| Paint IDIQ questions and answers | ||
| Area | Question | Answer |
| Proposal submission date | Will an extension to the proposal submission due date be granted? | Yes. See updated notice. |
| Missing attachment: Past Performance Information Sheet | 1)In the subject solicitation section H. 3. a. i. states: i. Each offeror shall submit a past performance volume with its proposal, containing past performance information in accordance with the format contained in the PPIS Attachment of the Past Performance Packet). We are unable to locate either a Past Performance Packet nor a PPIS Attachment. We would like to comply with the Early Proposal Information request to submit Volume 3 Past Performance at least 14 day before the solicitation closing date. Can you please send or post the Past Performance Packet so we may comply with the requirements? | A Past Performance Packet will not be provided. However a sample PPIS has now been attached and offerors should use this template when submitting their past performance information. |
| Missing attachment: Financial Information and Bonding | Within the solicitation documents on page 53, d. (4) and (5) bank reference and bonding, it indicates that there is an attached form that needs to be filled out and completed by the financial institute and surety company. I do not see these attachments. Would you please direct me to where these may be found. | |
| The documents have now been posted to this notice. | ||
| CLIN pricing | After reviewing the project clins and specifications, I have a question how the painting clins will be utilized. As an example, will clin 0001 A. be for one (1) coat of paint or primer, and be paid on a per coat basis as needed, or will the contractor be required to apply the primer even when it is not needed on surfaces that are in good condition on previously painted surfaces? Our experience is that the clins are best utilized when they are used on a per coat basis, this gives the Government total flexibility to prime or paint all of the different surfaces with primers (that are not always needed), and top coat(s) that sometimes require two finish coats due to drastic color changes. | Pricing should be on a per coat basis. |
| Missing attachments: AF 3000 and 3064 | AF Form 3000 and 3064 are stating they are damaged or corrupt, can you please resend? | Documents will be re-uploaded as PDF files. However, it is the offeror's responsibility to obtain required forms whether or not they are posted with this notice. |
| CLIN pricing | Will a price schedule for small projects be released, or can we use a factor over cost sheet? | See new pricing sheets now posted. There are a total of 20 sheets that offerors need to fill in. 4 sheets per contract year, as follows: Paint (large), Paint (small), Striping (large), Striping (small) |
| Missing attachments: general | (Is there a ) List of Items, Schedule of Requirements, Scope of Work, Terms of Reference, Bill of Materials required. | See Statement of Work. |
| Proposal submission media | (Is a) Soft Copy of the Tender Document through email. (allowed?) | Electronic submissions will not be evaluated. Proposals must be physically mailed to us per the solicitation instructions. (See section L) |
| Eligible bidders | Names of countries that will be eligible to participate in this tender. | USA only. |
| General | Information about the Tendering Procedure and Guidelines | See solicitation Section L, "Instructions to Offerors" |
| Ceiling | (What is the ) Estimated Budget for this Purchase | The contract maximum as stated in the solicitation is $3M over the life of the contract including all options. However, this is an Indefinite Delivery/Indefinite Quantity contract where the Government is ONLY obligated to the "guaranteed contract minimum" which is $2,000. |
| Pre Bid Meeting | Any Addendum or Pre Bid meeting Minutes? | There is NO pre-bid meeting. |
| Proposal submission format | Is it preferred that offerors submit Volumes 1, 2 and 3 in separate binders? | Yes, separate binders are requested. |
| Proposal submission format | The SF 1442 requests an Original and 2 hard copies; however, the requirements under each subfactor request 2 hard copies. Can we assume you want an Original and 2 hard copies for a total of 3? | A total of 3 hardcopies is requested. |
| Missing attachments | Do you plan to upload a Consent and Client Authorization Letter format to FBO? | Yes. See uploaded document. |
| Past Performance Information | Can we assume the Specific Content required on page 56 in the RFP can be submitted within each PPIS? | Yes. Include it all in the PPIS. |
| Proposal submission format | What volume should include the Exceptions to the Solicitation, as required by RFP page 56? | Volume 1. |
| Financial Information | Page 71, paragraph III, of the RFP states “Offeror must demonstrate access to cash and/or lines of credit totaling at least ‘low six figures,’ a minimum bonding capacity of $650k per projects/$1 M aggregate, and good standing with at least one supplier of painting/striping materials.” Can we assume that letters from our bank, bonding company and a supplier will provide the necessary demonstration? | Yes, letters will suffice. However, we have now attached a Financial Information Request and Bonding information request for your use. Either will suffice as long as we get the information we need. Prefer the attachments, though. |
