STATEMENT OF WORK (SOW)
For
REPLACEMENT OF DORM SURVEILLANCE SYSTEM
Seymour Johnson Air Force Base (SJAFB)
10 September 2020
1. SCOPE: The contractor shall provide all labor, tools, materials and supplies to install a complete Surveillance System for the SJAFB Dormitories with the capability to be remotely viewed with a Government provided IP Address and the removal and disposal of all previous installed cameras and equipment, to include cameras, camera housings, cabling, monitors, Video Recorders, component cabinets and copying abilities for ten (10) buildings by the contractor. This project will include ten (10) three (3) story buildings and be broken into two phases with the second phase being an Option.
SPECIFICATIONS:
At a minimum, all equipment shall conform to the following:
• All cameras shall be indoor/outdoor rated IR vandal resistant, provide color video, no less than five (5) megapixel progressive scan, Power over Ethernet, motion detection, day/night vision (auto switching), and resistant to the degree appropriate for climate (outdoor) with 102 degree field of view per camera.
• System shall produce a video image with a minimal video quality of four (4) Common Intermediate Format (4CIF) or D1 at a minimum of 12 frames per second when there is movement and, at a minimum of 7 frames per second when there is no movement.
• Video Recorders will be provided by the contractor and shall have the ability to store a minimum of 30 days of video and have the ability to download video onto a DVD, USB flash drive and an external hard drive. The equipment is expected to record 24 hours a day, 7 days a week, not only when there movement.
• Each building’s equipment shall be given a static IP address that can be accessed by the computer located at the Dorm Management Office. Any/all local recording systems shall be encased in a steel, locked box with cooling fans installed.
• Any/all local recording equipment systems for buildings 3603, 3605, 3606, 3607, 3613, 3614, 3615 and 3616 will be mounted in the 2nd floor storage room adjacent to the day room and Contractor shall provide a 32 inch video monitor to allow review of footage locally.
• Any/all local recording equipment systems for buildings 3651 and 3652 will be mounted in the 2nd floor room designated as “office” and Contractor shall provide a 32 inch video monitor to review footage locally.
• The contractor will provide all necessary products to install the system. Contract price will include necessary peripherals, labor, wiring, and training of Air Force personnel.
• Parts and labor will be under warranty for no less than 1 year after initial acceptable acceptance inspection.
• Contractor shall provide and install all necessary receptacles for recording equipment and cameras from local panels as required. This power may come from existing circuit breakers (where available) and be dedicated to the system. Install new circuit breakers if necessary. All work shall conform to current edition of National Electrical Code (NEC), UFC 4-021-02, Electronic Security Systems (Change 1, 11 September 2019) and UFC 3-520-01, Interior Electrical Systems (Change 1, 20 Mar 2019).
• The contractor is responsible for and will repair, to original condition, any damages to government property during system installation. The contractor is responsible for disposing of any debris, trash, and waste created during system installation.
• The contractor is responsible for demolishing the existing video system and disposing according to all state and federal environment regulations. Existing conduits may be reused; however, the contractor is responsible to determine percent fill does not exceed NEC requirements.
• All cables and wiring shall be installed in EMT conduit or other approved metallic conduit/raceway method that is in accordance with the NEC, UFC 4-021-02 paragraph 9-6.11 and UFC 3-520-01 Table 3-1 “Authorized Cable and Raceway Types”.
• All new conduit installation shall be concealed above soffits and ceiling tiles to the greatest extent possible. All exposed visible conduits shall be painted to match surroundings.
• After system installation and testing, 4 CES/CEIHH will perform an acceptance inspection with the contractor to ensure standards have been met.
2. INSTALLATION DESCRIPTION:
a. PHASE 1 CAMERA INSTALL:
Buildings 3603, 3605, 3606, 3607, 3613, 3614, 3615 and 3616 will require twenty three (23) new exterior cameras and one (1) interior camera to be installed in each building. Camera coverage for these buildings will consist of;
• Two (2) center mounted cameras per floor for the front and back of each building,
• One (1) camera per floor in each of the 3 stairwells,
• Two (2) cross facing cameras affixed to the exterior 2nd floor to cover the courtyard area in between buildings
• One (1) interior mounted camera in the 2nd floor dayroom opposite the entry door
Buildings 3651 and 3652 will require fourteen (14) new exterior cameras to be installed in each building. Camera coverage for these buildings will consist of;
• Two (2) center mounted cameras per floor on the front only,
• One (1) camera per floor in each of the two (2) stairwells, and
• Two (2) cross facing cameras affixed to the exterior 2nd floor to cover the courtyard area in between the buildings.
