Dorm Cameras Q&A

1. Can we leave the conduit up in the basement areas? We can remove from hallways but may want to re-use.
- Demolish existing conduit where the conduit is visible. If conduit is going to be reused or is not immediately visible Contractor may leave in place.
Existing conduits may be reused; however, the Offeror is responsible to determine percent fill does not exceed NEC requirements.
2. Can conduit be exposed down hallways if there is no way to run conduit above ceiling for each camera and be painted to match?
- Yes, if there is no way to run the conduit above the ceiling the Offeror shall paint to match surroundings.
3. Specs say to paint conduit. Will that paint be provided in order to match or do we use a close match?
- Paint will not be provided, the Offeror shall be responsible to provide any and all material/labor to install/remove all equipment.
4. In the 4x4 telephone rooms, will we be responsible for mounting a piece of plywood to mount equipment?
- Yes. The Offeror shall be responsible to provide any and all material/labor to install all equipment.
5. Where conduits are not currently in place, will J hook pathways be acceptable for the new cable installation, when concealed above ceilings?
- All cables and wiring shall be installed in EMT conduit or other approved metallic conduit/raceway method that is in accordance with the NEC, UFC 4- 021-02 paragraph 9-6.11 and UFC 3-520-01 Table 3-1 “Authorized Cable and Raceway Types”. 6. Do existing cameras have conduit?
- Yes, the existing cameras do have conduit.
7. What is the size of existing conduit in place that is currently housing the cable being removed from the facility?
- The current conduit size is unknown.
8. If all are solid ceilings, are there hatches to gain access above hard ceilings for conduit to be installed, if no hatches, can hatches or hand holes be cut to gain access?
- Hatches are available.
9. Is there drop ceiling in the dorms or are they solid ceilings?
- The Offeror is responsible to determine where the ceilings are removable and where the ceilings are solid.
10. Please verify that all cameras need to be in conduit emt ¾ pipe ran back to server closet.
- See question 5.
11. What was the final determination in 3616 regarding the chase? Did it exist or do we have to drill through floor or go around?
- Not aware of an existing chase or what determination was to be made.
12. Verifying that winning Bidder provides: Electrical Sub, Lifts, and will be responsible for removal of all existing remnants of original CCTV system
- The Offeror shall be responsible to provide any and all material/labor to install/remove all equipment.
13. Do the facilities have asbestos and if so will the government provide drawings and locations of existing asbestos to avoid disturbing any existing asbestos, or can these areas be avoided all together?

14. Could you identify what the front and back of the buildings are in reference to the print?
- Front of the bldg. is designated by the center stairwell. There is no center stairwell on the back.
15. Could you give provide the address of the dorm buildings?
- See attached pdf map of SJAFB showing dormitory locations.
16. On the prints, there are icons for new cameras and both prints provided for buildings
3606 and 3616 according to the SOW, should get 24 cameras for primary and 14 cameras for optional but have different counts on the plans for new camera locations. And the cameras going in the second floor day room are not on the prints. Are the new camera locations on the prints accurate?
- The prints are to be used as reference only, camera locations to be determined by the offeror IAW the SOW.
17. Under paragraph 2. Installation Description of SOW could you define "Center
Mounted" does this mean in the middle of the floor?
- Yes, center of the building face for each floor.
18. When the SOW says camera mounted at either end of each floor, does it mean at both ends or does it mean at one end but it doesn’t matter what end it is mounted on?
- Cameras shall be mounted at both ends, facing the center mounted cameras.
19. Do you have a drawing of building 3651 and 3652? Or are they the same as the other buildings?
- Drawings for both buildings are uploaded.
20. How many cameras are existing that will be removed from the facility?
- An accurate count can only be determined by physical inspection as floor plans are not identical. There are at least 15 cameras per building to demolish;
however, actual count per building requires physical inspection and may be more or less than 15.
21. What type of cameras and cable is existing that will be removed from the facility?
- There are no existing documents to indicate this information.
22. How many 110 electrical outlets exist that the contractor can use for power in each of the 10 headend locations listed in the SOW?
- The number and location of 120 volt receptacles can only be determined by physical inspection. There are no existing documents to indicate this information, the offeror will be responsible to determine where power will be sourced.
23. In case an Electrical Contractor needs to be sub-contracted, does the government have any preferred Electrical Contractors that need to be used, or will this be supplied by Base??
- The Government does not have a preferred Electrical Contractor, the Offeror shall be responsible to provide any and all material/labor to install/remove all equipment including electrical. A list of companies that frequently operate on SJAFB can be found below.

