CATM Remodel Bidding Q&A

1. Can the schedule be submitted on a larger page size than 8-1/2"x11"?

a. Yes the Schedule can be submitted on 11X17. (G Shirley 509 CES)

2. Is there any lead abatement required in this project?

b. No (G Shirley 509 CES)

3. Specification 02 41 19 Selective Demolition 3.2B calls for "an engineering survey of condition of the building to determine whether removing any element might result in structural deficiency". Has this been completed by the EOR to establish the design?

a. No, this is the responsibility of the contractor and dependent upon the contractors specifications “means and methods”. (G Shirley 509 CES)

4. Is there any special recycling requirements for the project waste?

a. There will be expectation of normal construction operations with the project waste diversion. (G Shirley 509 CES)

5. Stage area?

a. Refer to sheets C4.02 and C1.01. (G Shirley 509 CES)

6. Unable to locate specification sections 31 or 33 for earthwork, water service line and storm drainage in the bid documents.

a. Specifications are on the civil drawings. (M. Christensen F+W)

7. Unable to locate specification section 09113 Exterior Painting that is referenced in sections 05 and 09 in the specifications.

a. If a UFC standard for exterior painting is not available, utilize MPI (Master Painter’s Institute) recommendations for material preparation and finish. To the best of my knowledge, exterior items that will need be painted are as follows:

i. Access panel doors on east and west wall (factory finish to match siding is preferred. If not available, factory primed and kynar paint to finish metal wall panel.)

ii. Exterior downspouts (and supporting unistrut) on east and west elevations are noted to be galvanized. If a painted finish to match prefinished metal wall panels is desired, then they’ll need to know)

iii. Guard rails around the exhaust units (not attached to the building) are noted to be galvanized. If a painted finish is desired, they’ll need to know.

iv. Hollow metal doors and frames to target shed and the range will need to be painted.

8. During the site visit, it was observed that the existing truss girder and bridging system has a substantial amount of rust and scaling. Are only the future weld connections to the existing truss system required by new work to be primed and painted?

a. I think it could go either way. Since it's still an unconditioned building, it would extend the life of the trusses to clean the rust and repaint but I don't think it's something that has to be done now for the current integrity of the building. If significant rust or scale is observed, notify the contracting officer. I would say that the original intent of the drawings would be for the new welded connections and any moved/removed bridging locations to be repainted. (V.

9. Both electronic and hard copy of the contractor’s proposal are referenced in the solicitation.

Please clarify which is required.

a. Per Solicitation we are only accepting Electonic copies. General info #7 and Section L , D

10. Specification section 024119 and drawing sheet AD.01 state that the range is to be HEPA-Vacuumed and slab power washed. Is this specifically for the slab only or is this to include all other surfaces such as the baffles, steel structure, etc...?

a. Remove this activity from construction bids, the CATM range will be cleaned by government contract prior to construction (G Shirley 509 CES)

11. Specification section 024119 and drawing sheet AD.01 state that the range is to be

HEPA-Vacuumed and slab power washed per requirements of AFCEC/CL “Small arms hazard mitigation guidance”. Can this document be provided?

a. Remove this activity from construction bids, the CATM range will be cleaned by government contract prior to construction (G Shirley 509 CES)

12. Can additional questions be submitted prior to the proposal due date? If so, what is the deadline?

a. No further questions will be accepted (G Shirley 509 CES)

13. Will all Government items such as drums, conex boxes, etc… stored around the perimeter of the range as well as the interior furnishings be removed by the Government?

a. Yes

14. Unable to locate specification section 32 for chain link fencing in the bid documents.

However, drawing sheet C2.01 references Unified Facilities Criteria documents for fencing, swale and warning signage. Could these UFC documents be provided for bid proposal purposes?

a. UFC 4-022-03 is correct reference for fencing. Here’s a link to the standard:

b. Sheet C2.01 note 2 and reference on sheet C5.05 should be corrected to this

d. In addition to the UFC requirements, fence and related components are to be black vinyl coated as noted on sheet C5.05

15. Can the existing range earth berm be modified and restored if needed to accommodate crane setup/positioning?

a. Yes, but all earth located on berm must be stored on site and returned to berm when restored. (G Shirley 509 CES)

16. The solicitation states that the contractor is to honor pricing up to 180 days. Should winter weather work provisions be included in the pricing?

a. Yes (G Shirley 509 CES)

17. Shall door hardware and removable construction cores be compatible with “Best” locking and keying system?

a. Yes (G Shirley 509 CES)

18. Does the Government have a door hardware manufacturer preference or specification?

a. No, although it must meet the “Buy American Act” requirements and be Best compatible (G Shirley 509 CES)

19. After award, can the Government provide the contractor a template for the new warning signs to be posted along the new perimeter fence?

a. Yes (G Shirley 509 CES)

