High Bay Lighting

Questions and Answers 12 May 2017
Question 1 The lighting fixture you called out doesn't seem to exist on the manufacturer's site, or the nomenclature may be wrong. I think the XLG (which seems it may mean extra-large or others have LG or SM for large and small is my guess) only exists as LG that I can see.
I copied the link to the website page on Crystal where I think it may be the fixture you are looking for with CLC in the model#. Could you please clarify this model# so that we may obtain costs for the same or equal to be sure we have the exact specifications.

We checked with Crystal Lighting on 24 April 2017, and we were assured this is still a good part number, but the extra-large fixture is not listed on their website. Crystal Lighting state they would add it on the website. Update: 25 April 2017—the requested part number is now viewable on the Crystal Lighting website.
Question 2 According to section 3.5 of specifications you are raising the demand from MH250 (~300W) to over 400W using Induction lamps. Increasing power is rare. Is this correct?
We have revised the specification for Bldg 450, to use a 250W Induction lamp instead of a 400W induction lamp. We have also expanded the options by allowing a 150W LED light fixture.
Question 3 Is there a reason you did not consider LED fixtures?
Specification has been revised to include LED fixtures as well as Fluorescent and Induction fixtures.
Question 4 FYI: Almost all Philips LED products are made in China and not TAA compliant. It appears BAA (Buy American Act) applies here and that too may not be compatible. We will have to confirm.
We have removed the reference to Philips in the Statement of Work. Please comply with the Buy American Act.
Question 5 We did not see a warranty for materials mentioned. As some lighting fixtures could have 3, 5 or 10 year warranties, we wanted to ask if you are specifying a certain warranty time?
We have revised the specifications to require a 5 year warranty on the fixtures.
Question 6 Need to know height of the hi-bays for scissor lift rental. Also if there is any obstructions that would prevent a normal scissor lift to access lighting, and may need a boom lift for any areas?
Heights of fixtures have been added to the plan drawings. A boom type lift will be required in some areas to reach fixtures. It is not possible in every case to access the fixture from directly below.
Question 7 We did not seen a warranty period for the fixtures. As some have various warranty 3, 5, 10 when offering possible equivalents it would be part of the specifications we would need to know.
We have revised the specifications to require a 5 year warranty on the fixtures.
Question 8 It is noted in the paragraph below that Melanie Dewing should be the main point of contact but the FBO site did not list her. Please let us know who should be copied on RFI questions?

