B-2 Mission Planning & Intelligence Support Services

Performance Work Statement (PWS)

12 June 2017

I. DESCRIPTION OF SERVICES

1. Scope

This PWS defines the effort required by the contractor for B-2 Mission Planning support to ensure the B-2 weapons system operates without mission degradation. The Contractor shall provide operational mission planning and combat intelligence systems on-site support for the

B-2 Bomber Weapon System enabling the 509th Bomb Wing, 131st Bomb Wing, 72nd Test and Evaluation Squadron (TES) and 325th Weapon Squadron (WPS) at Whiteman AFB, MO to conduct all mission planning and mission planning intelligence required to support all B-2 Bomber

Weapon System flight operations. Also, the Contractor shall assist and support the 20th

Reconnaissance Squadron (RS) in their daily operational activities as outlined in the letter of agreement between that agency and the parent 509 Bomb Wing. This includes providing personnel, services, and management support to accomplish these objectives. All contracted personnel shall be available for any and all deployment/contingency/surge operations.

Please provide a proposal that provides an efficient solution to the requirement as outlined in the

PWS. An acronym guide is provided in Appendix A.

1.1 Period of Performance

The Period of Performance will be NLT 60 months (60 Day Transition Period (if required) +

Base Year + 4 One-Year Options). The Contractor shall be prepared to begin work in accordance with paragraph 1.3, Transition, immediately on the contract start date of 4 Nov 2017

(4 Sep 2017 for transition) at Whiteman AFB, MO, and be fully staffed in time to begin performance under all CLINs.

This Period of Performance includes a programmed change by the B-2 SPO from the legacy

UNIX-based Air Force Mission Support System (AFMSS) to delivery of and usage of an entirely new WINDOWS-based Joint Mission Planning System (JMPS), to include a one-year overlap when BOTH systems will be in use (to ensure Weapons System Reliability). The timeframe for the overlap is estimated to be during FY2018/FY2019.

1.2 Location and Work Schedule

The primary place of performance is Whiteman AFB, MO. The normal work schedule shall be based upon a 40 hour week, but must be flexible to meet the needs of the Air Force and mission requirements. Workers typically work eight (8) hours per day, 40 hours per week, except during contingency, deployments, or surge operations.

Normal workdays are Monday through Friday, except US Federal Holidays. US Federal

Holidays include: New Year’s Day, Martin Luther King Jr. Day, Presidents Day, Memorial

Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving, and Christmas

Day.

1.3 Transition

The Contractor shall follow the transition plan submitted as part of the proposal and keep the

Government fully informed of status throughout the transition period. During the phase-in/phase-out periods, it is essential that attention be given to minimize interruptions or delays to work in progress that would impact the mission. The contractor shall plan for the transfer of work control and delineate the method for processing and assigning tasks during the 60-day phase-in/phase-out period.

2. Operational Requirements and Specific Tasks

The contractor shall provide B-2 mission planning and intelligence on-site support. The Contractor shall have the required facility clearance issued by the Defense Security Service in order to support this Top Secret/SCI/NC2-ESI/SAR/NATO level contract. All personnel shall be cleared to Top Secret/SCI/NC2-ESI/SAR/NATO, and be fully conversant in the operation of the Mission

Planning Environment (MPE) consisting of current Mission Planning Hardware Suite, Aircraft/Weapons/Electronics (AWE), and the Portable Flight Planning System (PFPS), JMPS and all its external interfaces.

Contractor shall provide 13 individuals to perform the tasks required by this Performance Work

Statement (PWS). Personnel required are broken down as follows: six (6) Mission Planners for the 509th OSS, (1) one Mission Planner for the 325th WPS, (1) one Mission Planner for the 72nd TES, and (5) five Intelligence Support Personnel for the 509th OSS.

2.1 B-2 Mission Planning and Intelligence Support

2.1.1 Mission Planning Support:

The Contractor shall provide mission planners for the 509th BW, 72nd TES & 325th WPS. All contract employees shall have a thorough understanding of all aspects of operational mission planning to include several classified programs’ support. All employees shall be interchangeable between the 509th OSS, 72nd TES, and 325th WPS. The individuals assigned with primary duty at the 72nd TES and 325th WPS shall have a level of proficiency to allow them to function independently of the other Mission Planners at the 509th OSS without requiring reach-back support to execute normal duty requirements. Each employee shall submit a monthly summary of work completed to the Contracting Officer Representative (COR) by the 5th of each month.

All contractor employees shall have a thorough understanding of:

RPM (Route Planning Module) to minimize aircraft detection and perform route threat analysis.

Aircraft threat vulnerabilities, capabilities of current fielded threat systems and how to best defeat them.

Global Low Observable (LO) route planning

Weapons employment procedures and mission planning of all weapons the B-2 employs to include GBU-31(v) 1 and GBU-31(v)3, GBU-28, GBU-57 (MOP), JASSM, and GBU-

38.

Flight Information Publications (FLIP), Air Tasking Orders (ATO), Air Space Control

Orders (ACO), and other directives as required.

As the JMPS mission-planning system continues development and eventually becomes certified and implemented by the B-2 SPO, the contractor’s employees will be expected to gain and maintain proficiency in its usage for daily B-2 mission planning, and shall also maintain capability with the legacy system simultaneously, for as long as required by B-2 mission capability requirements. This will be necessary to manage transition to an acceptable level of risk and to preserve vital B-2 weapons system combat capability during the changeover.

Contactor employees shall attend additional training as new weapons, classified programs, and planning systems are developed as directed by the Government. All travel requirements for these items shall be pre-approved by the Government and will be on a cost reimbursable basis. Costs for travel shall be billed in accordance with the Joint Travel Regulation (JTR).

