Statement of Work (SOW)

FOR

BLDG. 578 AND CENTCOM TO SOCOM PDS FIBER INSTALLATION

J6 Communications Branch

United States Central Command

1.0 SCOPE

Provide on-site support for installation, termination and testing of Single and Multi-mode fiber through existing protected distribution system (PDS) duct work between Bldg. 578 to SOCOM and CENTCOM to SOCOM.

2.0 BACKGROUND

This fiber installation is required to satisfy multiple requirements. Currently, the fiber path between CENTCOM Patch and Test Facility and SOCOM is saturated, which is causing delays in activating DISA circuits and local requirements. The installation of the new fiber between Bldg.

578 and SOCOM will provide SOCOM access to the Presidential National Voice Conferencing system.

3.0 DESCRIPTION OF SERVICES

3.1 OBJECTIVE

The objective of this action is to provide resources and on-site subject matter expertise in the physical installation, termination, and testing the backbone fiber.

3.2 SCOPE OF SERVICES

The vendor will be responsible for ensuring successful installation, termination, and testing of the following backbone fibers.

(4) - 144 strand single mode fibers between CENTCOM, Bldg. 570, Room S-215, S-211 and SOCOM, Bldg. 501B, Room 208, 2nd Floor.

(1) - 48 strand multimode OM3 fiber from Bldg. 578 to SOCOM, Bldg. 501B, Room 208, 2nd Floor

Services Requirements

3.2.1. The vendor shall provide required single mode backbone fiber and labor resources to install, terminate, and test (4) 144 strand single mode fibers from CENTCOM to SOCOM through existing duct bank system.

3.2.2. The vendor shall provide required multi-mode/single-mode hybrid backbone fiber and labor resources to install, terminate, and test (1) 48 strand multimode OM3, 48 strand single mode fibers from CENTCOM to SOCOM through existing duct bank system.

3.2.3. The vendor shall provide and install (2) LIU Rackmount 2RU, (1) at Bldg. 578 and

(1) at Bldg. 501B.

3.2.3 The vendor shall provide and install (8) LIU Rackmount 4RU, must be Corning 4- RU panels (CCH-04U). (4) at Bldg. 570 and (4) at Bldg. 501B.

3.2.4 The vendor shall provide and install (50) LC single mode 24 fiber strand (12 pair) adapter panels in the (8) 4RU LIU Rackmount and (2) 2RU LIU Rackmount. CCH- CP24-A9 (Single-Mode)

3.2.5 The vendor shall install (4) LC multimode OM3 24 strand fiber (12 pair) adapter panels in the (2) 2RU LIU Rackmount. CCH-CP24-E4 (Multi-Mode).

3.2.6 The vendor shall provide and install (2) 3” 3 cell Maxcell inner ducts between CENTCOM and SOCOM prior to running cables from Bldg. 570 to Bldg. 501B.

3.2.7 Fiber will be terminated with LC fiber connectors at both ends using fusion spliced pigtails/connectors.

3.2.8 Fiber will be tested with bi-directional test method or greater using 850/1300nm for multi-mode with a maximum db loss of 6db@850nm / 2.5db@1300nm and 1310/1550nm for single-mode with maximum db loss of 2.5db@ 1310nm /2db @ 1550nm. Results will be provided to the customer.

3.2.9 The vendor shall remove (12) existing fibers that will be identified by CENTCOM

3.2.10 CENTCOM will provide all required escorts inside the CENTCOM campus.

3.2.11 SOCOM will provide all required escorts inside the SOCOM campus.

3.2.12 Once initiated, work shall be accomplished within 20 business days operating between the hours of 0700 – 1600.

3.2.13 Cables need to be labeled inside manholes with proper OSP tagging

(to/from/type/fiber count) and dressed NEATLY in all manholes accessed.

3.2.14 Pictures of manholes and racks inside buildings are NOT PERMITTED on this project. Drawings are allowed. Walkie-Talkies/cell phones/removable hard drives are also not allowed inside buildings but CENTCOM phones are located nearby racks/entry points of fiber locations. Cell phones are allowed outside at manhole locations.