b. PHASE 2 CAMERA (OPTION):
The contractor is to provide all labor, tools, materials and supplies to install the following;
Buildings 3603, 3605, 3606, 3607, 3613, 3614, 3615 and 3616 will require an additional fourteen
(14) cameras to in the following locations;
• One (1) camera mounted at either end of each floor facing toward the center on the front and back of each building
• One (1) camera at either extreme end of the building to view the parking lot and campus walkway area
Buildings 3651 and 3652 will require an additional eight (8) cameras in the following locations;
• One (1) camera mounted at either end of each floor facing toward the center on the front of each building
• One (1) camera mounted at either end of the building to view the parking lot and campus walkway area
3. WARRANTY: The contractor shall guarantee all workmanship and warranty all new equipment including software and installation for a period of one year from completion and final acceptance of work by the Government at no additional cost to the Government. Sample tasks include:
• Recording Equipment Inspection for recording and proper function
• Verifying Accurate Network Configurations
• Cleaning Camera Lenses as Necessary
• Inspecting Cables & Connectors
• Inspecting Power Supplies & Surge Suppressors
• Perform any Updates on DVR
• Provide re-aiming of cameras as required.

5. LOCATION: This work is to be accomplished at Seymour Johnson Air Force Base, Goldsboro, NC, buildings 3603, 3605, 3606, 3607, 3613, 3614, 3615, 3616, 3651 and 3652. The contractor may work at a maximum of two building sites at the same time. The contractor shall coordinate both building locations that are to be worked on with the 4th Civil Engineering Squadron (CES) and dorm management prior to video security system installation.
6. WORKMANSHIP: All workmanship shall comply with standard trade, National Electrical Contractors Association (NECA) practices. The contractor shall provide all qualified personnel, equipment, labor and services required to install the above CCTV system.
7. COMPLIANCE: All work and material shall comply with Air Force UFC 3-520-01 and UFC 3- 350-01 (can be found at http://www.wbdg.org/ccb/browse_cat.php?o=29&c=4). All work shall conform to current edition of National Electrical Code (NEC).
8. SAFETY: All safety requirements of the US Army Corps of Engineers Safety Manual 385-1-1, latest edition, shall be strictly adhered to as related to all work under this contract.
9. PERSONNEL: The contractor shall ensure all employees working on Seymour Johnson Air Force Base possess proper identification and/or citizenship documentation. Under the Immigration and Nationality Act (INA), employers may hire only persons who may legally work in the United States (i.e., citizens and national of the U.S.) and aliens authorized to work in the U.S. The employer must verify the identity and employment eligibility of anyone to be hired (Ref: U.S. Department of Labor).

10. BASE ACCESS: All Contractor and Sub-Contractor employees working on Seymour Johnson AFB shall require a National Criminal Investigation Center (NCIC) background investigation. Workers entry must be coordinated in advance with the Contracting Officer. The Contractor shall complete the Base Access Request/Sponsorship Authority Application and Employee Access Request forms for all contractor and sub-contractor employees. Contractor shall provide the full names, birthdates, and driver’s license numbers, with state of issue, of each worker associated with this installation as required for sponsorship onto Seymour Johnson Air Force Base. Quantities and work time schedules of installation crews must be provided to the Contracting Officer prior to the start of any work. Such information shall be submitted to the Government Acceptor THREE WEEKS prior to the start of work.
Base access will be granted only to those pass the NCIC background investigation and complete all required paperwork. All employees accessing SJAFB will be required to schedule an appointment and present the following required documents, vehicle registration, proof of insurance and a valid Real ID compliant driver’s license/Identification which shall be presented to obtain a Contractor DBIDS credential for base access after their application has been approved by Seymour Johnson AFB, NC Visitor Center. Lost vehicle and entry passes shall be reported immediately to the 4th Security Forces Visitor Center at 919-722-1345 as well as the Government Acceptor in accordance with the local Security Forces policy. The normal work day for this contract will be Mon-Fri 0730-1630 hours, and no work is allowed on weekends or federal holidays.
*Contractor MUST coordinate with the Government POCs for access to installation locations. Failure to coordinate in a timely manner may result in a late response for access.
11. PERFORMANCE PERIOD: The contractor shall install and have operational the complete system in 120 calendar days from award of contract.
12. DOCUMENTATION: The contractor shall provide a complete documentation package to include all manuals, drawings and schematics of installed equipment.
13. CLEANUP: The contractor is responsible to return all work sites to the condition in which they were found by the end of each work day.
14. AUTHORITY: The Contracting Officer is the only individual authorized to approve any changes to include the statement of work and all of the items in this contract. For any and all changes, coordination and approval from the Contracting Officer prior to beginning work.