Question 9 During the site visit it was observed that in part of the Building 3080 scope of work some of the fixtures had already been replaced with LED type light fixtures. Will these still be a part of the project.
The fixtures that have already been replaced with LED types have been removed from this project. The plan drawing for Bldg 3080 has been revised.
Question 10 Can we obtain photos of each of the areas of work?
Photos have been included.
Question 11 Can the light fixture height be made available to all the bidders?
Heights of fixtures have been added to the plan drawings.
Question 12 Are the two lamp T5HO fixtures strip fixtures, or industrial type fixtures?
In Building 1448 the existing fluorescent fixtures appear to be strip fixtures, as they are joined end to end.
Question 13 We want to follow up on your response that the specified light fixture types were chosen based on initial cost, anticipated life span and ease of replacement, in addition to improved energy efficiency. And, your clarification that there is no plan to add an electrical specification. We are hoping you can further define the specifications used to qualify these lights based upon the characteristics of the fixture and the lighting needs of the retrofit area. It is our plan to propose LED panels that meet or exceed these objectives. It would assist in proposing acceptable LED fixtures, if you could clarify the type, lighting levels and qualities you would expect to see in a luminaire.
A specification for the light fixtures has been added to the scope of work, to also include LED type light fixtures.
Question 14 The industry standard for solid state LED life span and energy efficiency is established by the Design Lighting Consortium (https://www.designlights.org/) and The Department of Energy Lighting Facts Label (http://www.lightingfacts.com/). The highest standard set by the Design Lighting Consortium is “Premium DLC” certification. The Crystal VL-XLG-CLC-2282-400IND-50-120/277V-Standard-WH-PDL or Equal and the 2’ x 2’ LED lay in fixture (for the Youth Center gym, Bldg 1145) 120 V, 120 watts and 2’ x 4’ LED lay in fixture (for the Youth Center gym, Bldg 1145) 120 V, 120 watts can each be replaced with an LED fixture based on initial cost, anticipated life span and ease of replacement, in addition to improved energy efficiency that is “Premium DLC” certified and has a “Lighting Facts Label”. Does the specification for equal and the LED lay-in fixtures assume that the fixtures are Premium DLC certified, UL certified and have a Lighting Facts Label?
All fixtures are required to be UL listed. We have added a specification for the light fixtures to include Premium DLC certified for LED fixtures.
Question 15 Glare from high bay lights can pose a significant health and safety concern. EN-12464-1 and ANSI/IESNA RP-1-04 are international standards for light planning in workplaces. EN-12464-1 provides widely accepted standards for glare control and it requires that any luminaires with luminance > 2 x 104 (cd/m2) must have glare control (direct view glare control), and a Unified Glare Rating UGR < 19 for a good indoor environment with view angle 45 to 85 degree (horizontal line of sight). Does the specification for “equal” fixtures and the LED lay-in fixtures assume that the fixtures meet the EN-12464-1 requirement for UGR < 19 and luminance < 2 x 104 (cd/m2)?
We are not specifying glare control.
Question 16 The proposal calls for a mixture of 2X2 and 2X4 120 Watt LED lay-in fixtures. The light supplied by 120 watt seems excessive for the proposed use and may create an uncomfortable environment with lighting levels that surpass the US high school recommendations for basketball courts. Further while the original fixtures may have been added over time using different size fixtures. Using all Premium DLC certified, UL certified and Lighting Facts label 2X2 100 watt fixtures would offer greater energy savings, provide sufficient light to meet gym area standards, provide a more aesthetically pleasing look and result in more uniform illumination on the floor area with less glare.
Is the use of a Premium DLC certified LED lay-in fixture that achieves illuminance surpassing US school basketball court requirements acceptable?
A specification was added to the Statement of Work to include Premium DLC certification for LED lights. The wattage for Building 1145 Gym has been reduced to 100 Watts.
Question 17 We could not enter building 1845 on the pre-bid. Will photo’s be posted?
Photos of Bldg 1845 are being provided, as well as all other buildings.
Question 18 Some quantity of fixtures were going to change, will that info be out soon?
Quantities have been revise and are included in the revised plan drawings.
Question 19 Does the proposed lighting assessment and proposal meet the specifications for “equal” fixtures and are the proposed use of other LED “equal” fixtures for other identified fixtures reviewed during the site visit acceptable to meet the requirements of the RFP and the retrofit?

LED fixtures are being allowed in all areas.
Question 20 Several buildings may have equipment or other items in the way. Will access to the lights be done by the government or do we need to do that?
Moveable equipment will be moved by the Government. In some cases immovable equipment is right below the lights. For these cases a boom type lift will be required by the contractor.
Question 21 Building 850 Attachment 1 shows 22/5 for fixture count. The drawing shows about 74 total. Could you clarify?
Drawing is correct, table had an error.

Question 22 Are their photos of the buildings of existing conditions?
Photos of all buildings are being provided.
Question 23 Will the building be cleared of items that would impede free movement inside?
Moveable equipment will be moved by the Government. In some cases immovable equipment is right below the lights. For these cases a boom type lift will be required by the contractor.
Question 24 What is stored in each building and their function? Storage, maintenance…..
Generally, equipment is staged in the building areas. Many of the areas are wide open and can be easily accessed from below with a lift.

Continuing our discussions and following the site visit, an additional question has come up. We measured lighting levels and looked at foot candle recommendations included in the Unified Facility Criteria. We are hoping you can further define the retrofit specifications used in the RFP to qualify the use of the lights as proposed in the attached analysis to meet and exceed your lighting objectives, adhering to your desire to avoid rewiring needs and maximizing your rebate from Northwestern Energy.
Question The site visit indicated that through the use of Axlen Premium Design Lighting Consortium Supra and Superlite high bay LED panels, we can meet the UFC lighting requirement and the UFC glare requirements. We can reduce energy use over the specified lighting fixtures about 50%, and we can increase the L90 lifetime from 20,000 hours to 46,000 hours. We have identified a mixture of 2' by 2' (100 watt, 150 watt, and 200 watt) panels that can minimize any rewiring, and cost-effectively meet your retrofit objectives. We have attached our analysis and ask that it be considered part of this question that evaluates the lighting and proposes fixtures for the retrofit. This analysis is a direct response to our participation and discussions during the site visit. Further our analysis indicates the implementation of the attached lighting proposal will result in an approximately $21,100 rebate from Northwestern Energy in addition to your ongoing energy efficiency program. Does the proposed lighting assessment and proposal meet the specifications for “equal” fixtures and are the proposed use of other LED “equal” fixtures for other identified fixtures reviewed during the site visit acceptable to meet the requirements of the RFP and the retrofit?
The Statement of Work has been revised to allow LED light fixtures at many of the locations.
