Questions and Answers for Solicitation FA426-09-R-0021, Repair Substation Breakers

Q: Specific sheet note #3 indicates items shown with light line weights are existing, however, all lines appear to be the same density.

A: The line weights on the original drawings did not print correctly. An amended set of drawings, sheets 1 thru 27 have been prepared and will be posted via an amendment. This should clarify the line weights.

Q: In specification section 16435 Medium Voltage Switchgear, 2.1 Manufacturer, lists GE PowerVac switchgear, or equal. Please confirm that Square D/Schneider Electric will be an accepted substitute.

A: Square D/Schneider Electric is an acceptable manufacturer; however, it is up to the contractor to ensure that the product specified meets or exceeds the requirements of the specifications, i.e. “equal to the product specified”.

Q: It appears that this proposal is for two lineups of 15 kV switchgear interconnected via non-seg busway. These lineups are fed from two transformers that have no specifications.

A: Correct that the proposal is for two lineups interconnected via busway through a tie switch. The proposal shows no specifications for the transformers because they are existing to remain.

Q: The site plan E1.1 Specific Remodel Notes #1 indicates “New Building” to see E2.1 the electrical floor plan that shows partial equipment shown on the one-line on E3.1.

A: The site plan E1.1 indicates that there are two new rows of switchgear. The note refers to E2.1 to show the individual sections of the line-ups.

Q: Is the house part of the scope of this proposal? There are no housing specifications.

A: Yes, the house is part of the scope of work for the proposal. There are structural drawings for the building as well as specifications for the building materials in the proposal.

Q: There are existing conduit and entry points. Does our gear have to match the dimensions, conduit entry points and elevations shown on the front elevations E5.0 and E5.1?

A: The conduit entry points must be maintained otherwise new feeders would have to be installed and installation of new feeders is beyond the scope of this proposal.

Q: The RFP FA4626-09-R-0021 page 3 of 43 indicates nameplate information that is not listed on the one-lines. It is difficult for me to determine what I need to provide a quote on.

A: I believe the confusion is with the NSN that this number is generated by Contracting’s Procurement System. This is not name-plate data. The intent is to provide and install equipment per the drawings and specifications. This can be addressed further at the site visit.
