In addition, there are state of the art polyethylene dumpsters no available in 8 cubic yards, if the containers are provided by the contractor can he use polyethylene dumpsters where he sees fit instead of steel. The containers won’t rust, fade, are lighter and do not make noise when dumped, they are also 100% recyclable at the end of their useful life.

Q39: CLIN X002 allows for the respondent to provide pricing for either full performance for a 12 month Base Period or 1 month Mobilization and 11 months full performance. To allow us to determine which option to choose could you please advise how long there will be between award and the contract start date of 1 Oct 11. If there is sufficient time between award and the start date a mobilization period may not be required.

Q40: CLIN 0002 allows for the respondent to provide pricing for either full performance for a 12 month Base Period or 1 month Mobilization and 11 months full performance. The same pricing options should be available for CLINs 0003, 0008, 0012, 0014, 0017, 0021, and 0023 so that the mobilization period is for all services and not just Municipal Solid Waste Collection.

Q41: CLIN 0002 states: “Full Contract performance – No mobilization required, all costs for full contract performance should be included as a firm fixed price (PWS 1.1.1, 1.1.1.2, 1.1.9, and 1.1.10)”. Please consider deleting PWS clause 1.1.1.2 from this CLIN description as it relates to curbside recycling collection, which we believe is to be priced under CLIN 0003.

A39-41: Mobilization is to be bid as a single FFP to include ALL mobilization costs to set in place containers/equipment for use during the contract period.MOBILIZATION CANNOT BEGIN PRIOR TO 1 OCT 2011 AS THIS IS AN FY12 FUNDED REQUIREMENT. Anticipate award NLT early September 2011, full performance to begin 1 October 2011. Mobilization is not required if immediate full performance is expected. Bid a mobilization and full performance price only if you feel there is a need for mobilization/transition. If there is no mobilization required, submit bid reflecting full performance.

Q42: Which CLIN should be used for the reimbursement of the Universal Waste disposal costs? Please consider adding an additional CLIN for this expense.

A42: This is not a reimbursement CLIN but a FFP CLIN for recycling different type items listed in the PWS para 1.6.

Q43: 1.2.4 Marketing. Please clarify the requirement that the Contractor obtain the “best price nationwide”. Recyclable commodity pricing is local or regional at best. The cost of transportation to distant markets could be prohibitive.

A43: This should state “best price,” and will be changed in Amendment 04.

Q44: Could you please provide a copy of the base Integrated Solid Waste Management Plan (ISWMP) referred to in 1.1.1.1

A44: The ISWMP will be provided to the successful offeror only.

A45: Yes, must meet Recency and Relevancy requirements IAW with RFP.

Q46: Pg 41 Part 1 Mission Capability Proposal: Limit 20 pages; we respectfully request that the required Quality Control Plan not be counted towards the 20-page limit or that the limit be increased to 35 pages.

A46: The Quality Control Plan (QCP) will not be included in the Mission Capability Proposal 20 page limit. However, please ensure the QCP does not exceed 20 pages. Please note, do not include information that is not relevent or recent.

Q49: I understand there is an incumbent currently performing this work. Is this contractor an 8(a), and if so are they allowed to propose for this work as a prime?

Q50: Would the Government please provide the current refuse and recycling contract pricing?

A48-50: SeaCoast Disposal, Inc., is the incumbent contractor and is 8(a) certified. There is no prohibition for them to bid as the prime. The aggregate total of the 7 Task Orders written against this IDIQ is $6,267,937.01.

Q51: What company currently receives and processes batteries and fluorescent lamps for reuse or disposal?

A51: EnviroLight & Disposal, Inc.

Q52: 1.2.5 Sales Receipts. “The Contractor shall also submit an invoice of costs associated with the collection, processing, transportation and sale of recyclable commodities for reimbursement. (CLIN 0008)” CLIN 0008 is a FFP monthly CLIN and not a reimbursable item CLIN. Will an additional CLIN be added to the contract for these expenses?

Q53: Who retains the revenue received from the sale of recyclable material?

A52-53: The Government, all the costs associated with recycling commodities are included in CLINs X003, X008, X014

UNSCHEDULED/ADDITIONAL/SPECIAL EVENTS

Q54: CLIN X0010, should the price be a per container price or a per event price? i.e. if more than one container is required for an event or a container requires service multiple times during an event would we be paid for each container and service?

Q55: At the walk through, it was noted that the air show is a big event on the base, and an additional truck will be required to perform ISWM services. Is that included under the Clins for Special Events, or will there be a modification each year?

A54-55: Unscheduled/Additional/Special Events are awarded as separate Task Orders and pricing is based on a per container basis, tonnage is based on actual receipts. Price for multiple empties is based on pre-negotiated tipping fees (CLIN X015).

Q56: Pg 43 9 a 4 Required Plans c i) The proposal includes a work schedule that addresses all requirements listed in the PWS. However, 1.1.1.1 of the PWS requires that schedules be established upon award and submitted to the CO 5 calendar days prior to contract performance. Please clarify this apparent conflict.

A56: This is asking for a presumptive work schedule with your proposals. The completed work schedule will be submitted to demonstrate understanding of the requirements. Within the mobilization period, the work schedule and other required plans will be submitted as the awardee actually performs.