24. In attachment 5, the floor plans to Building 3616 was provided, what other buildings of the 10 buildings listed in the SOW have the exact same floor plan as this attachment?
- Plans for all buildings have been uploaded.
25. In attachment 6 the floor plan to Building 3606, was provided, what other buildings of the 10 buildings listed in the SOW have the exact same floor plan as this attachment?
- Plans for all buildings have been uploaded.
26. Do any of the buildings listed in the SOW have different floor plans that provided in attachments 5 and 6? And if so, which buildings are they and can the government provide a copy of those floor plans?
Plans for all buildings have been uploaded.
27. Will the static IPs that need to be given to each building’s equipment be provided by the government?
- Yes, the Government will provide static IP’s for each building.
28. Do all buildings have ceiling tiles that are accessible by the contractor?
- Some walkway areas have soffit installed and some do not. Each building is unique and physical inspection is the only way to determine precisely where soffit, ceiling tiles or hard ceilings exist. The soffit is removable; however, it may presently be secured with rivets or some other method. The Offeror shall reinstall and secure all soffit, or ceiling tiles, in the same manner as it was previously secured.
29. What is the height of the highest camera? Are the camera location accessible and can a man lift be used around the building depending on height of cameras?
- Camera height can only be determined by physical inspection and measurement. Appropriate methods to access the cameras must be determined by the Offeror and comply with all Occupational Safety and Health Administration standards (OSHA) along with any other applicable safety standard or code.
30. In the second paragraph of section b. PHASE 2 CAMERA (OPTION): the paragraph reads: “Buildings 3603, 3605, 3606, 3607, 3613, 3614, 3615 and 3616 will require an additional fourteen (24) cameras to in the following locations;” The fourteen and (24) are conflicting information. Is this camera count (14) or (24)?
- The correct camera count for phase 2 of these buildings is fourteen (14).
31. Can the old video system in each building be completely taken out before the new system is installed?
- The existing system shall be completely removed from the building prior to the Offeror beginning installation of new equipment on that building.
32. What is the average time it takes for the contractor to get the required documentation to get access to SJAFB?
- Offeror shall return the base access documents that they are provided two weeks prior to starting work to allow enough time for 4 SFS to process the applications.
33. How many Air Force personnel will be receiving the training?
- Five personnel will be receiving the training
34. What are the average ceiling heights?
- The average ceiling height is 8 ft.
35. Do you have a preferred camera manufacturer? Brand?
- The Government has no preferred manufacturer. Offerors are reminded to ensure all proposed equipment complies with the following FAR clauses:
- 52.204-25 Prohibition On Contracting For Certain Telecommunications And
Video Surveillance Services Or Equipment (AUG 2020)
- 52.219-6 Notice of Total Small Business Set-Aside (DEVIATION 2020-
O0008) and if applicable
- 252.225-7001 Buy American and Balance of Payments Program.
- 252.225-7002 Qualifying Country Sources as Subcontractors
36. Is there a preference for the camera style, bullet or dome?
- Exterior cameras shall be dome, and interior cameras shall be bullet.
37. Do existing cameras have Cat5e/6 that can be reused or do these need new cable?
- Existing cable can only be determined by physical inspection and measurement by the Offeror. It is the Offeror’s responsibility to ensure the cable meets all requirements from the SOW and will allow for cameras to be viewed remotely via IP Address, if Offeror determines existing cable meets these requirement it may be reused.
38. Will you want all the servers tied/linked together to view all cameras on Base network?
Or will they be independent from one another?
- All buildings shall be linked via switch located at each building. Building, 3672 shall have the capability to view all locations via IP.
39. Will there be any Government provided or existing network equipment (switches, workstation computers, storage servers) for this installation?
- The Government will provide switches for each building, the Offeror shall be responsible to provide all other network equipment for installation.
40. If all servers need to be linked, is there existing fiber to get from building to building to link servers or connectivity to base network, if yes, what kind is it, can it be reused, and is it in good working order?
- Buildings 3616 & 3603 do not currently have fiber, these two buildings will have 12 STR SM fiber installed by 8 Jan 2021. All other buildings have 12 STR SM fiber already installed.