| Davis-Bacon Act applicability | Will certified payroll/davis bacon wages be required for subcontracted work, as well? | Yes. |
| Award Basis | I'd like clarification on the award basis. There seems to be some statements that seem to contradict each other. Page 48 P.A 3rd Paragraph says awards will be made on the basis of "best value", however Page 73 Paragraph G states that Tradeoffs will not be considered. This is a lowest priced proposal. | This is a "lowest priced, technically acceptable with acceptable past performance," or "LPTA" evaluation approach. LPTA is considered one of the many "Best Value" approaches in accordance with the DoD Source Selection Procedures dated Mar 4, 2011. The evaluation sequence and criteria stated in solicitation section M will be used to make the selection decision. |
| Past Performance Ratings | Past performance also needs clarification. Page 73 Paragraph f states that past performance will be given a rating of either acceptable or not acceptable, yet, paragraph d provides a rating system of VR, R, SR, and NR. Also unclear in paragraph F.2.c where it specifies pass/fail only on past performance. | The overall rating for Past Performance will be either "Acceptable" or "Not Acceptable". However, before the overall rating is reached, the evaluation team will consider whether the PP information being evaluated is "recent" and "relevant". The degree to which the information is "recent" and "relevant" will influence the overall rating. See section M for more information. |
| NMGRT | Page 62 Paragraph HAFB 007 a states that the NMGRT should be included in the proposal/bid, but Page 69 states that the NMGRT should not be included with the bid amount. | HAFB 007 will be changed. NMGRT should NOT be included in the amounts offerors fill in on the pricing schedule. It will be calculated and added at the time an individual task order is issued. |
| Bond | Page 69 Paragraph F.2.a states that the price must include all bond costs. I don't see anywhere else that says a bond will be required for this project. Will a bond be required and if so, at what %? | This paragraph is changed to remove bond from the unit pricing calculation. Performance and payment bonds may be required on large projects. If required, they will be calculated and added at the time an individual task order is issued. |
| ORCA | Will completing ORCA in System for Award Management (SAM) will be acceptable? | Offerors may use ORCA however, the Reps and Certs included with the solicitation must be filled in and returned regardless of whether ORCA is used. |
| FORMATTING | Is the header and footer of all pages exempt from the requirements of 1.5 line spacing and at least 12 point text on pages 50 and 51 of the RFP? | Formatting requirements do not apply to the header and footer. |
| TECHNICAL | Please specify the surface preparation requirements for interior drywall. | Prepare in accordance with SOW, para. 1 General Scope of Work and para. 5 Quality Standards and para. 22. Techniques/Application Methods. Basically, we want the contractor to use his professional expertise to achieve a desired final product. If the question is pertaining to wall surfaces needing to be textured, it will depend on each job. For the purpose of evaluation and actual pricing during execution of any subsequent contract, it will be assumed that such costs are included in the prices listed by the offeror. |
| Please specify if work will involve removal/reinstallation of any attachments to interior or exterior walls for painting. Such as gutter downspouts, signs, registers and/or electrical plug/switch covers. | See SOW Reference 7.3 for fixtures, light covers, etc… Also, gutters, downspouts, registers etc are permanent and will remain in place. For purposes of evaluation and actual pricing during execution of any subsequent contract, it will be assumed that such costs are included in the prices listed by the offeror. | |
| Please clarify how the various heights will be quantified on projects. If a exterior wall is 35ft high, the first 12ft will be paid at rate A, 12ft-16ft will be paid at rate B and 16ft-35ft will be paid at rate C. | For evaluation purposes assume all jobs will be one story (12'). For actual pricing during execution of any subsequent contract, should heights exceed one story, painting levels/floors for multi level buildings, structures, tanks will be identified and negotiates at each jobsite as necessary by Contracting Officer/COR with contractor present. | |
| AMOUNT OF COATS | 0001 Prime/Paint Concrete, Brick, CMU, etc; 0002 Prime/Paint Wood; 0003 Prime/Paint Metal: Please specify the amount of coats. This implies 1-prime coat and 1-top coat. | All paint prices are based per coat. Desired result will dictate final product. Please specify the width of wood trim to allow quantification of area; 0005 Paint Metal Trim: Please specify the amount of coats. This implies 1-top coat. Adjustments will be made based on desired end result. Example: A metal door is usually priced psf. According to the price schedule and guidance in the SOW | |
| Striping: Item A7 and A12 do not have Quantities, does the Government still want a unit price? | Not Applicable | |
| GENERAL PRICING | Would the Government consider adding mobilization/demobilization for interior/exterior painting and striping price schedules? | The contractor should have these costs broken into the unit prices and not priced separately |
