QUESTIONS 3: FA462619RA003: REPAIR HEAT PLANT BOILER
Question 10: Amendment 3 stated there is an estimated 15 cubic feet of asbestos containing refractory.
Asbestos abatement cannot be quoted without an understanding of where the asbestos is located. Please advise where the asbestos is located to facilitate a quote for removal or abatement. Also please provide test reports.
Answer 10: During design, there were refractory blocks on the opposite side of the boiler, from the burner assembly. These blocks did not get tested, due to access concerns. The refractory directly around the burner did get tested. It tested negative, as shown in the asbestos reports. If any other areas of the boiler need to be disturbed, then those areas need to be tested. If they do come back positive, it is the contractors’ responsibility to procure a state/federal certified abatement plan, and abate any materials they work on. The basis of design burner assembly does use the same size hole, with only minute changes. If a substitution is proposed, and it changes the design, then the contractor must follow specification section 23 52 33 for redesign requirements. If the redesign is required, and shall disturb any other areas of refractory, it shall be included in the redesign package. The optional bid option is included to get an up-front cost on asbestos abatement, if needed.
