fiber (Unclassified, Secret and TS) was 7,100ft. Coalition will be added so it will be 7,100ft as well. From Building 578 (CENTCOM) to Building 501B (then 501D) is 8,600ft.
2. Are there any changes in the scope? Yes. The fiber from Building 578 (CENTCOM) to Building 501B (SOCOM) then Building 501D will be a 48ct 50um MM/48ct SM hybrid cable.
3. In the walkthrough there was mention in a hybrid cable sm/mm but in section 3.2, it only mentions (4) 144sm and (1) 48mm? 48ct 50um MM/48ct SM hybrid cable per government request
4. In accordance with SOW 3.2.1., the vendor shall provide required single mode backbone fiber and labor resources to install, terminate, and test (4) 144 strand single mode fibers from CENTCOM to SOCOM through existing duct bank systems.
During the site visit it was stated by the technical expert that the fiber optic distances could be provided. Please provide a distance (Length) for each of the four 144 strand SM fiber cables? We shot every cable with OTDR and had the SOCOM personnel do the same. From Building 570 (CENTCOM) to Building 501B (SOCOM) the (4) 144ct SM fiber (Unclassified, Secret and TS) was 7,100ft. Coalition will be added so it will be 7,100ft as well. From Building 578 (CENTCOM) to Building 501B (then 501D) is 8,600ft.
5. In accordance with SOW 3.2.2., the vendor shall provide required multi-mode/single-mode hybrid backbone fiber and labor resources to install, terminate, and test (1) 48 strand multimode OM3, 48 strand single mode fibers from CENTCOM to SOCOM through existing duct bank system.
During the site visit, it was stated by the technical expert that the fiber optic distance could be provided. Please provide a distance (Length) for the Hybrid fiber cable? 8,600ft from Building 578 (CENTCOM) to Building 501B (SOCOM) then to Building 501D (SOCOM)
Due to access, during the site visit it was not determined if the new fiber optic cable entering building 501B would enter more than 50 ft. Per National Electrical Code (NEC) outdoor rated cable can’t be used. Please confirm cable does exceed 50 ft and indoor/outdoor Plenum fiber cable is required? Indoor/outdoor.
6. At the end of the survey there ws a discussion on splicing of fiber optic cables? Will splicing be required, if so, can the government provide specific details on the splice location as well as details on what needs to be spliced, strand assignments, etc. as necessary. Splices will done at ALL end points.
7. Will the installing firm be required to pull permits from base CE or any other department to enter into the manholes? No. CENTCOM provides keys to open locks in manholes.
8. Is the government aware of possible lead times on the 48/48 hybrid fiber cable from
B578 to B501B? This will most likely be a custom manufactured cable by many manufacturers for the length required. Would the government consider two separate cables (48 single mode and 48 multimode) to lessen the product lead times for delivery?
Yes.
9. What are the bonding requirements? None
10. Will there be a secure laydown yard for material storage where product can be shipped, received by the government, and then recovered for installation? Yes.
11. If pigtails are requested they will only be supported by the CCH-04U. If PCH-04U is required, then Unicam needs to be ordered. Is the PCH-04U a requirement? PCH-04U is the Corning “complete package” including pigtail connections. PCH-04U is what is installed at CENTCOM and this will keep LIU’s uniform.
12. Is the demo portion included in the 20 day requirement or will removal of old cable be after the installation period as this will increase the manpower cost of the project significantly? No. This will take place after ALL circuits are cut over from old fiber to new fiber.
13. Item 3.2.9 states the vendor shall remove (12) existing fibers. At the walkthrough it was mentioned that it may be less than (12) fibers. Can you verify the exact quantity of fiber to be removed or should we assume (12)? There are 12 cables total going into the LIU’s in CENTCOM.
14. Is there a Base preferred fiber manufacturer, and what level of warranty is expected (10, 20, 25, 30)? Corning.
