FA462522R1011 Q&A
1. General Question Q1. When was the last maintenance cycle completed on the two RWIS systems?
A1. February 2022 Q2. Can the government provide the most recent maintenance reports for these systems?
A1. There are no maintenance reports on record that can be shared.
Q3. What is the current operational status of the RWIS systems? Are there any reported issues at this time? Are there any failed or inoperable equipment/sensors?
A1. RPU 1 (North End) is faulty. Wind sensor will need to be calibrated, but the existing equipment will be replaced with a new system. To clarify, this contract effort will require calibration service and incidental repair/maintenance, NOT upgrade/procurement of new system. The new system will be procured as a separate contract effort, which has yet to be advertised.
2. Solicitation Price Schedule Q1. The unit type for emergency service calls is LO, aka ”Lot”. But without establishing an hourly or daily service rate in the contract from which a “Lot” of funds could be used, would it not be easier for the Government to administer this contract if the line item unit type was EA or “Each” and the contractor was to provide a FFP for emergency service calls?
A1. See attached revised combo. X002 CLINs for Emergency Service Calls are now using the unit of issue of “Visit”, matching the Preventative Maintenance CLINs.
3. Section 1.4.2 Anticipated PoP Q1. Assuming the Government is able to award this solicitation within the anticipated timeframe (starting October 1, 2022), is it the government’s intention to have the contract perform preventative maintenance before the onset of winter?
A1. Yes, the maintenance should be conducted before the onset of winter
4. Section 2.5 Contractor Furnished Vehicles Q1. Must the vehicle used in support of this contract be a company owned vehicle, or can it be a rental vehicle? Would a magnetic decal that identified the company attached to the side of a rental vehicle, satisfy this requirement?
A1. Rental is fine and yes, magnetic sign will work.
5. Section 2.17 Data Hosting and Software License Q1. Please confirm if it is Vaisala’s Navigator software that is used for data hosting on this program.
A1. Yes, Navigator is the software.