20. Is this project tax exempt?

a. Yes if requested

21. Are the existing supply air fans to be relocated and reused currently in good working order?

22. 260519 Low- Voltage power conductors and cables,

a. 3.1 A. Feeders: Per this section Aluminum Feeders are allowed for conductors #4 and larger. Is this correct?

i. Per the conductor schedule on E7.01 all wiring was indicated as copper and sized accordingly as copper

23. Section 1.5 A.-D do we need to provide an independent testing agency?

a. Provide 2nd party

24. Section 2.2 Need selection from B, C, D, or E for insulating

28. Section 3.5 A. Does the Electrical Contractor need to provide Manufacturer’s Field Service?

a. This note is referring to functional performance testing for final acceptance (this remains)

29. Section 3.5 B. C., B. Will the Owner engage a testing and inspection agency or Contractor.

Will Electrical Contractor provide a testing and inspection agency?

a. B & C shall be removed

30. Section 3.6 Follow up Service, will this service be required?

a. Assume to not be required at this point.

31. Section 260936 Modular Dimming Controls, this section does not match what is shown on the drawings.

a. The lighting control system shall be a digital distributed lighting control system equal to Watt stopper DLM, N-light or Crestron. This section shall replace the above.

32. DEMO Drawings, Note’s 1,2 and 10, 1. Existing transformer to be removed, 2. Existing Feeder to Panel MDP to Remain for reconnection in mew work. 10. Existing Panel MDP to be relocated, existing feeders to be removed?

a. Follow demo and new work one-line diagrams for any clarifications on sheet E7.01

33. DEMO Drawings, Note #4, Existing Supply Fan Motor starter shall be disconnected and removed, Existing conduit and wire shall remain for reuse in new work, however existing panel MDP in being Relocated, and existing conduits and conductors are running across the roof that is being removed?

a. Remove and replace per renovated requirements.

34. There is no Specification for Fire Alarm. Should we assume Base Standard will apply using MONACO BTX to report to Fire Dept. and when less than 24 indicating devices each should report separately through Monaco?

a. Current base Fire Alarm Standards will apply and supersedes any references in construction documentation (drawings and specifications), attachment “Whiteman Fire Emergency Services Design Guide”, dated 10 March 2016.

35. Being we now have a total enclosed non sprinkled building should we have a fire alarm system that encompass the entire building using heat detectors or liner heat detection?

a. From ETL 11-18:

7.2.10. Fire Protection. Burnt propellant, muzzle flash, freezing temperatures, and bullet damage all conflict with the operation of standard fire protection design. To resolve these conflicts, the Air Force only requires sprinklers when the range is constructed integral with range support facilities like training rooms and cleaning rooms. Sprinklers are required in the range support facilities and on the firing platform area, but are not needed in the downrange area or at the target area. Smoke and infrared detectors are also problematic and impractical in the downrange area or at the target area because of the amount of smoke and periodic muzzle flashes from the weapons. No detection is required in the downrange area and none in the range support facilities or firing platform area since these areas are protected by sprinklers. Assume metal bullet traps— rubber, foam, and other materials used for bullet traps may require dedicated additional fire protection features per the manufacturer’s recommendation.

Egress paths shall not require travel downrange from the primary firing line.

Downrange space shall not be included in calculating minimum egress capacity requirements. Egress marking, emergency lighting, and egress door hardware shall not be required downrange of the primary firing line.

b. Refer to architectural code plan on A0.01 for fire protection requirements/mandates. A quick glance at IBC 907 shows it is not required unless over 300 occupants (matt to confirm) even though we have shown a new panel with devices at the only point of occupancy (and to minimize damage).

c. See previous note that supersedes code mandated items as enforced by WAFB design guides

36. Is the EC to replace the existing 15KV Primary cable to the new 225KVA Transformer, if so where is the transformer being feed from and is the transformer being used as a feed through transformer.

a. Per the notes on the plans coordinate MV feeder work with base electrical shop.

37. The existing 150kva Transformer appears to be leaking oil, can the Government do an inspection and let us know how to proceed?

a. Per the notes on the plans (multiple sheets) the pad mounted transformer is to be replaced and upgraded

38. Is there a panel schedule for panel L, H & H1?

a. Pictures are available of the existing circuit directories

39. Does the Government have a preference between hard copy submission, email submission, and AMDEC submission?

a. Please see Question 9-electronic Only

40. If we are submitting electronically (vis email or AMDEC) how should we submit the original bid guarantee?

a. You can email them in with the raised seal showing or mail them.

41. Where should we include the bid guarantee in the proposal?

a. As a separate attachment.

42. Does existing transformer contain PCB?

44. Will we be able to leave conduit racking in ceilings and reuse?

a. No, assume new

45. I would like clarification on the following; There is a note on this page that states that customer wants to reuse conduits and feeders.

a. No sheet or note referenced to provide answer. If feeders please follow one-line diagrams.

