Repair Building 1840 Submitted Questions – Answers As of 25 Aug 2015
1. I was looking into the proposal section of this project and had a question for you on section “3.2.3 FACTOR 2 – Offeror Experience/Management Plan”. How much does this sections come into awarding the project? If we don’t meet each of these sub-factors will our bid be rejected or are you using some sort of modifier?
There is no modifier used during the technical or past performance evaluation, offeror’s proposals MUST meet all specified requirements. Proposal must contain the information requested whether it is the prime or subcontractor who has the experience. If submitting on a subcontractor, that subcontractor must perform the work. If the proposal submitted (Prime or Subcontractor) does not meet the requirement, then the proposal is rated technically unacceptable and removed from further consideration for award.
2. SUBFACTOR 1: Do these projects have to be complete? It implies completed, but doesn’t specify. We only have completed 2 projects over $3.5 million in your specified time frame, but we are currently working on a $5.6 million here in town that could be number 3. We have done a number of larger projects just not in the specified time frame.
Projects that are "in progress" will count; the main catch is that they are at least 80 percent completed. Reference L-1-PPT; 4.0 Volume II Past Performance 4.3.
3. SUBFACTOR 2: Honestly we have zero of these projects. We have bid them in the past, but haven’t been the successful bidder. There also have not been many of these projects in Montana, and this will probably disqualify a couple Primes. On a side note as this project is largely subcontractor based wouldn’t it be more important if the subcontractor has this experience under Factor 1?
For Subfactor 2: It is important to submit the experience data on the company that will actually perform the work, be it prime or subcontractor.
4. Page 39 of 48, 3.0 Volume 1 – Technical Volume: For factors 1, 2, and subfactors, will affiliated company experience (parent company or sister company) experience be acceptable?
When reviewing experience being used for affiliated companies by a prime contractor submitting a proposal the main concern is "who" has the experience. If you plan on using those with the experience in the affiliated company to perform the work the experience is acceptable, however, if you are just using the affiliated company to show that the company "as a whole" has conducted work within the factor or sub-factor and have no plan to use those with the experience it is unacceptable. The main focus is that the actual company or individuals with the experience are being used to accomplish the requirement.

5. Blast door electric motors are called out to be replaced? Is this just the motor or all associated gears and actuators?
Only Motors are to be replaced
6. Will any new conduit be required to be painted to match existing wall covering?
No painting of conduit is required.

7. Sheet E1.1, Detail 3. The pole being called out to use for new electrical already has 1 set of cut-outs on it. Is the intent to have two separate cross-arms and two separate cut-outs for new feed and existing feed?
All work will take place at the pole with the existing service entrance.
New work will take place at the pole where the existing service is fed.
--Install new riser on opposite side of the pole as the existing riser for the existing service to B-1840. Support the pole as necessary during excavation to install the sweep elbow that transitions from the underground to the riser.
--Install new crossarm/lightning arrestors/fused cut-outs assembly on opposite side of existing build.
--Install new crossarm on the opposite side of the existing pole for support of conductors and strain relief terminations.
--Make all connections from existing overhead distribution to cut-outs and service conductors to cut-outs.
--Remove existing jumpers, cut-outs, lightning arrestors, crossarms, and conductors. Cap existing riser.
