STATEMENT OF WORK

Cleaning of Combat Arms Range

2 May 2018

1. GENERAL: The contractor shall provide all management, labor, parts, materials, equipment, and tools necessary to complete lead abatement of Combat Arms Range (unless otherwise stated). Workers and supervisor must be Hazardous Waste trained; HAZWOPER management and Supervisor training (40 hour) under 29 CFR 1910.120 (e) (4), and Worker training (24 hour under 29 CFR 1910.120(e) (3). All training documentation shall be provided to Contracting Official (CO). The maintenance and cleaning shall be in accordance with the requirements of the Statement of Work (SOW) as stated in the following paragraphs.

All federal, state, and local regulations must be followed

2. GENERAL SCOPE OF WORK:

2.1. Granular Rubber Bullet Trap: Work will include visual inspection of bullet trap components for wear/damage, compare with the Range System's Encapsulate specifications installed in 2016, and inform via written report to include pictures to the owner of any visual defects or damage upon completion of work.

2.1.1. Complete de-leading of the backstop and rubber granulates. The rubber material removed from the bullet trap will be recycled by special vacuums (designed specifically for granulated backstop lead abatement) that will separate the spent lead and non-lead projectiles from the rubber. The granular rubber will then be put back into the bullet trap during the recycle and leveled to the proper slope. All debris to include dust generated during this process must be contained within the cleaning equipment, or within the remainder of the facility that will be subject to follow-on cleaning as outlined below.

2.1.2. Supply containers for spent projectiles & lead contaminated hazardous waste as well as recycle spent projectiles. Provide total weight of lead, and the name & address of the recycling facility to the CO.

2.1.3. Replace and/or tighten (hand tight, plus another 1/6 turn) any loose or missing nuts and bolts on the accessible exterior parts of the bullet trap. Inspect the backstop for the proper level (3 feet deep at all levels) of granular rubber.

2.1.4. Fill the backstop with granular rubber from the bullet trap (granular rubber provided by the

Government which is on site) in areas that do not meet the 3 feet specifications of depth.

2.1.5. Commercial HEPA vacuum accessible floor areas underneath the bullet trap IAW 40 CFR

745.83 free from lead below 40 ug/ft2: HEPA vacuum means a vacuum cleaner which has been designed with a high-efficiency particulate air (HEPA) filter as the last filtration stage.

HEPA filter is a filter that is capable of capturing particulates of 0.3 microns with 99.97% efficiency. The vacuum cleaner must be designed so that all the air drawn into the machine is expelled through the HEPA filter with none of the air leaking past it. HEPA vacuums must be operated and maintained in accordance with the manufacturer's instructions.

2.2. Target Retrieval System: Ensure the 21 point target retrieval system, including rails, vertical supports, and individual units are eliminated of lead and lead dust residue below the specified lead level of 40 ug/ft2.

2.3. Firing Lanes/Points/Tower/Roof/Rafters: HEPA vacuum/lead abatement of all floors, walls, underside of roof, rafters and tables of lead and lead dust residue below the specified lead level of

40 ug/ft2.

2.4. Filtration System: Remove and dispose of all HEPA/pre-filters for the HVAC system (Both intake and exhaust) Ensure the opening inlet of exhaust (on the rear of the range) and the interior of the HVAC system are free of lead and lead dust residue below the specified lead level of 40 ug/ft2. 319 CES will provide and install new filters upon completion of lead abatement process.

2.5. Disposal of Contaminated Waste: All contaminated cleaning supplies, disposed HEPA filters and personal protective equipment will be properly packaged, labeled, and transported in UN-

DOT approved containers as lead-contaminated hazardous waste (HW) and must be analyzed by certified a certified lab for TCLP to confirm lead is below HW criteria. Temporary storage of waste containers during accumulation and pre-transport must be properly marked and stored within the facility. Contractor will coordinate HW storage requirements with the CO and 319

CES/CEIE prior to accumulation. The waste will be property of contractor. Waste disposal documentation will include all EPA and state required manifest forms. North Dakota requires a

Uniform Hazardous Waste Manifest. Contractor will use GFAFB EPA ID # ND3571924759.