46. Are we required to remove the PA system and, if so, how many devices are there and does the customer have the spec sheet?

a. Per ED.01 and E2.01, system is being re-utilized with new ceiling speakers/wire/conduit. Follow notes on plans.

47. Who provides, installs and makes primary connections to new utility transformer?

a. The contractor, the transformer is government owned and shall be furnished & installed by contractor.

48. Why does this question state to run the conduit under grade?

Are these floor boxes?

a. There are underground conduits that go between the range and admin building.

There are existing floor boxes in the range but no new floor boxes.

49. Who provides the speakers or do we use the speakers that were demoed?

a. The existing PA system is noted to be reinstalled in the booth. Speakers and wiring are new, scope noted on sheet E2.01.

50. What type of cabling is required for the speakers?

a. Shielded / twisted pairs – review existing system onsite for existing system requirements.

51. Clarification on EF1 & EF2 - customer would like conduits to run on top of slab and not beneath?

a. Contractor option of putting below new slab or running on top with conduit pillow block supports with strut.

52. Are we to provide three separate individuals (Superintendent, QC Manager and Site Safety Officer) or can one or two wear multiple hats?

a. You can have one member take on two roles but not all three roles.

53. Soil removal and storage location?

a. Soils are not to be removed from the site. The stockpile area is shown north of the CATM Range. Excess excavated material is to be disposed of on top of the berm prior to capping and stabilization. Refer to Sheet C4.02.

54. Please provide FA specification or confirm new FA system is to be design build per WAFB Design Guide standards. (Fire Alarm System, Specifications)

a. Current base Fire Alarm standards apply and supersedes any references in construction documentation (drawings and specificaations). See "Whiteman Fire Emergency Services Design Guide", dated 10 March 2016.

55. Please provide telecommunication specification or confirm all communication cabling by owner. (Telecommunication, Specifications)

a. Sheet 2.02 note 6 references MoDOT Standard Spec 1062. Communication cabling to be handled by owner in the future.

56. Please confirm the use of aluminum for feeders #4 AWG and larger. (Feeder Cables, 260519 - 3.1 A.)

a. Per conductor schedule on E7.01 all wiring is indicated as copper and sized accordingly as copper

57. Plesae confirm minimum raceway size of 3/4-inch. (Raceway Size, 260533 - 3.1 C.)

a. Minimum raceway to be 3/4"

58. Multiple references to Division 31 Section "Earth Moving". Please provide Division 31.

60. Please confirm the requirement for "Warning Planks". Will detectable warning tape be an acceptable alternate? (260543 - 3.4 I. 11.)

a. Coordinate exact requirements with WAFB.

61. Please confirm the requirements for raceway identification. These are not standard WAFB requirements. (260553)

a. Conform to current WAFB standards.

62. Please clarify; is lighting control cable required to be installed in conduit? (230500)

a. Provide conduit.

63. Will the owner engage the testing agency or is this the responsibility of the contractor?

64. Should voltage monitoring and adjusting be included in our bid? (261200 - 3.6 A.)

a. No

65. Please confirm the requirement for Infrared Scanning. Division 26 Section "Medium- Voltage Switchgear" does not exist. (261200 - 3.6 B.)

a. No medium voltage switchgear. Not required.

66. Reference to Note 7 at each pull box, Note 7 not on drawing? (Communication

Ductbank, Drawing: C2.02)

a. Note 7 removed. Disregard reference.

67. Ductbank is not shown tieing in to Building 1236, is this correct? (Communication Ductbank, Drawing: C2.02)

a. Yes, the plan is to construction duct bank for future building connectivity.

68. Should communication ductbank be concrete encased per WAFB standard.

a. Yes, comply with WAFB standards

69. Please confirm this is empty ductbank with pull strings for future cable installation by others. (Communication Ductbank, Drawing: C2.02)

a. Yes, empty ductbank with pull strings for future cable installation. Include a permanent #12 tracer wire in one interduct per notes on sheet C5.03.

70. What trench does the "Conduit Trench Detail" apply to? (Communication Ductbank, Drawing: C2.02)

a. Communication ductbank between CATM Range and building 1236.

71. ED.01 note 10 indicates MDP to be relocated however, note 2 indicates existing feeder to remain. E7.01 shows "MDP" as existing and does not mention relocation. Due to the new wall work in this area it is our opinon that all existing electrical equipment will need to be removed and relocated with new conduit and feeders. Please confirm. (Drawing:

ED.01 & E7.01)

a. Provide new feeders for relocated equipment.

