On page 72 section C. it states Past performance of other teaming partners or subcontractors shall not be considered.

Teaming will suffice.

1)In the bid schedule under the Large projects it is A1-A3 it is calling out for type III beads 12lbs per square foot.
2)In the statement of work section 17.3 it is calling out 10 pounds on the airfield and 6 pounds on street striping.
3)In the statement of work section it is calling out for type I and type III.

The question I have is it 12lbs or 10lbs on the airfield section. Are they looking for Type III on all the airfield markings or type I.

For all large airfield work use Type I beads at a rate of 10# per 100 SF.

1. A1, A2, A3, and A5 have quantities for paint striping. Inside the solicitation package, paint items are called out for street and airfield markings.

a. Has there been a takeoff that the AFB has done to determine what quantities are for streets vs. parking lots vs. airfield markings? (There has been no study or takeoff to determine this, other than the estimated quantities identified in the bid schedule.)

b. if not, is there a percentage available to determine how much of the quantities is streets vs. parking lots vs. airfield markings? (NO)

c. Paint specifications in the solicitation package call out for a vast range of traffic paint. With that in mind in order to be prepared to order proper materials, estimated quantities for airfield markings are essential as the cost of paint and glass beads are more expensive than that of traffic paint and glass beads for non airfield markings. For items a. and b. above, is there any information to distinguish between airfield and non airfield markings? (Historically, the same paint has been used for both.)

2. A7 is the removal of pre-formed pavement markings.

a. Are these a combination of legends, arrows, and symbols? (In the bid schedule, there is a zero quantity, therefore it shouldn’t be bid.

b. Is there any removal of long line pre-formed tape? (Same as above in 2.a.)

3. A8 has quantities a, b, c, and d. Has there been a takeoff that the AFB has done to determine what quantities are for white or yellow thermoplastic? If not, is there a percentage available to determine how much of the quantities are white or yellow thermoplastic markings? (There is no percentage of white to yellow, these are job dependant.)

4. A9 has quantities a, b, c, and d. Has there been a takeoff that the AFB has done to determine what quantities are for white or yellow traffic tape? If not, is there a percentage available to determine how much of the quantities are white or yellow traffic tape markings? (Same as above in 3.)

5. A13 has quantities for removal of traffic paint.

a. Has the base determined by testing samples, if any of this paint is lead based? (To the Governments knowledge, we have not had issues with lead in markings removed. We do know sampling has been done in the past.)

b. If not will the AFB test the paint to be removed prior to the bid date to determine if it is lead based? (It is not feasible for the Government to sample for lead when there has not been an issue for several years.)

Removal of lead based paint is more labor and time intensified because of steps to remove, handle, contain, and dispose of. This can be a unnecessary cost increase in the bid to the AFB.

6. Is it possible to work at night for any portions of the striping work such as long line, where traffic is at a minimum? (For airfield mission requirements, it is preferred to work off hours dependant on approval from the CO, COR and Airfield manager, see Working Conditions, section # 7 in the PWS.)

7. A two hour emergency response has been outlined in the solicitation. For out of town sub contractors and sake of time is there any leeway of this requirement in order for personnel and equipment to be mobilized to the AFB? (Since we do get urgent calls periodically, there is little leeway to allow for an unacceptable response time as stated in the PWS, section 3.2.2. under Response Times.)