Contractor must handle, store, manifest, and transport hazardous wastes in accordance with 40

CFR, 49 CFR and NDAC 33-24. The contractor assumes all financial obligation to accomplish this. Copies of HW manifests will be provided to the CO and 319 CES/CEIE. Uniform HW manifest copies include, on-site generator copy and completed original upon completion of the project.

2.6. Confirmation of Cleaned Surfaces: Provide documentation from a third party EPA certified

Lead Inspector or EPA Risk Assessor (proof of certification is mandatory), to confirm that the cleaning levels required for all surfaces noted in section 2.0 were cleaned to the levels required.

All documentation shall be provided to the CO.

3. PERIOD OF PERFORMANCE:

3.1. Total Period of Performance: 60 days after notice of award.

3.2. The Contractor shall provide written (electronic mail) notification to coordinate start of work time with Combat Arms Scheduling a minimum of 2 weeks prior to start.

3.3. Working hours will be scheduled between the hours of 7:30 a.m. and 4:30 p.m. Monday-Friday.

4. WORKMANSHIP: All work shall be accomplished with the best standard practices

(OSHA standards previously outlined), and shall be completed by experienced personnel trained/certified as outlined in paragraph 1.0, and 29 CFR 1910.1025 to include proper

Personal Protective Equipment, containment of all HAZWASTE, and employment of properly trained/skilled personnel (as previously noted). Completion of work should be to the satisfaction of the Combat Arms NCOIC.

5. SAFETY REQUIREMENTS: The contractor and any subcontractors shall conform to all federal, state, and local safety requirements (29 CFR 1910.1025, 40 CFR 761.130 and

AFOSH standards). The contractor and his employees shall become familiar with and obey all base regulations including fire, traffic and security regulations.

6. CLEAN UP: All trash and debris created by the contractor/subcontractors during the course of the contract, shall be removed from the site. The job site will be left in a clean and neat manner to the satisfaction of the Combat Arms NCOIC.

7. SECURITY: All contracted personnel will be verified through 319 SFS/S5 to ensure all personal are authorized work on the installation. IAW GFAFB IDP, Enclosure 3, Tab A, Appendix 1, Annex C, IDP 2017, commanders, or agency chief or equivalent will notify the

Commercial Vehicle Inspection Facility (CVIF) via email 319SFS.S5.CommercialGate

@us.af.mil, with the following information: Contract number, termination date of contract, project location, company name of primary contractor and sub-contractors. Additionally, the commander, or agency chief or equivalent must designate in writing personnel authorized to serve as approving officials for the SF Form 74. Approving officials must be in possession of a Common Access Card (CAC) and be assigned to Grand Forks AFB. The SF Form 74, Physical Access Control System (PACS) registration form is prepared for each contractor employee requiring access credentials/PACS pass and returned to CVIF personnel. The SF

Form 74 must be submitted to the CVIF a minimum of 5 duty days prior to the date the PACS pass is required. (a) SF Form 74s will be emailed or hand carried by the sponsor to the CVIF.

Contractor employees will not hand carry SF Form 74s to the CVIF. Note: SF 74s and passes are required for military personnel, DoD Civilians, military retirees, dependents, Guard and

Reservists who are working as an employee of a contractor. This will aid in the background check process and vehicle access process. Those that do not successfully complete the background check will not be authorized to enter/conduct work on GFAFB. Finally, at all times, contracted personnel will be held in compliance of all law enforcement regulations, laws, and security enforcement standards of GFAFB.

8. FACILITY ACCESS: Contractors will have full access to Bldg. 654, 7:30 a.m.– 4:30 p.m., Monday through Friday. There will be no access to the restroom in 652, to eliminate exposer risk to the facility. Contractor will need to provide on-site bathroom capabilities. Contractor is responsible for the safety and security of all contracted personnel, tools, equipment and vehicles being used at the project site. An SFS member will be on-site for the duration of the work for any question or concerns.

9. VERBAL MODIFICATION: No verbal statements from any persons other than the contracting officer, shall in any manner or degree, modify or otherwise affect the terms of the awarded contract.

10. COMPLETION OF WORK: Prior to the acceptance of the completed project, the contracting official representative must arrange for inspection with Combat Arms NCOIC, and the CO shall confirm the receipt of all previously identified submittal items (test lab results, manifest, bill of lading, etc.). Also, full payment will not be provided until all testing’s of materials have come back showing that it meets the requirements outlined in the

Statement of Work.