72. E2.01 note 20 indicates "utility primary conduit and conductors" "coordinate with utility company". E7.01 does not show new primary conduit or conductors. Please clarify owner’s intent to provide new primary conduit or MV cable? Provide location of MV Switch that feeds this transformer. (Drawing: E2.01 & E7.01)

a. Transformer is provided by contractor. Coordinate with WAFB for all transformer requirements.

73. Electrical general note 6 indicates minimum size outlet bot as 6"X6"X2.5". Please confirm. (Telecommunication Outlet Boxes, MEO.02)

a. Delete note.

74. Note 18 indicates 2-1" conduits from 5ft outside building to new FA panel. Please provide purpose and exact location of conduits outside. (FA underground conduit, E2.01)

a. Coordinate all FA requirements with WAFB

75. Panel schedule indicates NEMA Type 1 panel, should this be NEMA 3R? (E8.01)

a. Provide NEMA 3R

76. Is there a designated area to stockpile dirt/ spoils?

a. See Question 53.

77. Please reference Sheet S3.1, detail 7. Unclear of the intent. Could additional detail be provided to show how this closure section is attached (i.e. plan view)?

a. The triangular portion is to seal the opening at the two side walls. See 9/A7.01 for additional information. Intent is to completely seal the range.

78. Panel shows a “Beacon” light. What does this do?

a. “Range-In-Use” light and operated from the control tower.

79. Panel shows an “auger” button. Any wiring details for interface to the auger system?

a. No wiring details provided. System is existing. Per plans this system is to be integrated into a new control plans.

80. Panel shows a dust collector, but not sure where/what that is. Any additional details?

a. Refer to power plan for location of existing dust collector. Per plans this system is integrated with new control panel.

81. Lots of manually controls for system that has building static control. Should there be an Hand OFF AUTO position on the Main switch that allows the system to manage supply/exhaust fan control? DP control won’t work if Exhaust fans have been turned off manually.

a. [Cory Wilson] Please refer to M7.01 for all DDC control interlocks and enable/disable manual controls. The intent is a fully automated system with manual initiation by the main control activation switch. See sequence of operation on this sheet. The general system operation described if on/off were initiated to skip this equipment in the auto mode (main control on). However, it can be changed that all of the on/off should in fact be HOA to simplify this in order to isolate and provide maintenance/troubleshooting if required.

82. Any time-out requirements for any of the fan systems? (e.g., after 16 hours of operation, fans shut down)? Or run continuously if someone forgets to turn off.

a. [Cory Wilson] we can agree that an overall timeclock function should be put in place so that any initation of the system starts a shutdown countdown after 4 hrs (adj). if USAF operation is expected to be longer they will have to just manually go initiate main control again for another 4 hours.

83. Would like to confirm that all radiant heaters are manually control with no override disable above certain temperatures?

a. Cory Wilson] per detail on sheet E7.02, install in series with on/off toggle initiation switch a line voltage thermostat (open on rise) with digital readout (equal by Honeywell or white rogers). Control circuit shall be 120V for thermostat and switch (unswitched hot).

84. Any metering requirements? Seems most WAFB projects have had requirement to monitor electrical demand at each building and totalize at Base’s EMCS. Ditto for water use. Plans show old meter coming out, but no new meter going in.

a. No metering required.

85. Do the existing joist get prepped and painted?

a. Yes (G Shirley 509 CES)

86. It is my understanding after the site visit, on detail 6/S3.1 that these repairs are referring to the joints and minor spalling between the existing foundation and original slab. Please clarify.

a. This detail is specifically referring to the deterioration of the concrete in the trench. It is cut on the plan at each end of the trench where the deterioration is the worst.

87. The specifications call for air barrier testing. Pressurization of the existing facility, even after the renovations, is going to be very difficult. Was this the intent of the Air Force?

a. The primary goal of this project is to enclose the range. Recommend test be conducted before exterior finishes are applied to determine areas that are not air-tight and address them appropriately (sealant, etc.). Intent of testing is to assure that new ventilation airflow will not “short-circuit” or weaken due to leaks in envelope. Coordinate modified tests with 509 CES and anticipate construction of temporary barriers if needed. This is not an attempt to meet sustainability requirements, it is intended to prevent failure of the ventilation system due to air leakage of the envelope north of the bullet trap.

88. Section 054000 3.5A – what type of testing and inspections will be required? Is a visual inspection satisfactory?

a. Yes, visual inspection is satisfactory (G Shirley 509 CES)

89. Section 07413.16 2.2 B-2 – specifications call for #20059 color. Can the contractors utilize a manufacturer’s standard color?

b. Yes, selection will be made from mfgrs standard color palate (G Shirley 509 CES)

90. Section 074213.13 2.2B-2 – specifications call for #23758 Antique Linen color. Can the contractor utilize a manufacturer’s standard color?

91. Painting – Sherwin Williams is not included in the approved vendors list. Are they considered an acceptable manufacturer?
