JFSD201509 Demo RAPCON 635 2nd Fire Station 637
FA4659-15-R-0008 Questions:
1. I did not see a Hazardous Materials Survey attached to this solicitation. Is there a survey for these buildings? If no survey has been performed, will one be required to be performed by the contractor and included in the proposal? And if any hazardous materials identified, how will these conditions (lead, asbestos, etc.) be addressed?
See Specification Section024100 paragraph 3.1.1.
2. Regarding B657 – there appears to be an underground storage tank behind the building. Is this to be demolished with the structure? If so, is the tank to be considered clean? Is the depth known?
See Drawing 6 of 11. The tank is not identified for demolition and therefore is not part of this project.
3. Regarding B635 – Are the generator and fuel tank to be demolished as a portion of this demo? Same as above, if so what is the condition of the fuel tank?
See Specifications 01000 paragraph 2.1.1. “…remove associated utilities from these sites”; therefore, the contractor removes the generator and the fuel tank. This is a 1,000 gallon diesel fuel tank, approximately 6-feet x 12-feet x 4-feet, self-contained, above ground tank, with no evidence of leakage. High probability that the tank contains diesel fuel.
4. Regarding B635 – There is a hydrant between the building and parking lot, is this to be demolished?
See drawing 7. Do not demolish water line and hydrant as noted on drawings.
5. Regarding B635 – Are the light poles in the parking lot to be demolished?
See drawing 7. Contractor is to demolish electrical and associated light poles.
6. Regarding B635 – Are any of the trees or landscaping to be protected in the area immediately surrounding the building?
No, these trees and shrubs are so close to the facility that it is not feasible to attempt to protect them during the demolition.
7. Secondary Fire Station Building 657, can we install a temp fence along the flight line, to limit the access to the flight line. We would remove section of the current fence, this allow easy access to the building. Would limit the amount of line badges required and escorts required. Ease of access would help in lower the cost of this removal action.
No, the flightline fence shall not be compromised.
8. This question only applies to Radar Approach Control (RAPCON) facility, building 635. Assuming, that the building was constructed similar to other facilities own by USAF at other installations. This material is suspect ACM. All outer walls have been cover by an interior wall the potential of having ACM due to contact transfer. Asbestos Fireproofing - Asbestos-containing Spray-on or Slab (Tremolite) Fireproofing in buildings, this material was historically used in these types of buildings. We assume this coating is present on all four outer walls. Our question can we assume everything inside the building is ACM and dispose of the material as ACM; in lue of a survey and very substantial remediation project. We believe the disposal of material will the more economical option for the GFAFB. We have contacted NDDOH and they have agree with our approach due present of the coatings. If GFAFB can provide asbestos survey on this building excluding this material. We believe this is the best option.
This question is addressed in the Statement of Work paragraphs 2.1.7., 4.3., and 13.6.5. of Section
01000 and the entirety of Section 01001.
