Malmstrom AFM Pavement Maintenance Response to Questions 19 March 2015

CLIN 0001AD Graded Aggregate Base, the unit of measure is listed as metric ton. At the site visit meeting this was discussed and the unit measurement was agreed to be standard US Measurement, not Metric Tons.

US tons please, 2,000 lbs.

CLIN 0001AE Borrow, the unit of measure is listed as metric ton. At the site visit meeting this was discussed and the unit measurement was agreed to be standard US Measurement, not Metric Tons.

US tons please, 2,000 lbs.

CLIN 0001AF Topsoil/Top soiling, what is the depth of the topsoil that is to be placed?

Please place 4 inches of topsoil.

CLIN 0001AG Drill Seeding and Mulching, A seed mixture and application rate is needed. What type of Mulching is required and application rate?

A forthcoming amendment will include base seeding mix including application rates.

CLIN 0001AH Hydraulic Seeding and Mulching, , A seed mixture and application rate is needed. What type of Mulching is required and application rate?

A forthcoming amendment will include base seeding mix including application rates.

CLIN 0001AJ Asphalt Pavement, Is a prime coat or tack coat required prior to the placement of the asphalt paving? If so what is the material that is to be used for the prime/tack? What is the application rate?

A tack coat is required. Please use CSS-1 emulsion, 0.5 gallon per square yard.

CLIN’s 0001AN and 0001AM Reinforced Portland Cement Concrete 6” and 8” thick, what is the size of the reinforcement and the spacing of the reinforcement?

Please see notes from pre-bid meeting: #4 rebar, spaced 16” on center, both directions

CLIN 0001AS Woven Geotextile Fabric; MDT list several types of woven geotextile in the standard specifications. What is the desired survivability for the geotextile that is to be installed?

Please use Moderate Survivability geotextile.

CLIN 0001AT Nonwoven Geotextile Fabric; MDT list several types of woven geotextile in the standard specifications. What is the desired survivability for the geotextile that is to be installed?

Please use Moderate Survivability geotextile.

CLIN 0001AU Geogrid, there is no specification for Geogrid in MDT Standard Specifications. In talking to suppliers they are asking for the tensile strength of the materials. Can you provide a tensile strength that is required?

Please delete the Geogrid CLIN.

CLIN 0001AW Stabilized Construction, this CLIN was discussed to be removed in that the item is duplicated with Cement Treated Base items 0001BQ and 0001BR.

Please delete this CLIN (AW Stabilized Construction)

CLIN 0001AX Sub & Edge Drain and 0001AY Sub & Edge Drain Manhole. Please provide a drawing or a specification for this item. Is this for the installation of a storm drain and associated manhole?

Please delete these CLINs

CLIN 0001BD Butt Joints, please explain this item?

In the past I interpreted this as connection of new asphalt pavement to existing asphalt pavement. On a mill and overlay project, we expect the connection with existing pavement to be saw cut and oil applied to the vertical edge prior to placement of the new asphalt. This would also be used when the milled street passes by a side street or driveway.

CLIN 0001BF Emulsion/Sand Crack Seal, MDT standard specifications do not include an application for emulsion/sand crack seal. Please specify the desired emulsion and the gradation for the sand that is to be used.

CLIN 0001BP Crushed Aggregate Chip Seal, please provide an application rate for the emulsion. Also on the site visit it was explained that this application requires two sweepings. That all chips are required to be picked in areas with curbs and gutters.

Please assume 1 gallon emulsion per square yard.

Some chip seal areas have a curb and gutter and some do not. Please include removal of excess chips in this line item—for all areas. The Contracting Officer may release the requirement to remove all chips when site conditions permit, but in most areas excess chip removal is required. Removal of excess chips may be required even in areas without a curb and gutter.

CLIN 0001BQ and 0001BR Cement Treated Base. The quantities required in the proposal are unrealistic to the quantities needed to complete a mix design and testing. Would Malmstrom AFB consider using a lean mixed concrete instead of the cement treated base? Bid quantities is less than 6 tons for each of the CLIN’s

We have only used Cement Treated Base (CTB) in small areas (“sinkholes” of soft, wet clay). Typically, cement is mixed in-situ with the existing base course and/or subgrade. We do have lines in this contract to allow base course repair, so we could conceivably stabilize material brought in to replace existing base course. In the rare instances we use CTB, we usually stabilize 6” depth so my estimates are probably low. I would ask the contractor to bid for in-situ mixing. Executed in this way, I believe repair can be accomplished at reasonable cost.

CLIN 0001BV and 0001BW are for 8” and 10” concrete reinforced pipe. In pricing the materials the suppliers say that these sizes of reinforced concrete pipe are not available. The minimum size of concrete reinforced pipe is 12”

Please delete lines for removal and installation of 8” and 10” concrete reinforced pipe. Note: Culverts 12” diameter or larger face require additional protection when installed in a secure area. This was our basis for trying to use 8” and 10” culverts. That being said, we only intend to use the IDIQ contract for culvert repairs in “non-secure” areas.

Will FA4626-15-R-0002 be amended to change Section B pages to proper quantities and deletions from the schedule?

A forthcoming amendment will include the changes to Section B. Also a conformed copy of the solicitation will be posted to include the revised copy of how schedule B should be bid.
