Solicitation: FA4690-20-Q-0049 Amendment 1 Attachment 4

Date: 13 Aug 2020

1. What is the make and model number off the existing Eaton Leonard tube bender unit being replaced but is being used now?

ANSWER: The make and model of the Eaton Leonard to be replaced is Eaton Leonard

VB 200 SE-RH

2. What Eaton Leonard machine model will you be using existing tooling from? We have been assuming it was the Eaton Leonard VB 300 HS-RH-613MT. Does that include the collets?

ANSWER: the existing tooling will be coming from a Eaton Leonard VB 200 SE-RH and this does include the collets.

3. Can you provide us with a list of the tube diameters you would bend on this machine?

ANSWER: The diameters of the tubes that we utilize on this machine are from 3/8” to 2.0”.

4. What type of mandrel lubricant do you typically use? This is essential information when addressing the requirement: “Automatic Mandrel Lubricator with Lubrication Recycling Capability” ANSWER: Currently the machine that is being utilized does not have an automatic mandrel lubricator with lubrication recycling capability. The current method of lubrication for the mandrel is to use Pro Lube II, Aerosol by LHB Industries. The MSDS is 322195 and the NSN is 9150004580075. This is a feature that government would like to see in the new machine.

5. To meet Item 0003 Option for Install – we have a rigger in hand for location of the equipment. Do we assume your require utility hook ups as well. If so, we will need to know if you could provide us with local contractors who handle pneumatic and Electrical services on the flight line?

ANSWER:

With enough notice, a proper forklift will be provided by the Air Force. However, the contractor is to provide an operator to unload the machine. The contractor is responsible for electrical hookup from provided power supply. The contractor is responsible for pneumatic hookup if it is to be hard mounted attachment; military would be able to hook up quick disconnect style pneumatic hoses. Any utility contractor that is approved for base access and is qualified in the task would be fine. We have not used any local utility contractors to make recommendation.

6. Could you provide us with names of local riggers and utility contractors who work on a regular basis at Ellsworth Air Force Base?

ANSWER:

Solicitation: FA4690-20-Q-0049 Amendment 1 Attachment 4

Date: 13 Aug 2020 There are multiple local companies who do work at the base. The only requirements that the base has is that they have a base work permit or the ability to obtain a base work permit.

7. Do you need to bend 2.5” x 0.090” wall titanium? (Not common). If not, will steel in the same spec be bent?

ANSWER: No, we do not need to bend 2.5” x 0.090” wall Ti. Steel with the same specifications will not be bent.

8. If question 7 is titanium, what is the CLR needed – Is 3D bend radius sufficient?

ANSWER:

Not applicable due to the answer for question 7.

9. What is the grade of titanium in use? We are assuming Cp30 with a yield of 75 ksi.

ANSWER: The most used grade of Titanium is 3AL-2.5V.

10. The spec calls for UL certification. Our equipment is built under the CE certification Both CE And UL are very similar in nature. Would CE certification suffice?

ANSWER:

The current list of National Recognized Testing Laboratory does not list CE as an approved certification according to the 28 BW Safety Office. List is provided at the following link. https://www.osha.gov/dts/otpca/nrtl/nrtllist.html Underwriters Laboratories Inc. (UL) is on the list.