3.2.15 Contractor will need to have tools to pump out water from manholes, ability to duct-rod existing conduit if needed and have all safety equipment relevant to working in manholes

4 REQUIRED SKILLS AND EXPERIENCE

4.1 The vendor shall provide product(s)’s, subject matter experts and certified individuals with the knowledge, experience and ability to install, terminate and test all fiber.

5 NON-DISCLOSURE

The information (data) provided with the vendor’s proposal that is marked as confidential, marked as trade secrets and/or information that is financial or privileged will be held in confidence. It is furnished with the understanding that it will not, without permission of the offeror, be used or disclosed for purposes other than those provided herein, unless otherwise required by law.

6.0 SERVICES SUMMARY

The Services Summary identifies the performance objectives and performance thresholds for all critical tasks associated with providing the services outlined in the PWS. This section contains only those items considered most important for mission accomplishment. The performance objectives are those services/tasks required in the PWS. The performance threshold briefly describes the minimum acceptable levels of service required for each requirement. The thresholds are critical to mission success. The Government expects the vendor to perform at the respective performance threshold levels throughout the life of the contract.

The vendor shall provide labor resources to install, terminate and test all fibers.

3.2.1,2 Product is installed, terminated, and tested in appropriate racks (as determined by CENTCOM personnel) within 20 business days of start.

The vendor shall test all fiber strands 3.2.8 Vendor will provide a level loss document to customer to verify all fiber strands are terminated within acceptable standards.

7.0 SECURITY REQUIREMENTS - Escorts will be required for all vendor personnel. At the close of each work period; Government facilities, equipment, and materials shall be secured.

During the performance of these tasks, vendor personnel may be required to use or come in contact with proprietary government information. The vendor shall not use such information for any purpose other than the performance of the work required in this PWS, in accordance with AFMC FAR 5352.209-9002 - ORGANIZATIONAL CONFLICT OF INTEREST (JULY 1997). In accordance with AFMC FAR 5352.209-9002 -ORGANIZATIONAL CONFLICT OF INTEREST (JULY 1997), Alternate III, the vendor agrees to enter into company-to-company agreements to (1) protect another company’s information from unauthorized use or disclosure for as long as it is considered proprietary by the other company and (2) to refrain from using this information for any purpose other than that for which it was furnished. For information purposes, the vendor shall furnish copies of these agreements to the Contracting Officer. These agreements are intended to protect information, which is available to the Government or to the vendor from other sources and furnished voluntarily without restriction. Nondisclosure agreements shall be accomplished and provided to the Contracting Officer prior to any access to competitive-sensitive or proprietary data, information or documents.

8.0 PROGRAM MANAGEMENT - USCENTCOM will provide:

8.1 Access to appropriate personnel

The vendor will work with the technical project lead to arrange requirements gathering and implementation meetings to include government representatives from CCJ6 in order to accomplish the work. The government will make these people available as needed and mission permits.

9.0 WORK ENVIRONMENT – Work will be performed in an outdoor/indoor setting.

Contract performance will be on-site at Bldg. 570, 578 and 501B; MacDill AFB, FL. Normal working hours will be from 0700 to 1600, Monday through Friday, with a one hour lunch period.

Occasionally, and if required, work may need to be performed after 1630.

10.0 PERSONNEL REQUIREMENTS – Vendor employees performing services shall be required to comply with all USCENTCOM, SOCOM and installation rules and regulations applicable to the conduct, safety, security, and procedures governing site entry and exit. These will be provided upon request. Vendor employees shall be proficient on the systems and applications that are employed at the command. All vendor personnel must be U.S. citizens and those requiring access to headquarters USCENTCOM and SOCOM must be escorted at all times.

11.0 GOVERNMENT FURNISHED PROPERTY AND SERVICES – The Government shall furnish working space, including necessary utilities, electrical power, test data files/forms to accomplish tasks associated with this contract. The Government will supply office space, office supplies, computer equipment, telephone, and reproduction, Standard Operation Procedures, applicable regulations, manuals, texts, briefs and other materials associated with the project and the hardware/software noted throughout this PWS as required. The vendor shall be responsible for the routine work day care, maintenance and cleanliness of space provided. The government will also provide computer resources to support all work areas on an as required and available basis.

12.0 SERVICES ACCEPTANCE – When all performance objectives have been completed, services will be considered complete.