The Contractor shall:

Be an integral partner and assist with all classified programs’ support for B-2 employment.

Be responsible for planning complex navigation routes using the MPS, and associated AWEs. Planners shall complete any formal mission planning and CLOAR courses, as provided and mandated by the appropriate Air Force and DOD agencies.

Incorporate taskings into B-2 mission plans, assist with providing time control of navigation points, interpret aeronautical charts and products, interpret and analyze winds and weather effects, comprehend and apply standard air refueling procedures, and finalize B-2 mission planning with output of the Data Transfer Device (DTD) and

Combat Mission Folder (CMF) products.

Assist with providing configuration management of MPE to include loading and managing Operational Flight Program (OFP), mission independent data (MIDS), radar cross section data (RCS) and other required data to support mission planning and data processing. Perform system administration functions for the MPE. Assist with overseeing configuration management of databases, libraries, and documentation. Maintain backup libraries to ensure 100% uptime of mission planning systems.

Assist in operation and provide feedback of the MPE (functionality test, Formal

Qualification Test (FQT), hardware and software acceptance tests, etc...).

Implement computer quality assurance programs. Comply with requirements for information systems’ security audit capture, storage, and processing.

Assist in production, validation, and distribution of all applicable major commands’ missions, OPLANS, major exercises, operational tests, and databases for B-2 weapons system.

Develop or enhance existing B-2 mission planning training materials and aids. Provide hands-on, on- the-job B-2 mission planning training to any Air Force designated personnel as required.

Assist the 394th CTS with the mission planning portion of the B-2 Pilot Initial

Qualification Course (IQT) as requested and directed by CTS IPs.

Perform MPE troubleshooting, Data Distribution System (DDS) assistance/duties, COMSEC Custodian duties, and Mission Planning Communications Network (MCN)

System operation.

Provide hands on, on-the-job training to military personnel on distribution of all command missions and databases.

Provide basic on-call telephonic B-2 MPS support to include but not limited to: Offutt

AFB, NE; Barksdale AFB, LA; Eglin AFB, FL; and Nellis AFB, Provide Subject

Matter Expert (SME)-level advise on matters concerning interaction of theater-level mission planning systems and their communication of flight data with 509th BW based systems and processes.

Be certified Microsoft and UNIX based system users who are well versed in the use of

PFPS and the Combat Mission Folder (CMF) tool, as well as their follow-on replacements (TBD).

Be certified Microsoft and UNIX based system users who are well versed in the use of

AFMSS and the Combat Mission Folder (CMF) tool, as well as able to maintain appropriate certifications and levels of proficiency in the follow-on replacement (JMPS)

Be an integral member of the B-2 Working Group; provide expert tactical advice to

B-2 systems developers and survivability enhancement activities at all levels.

Support and/or attend periodic Technical Interchange Meetings (TIMs), Program

Management Reviews (PMRs), Component Interface Control Working Groups

(CICWG), Test Working Groups, and Deficiency Review Boards (DRBs).

Establish and maintain effective interaction with other JMPS developers and the Systems

Engineering and Integration Team (SEIT).

Provide support, as required, to the set-up/tear-down and packing/un-packing of the B-2

MPE, and coordination for moving the systems to/from staging areas and to desired

FOBs.

Support and/or attend B-2 Mission Planning Environment Early Operational Look (EOL) meetings.

May be required to perform all duties at alternate locations.

2.1.2 509th Intelligence / Mission Planning Cell Support:

The Contractor shall provide intelligence and mission planning systems and software support for the 509th OSS.

The Contractor shall:

Provide personnel, certified IAW Department of Defense 8570 Information Assurance

Workforce Improvement Program, who are knowledgeable in the engineering and administration of windows and UNIX servers, windows workstations, multiprotocol routers, multilayer switches, network security devices and network management.

Provide personnel proficient in the Microsoft operating systems (both server and workstation), VMware and Citrix virtualization technologies; knowledgeable in the UNIX operating system. Provide personnel with knowledge in vulnerability assessment and management tools (WSUS, SCCM, Antivirus/Enterprise Protection, event management and logs; knowledge of Microsoft implementation of active directory, domain policies and objects.

Provide personnel proficient in budgeting, procurement, planning, organizing and documenting complex system design activities. Ability to configure systems consistent with institutional policies/procedures; communicate technical/complex information both verbally and in writing; establish and maintain cooperation, understanding, trust and credibility; perform multiple tasks concurrently and respond to emergency situations effectively.

Provide DoD 8570 certified administrators who are thoroughly knowledgeable in and able to provide architecture design, engineering maintenance, and assist with management for the B2 Combat Intelligence Network (CIN) and Mission Planning Cell (MPC) systems:

including DoDIIS (Department of Defense Intelligence Information System); Personal

Computer Integrated Imagery & Intelligence (PCI3), Targeting Application Workstation

(TAW), VoIP (Voice over Internet Protocol and VoSIP (Voice over Secret Internet

Protocol) systems, and Video Teleconferencing (VTC) system within the 509th Sensitive

Compartmented Information Facility (SCIF).

Provide at least one certified administrator with appropriate DOD 8570.01M Baseline certification for IAT Level III (Lead System Administrator). Prior to performing duties, the contractor shall release the certification to the Department of Defense through the

DWCA. Baseline certification for IAT Level III requires CISA, CISSIP, CASP, GCIH or GCED. Provide certified administrators with appropriate DOD 8570.01M Baseline certification for IAT Level II. Prior to performing duties, the contractor shall release the certification to the Department of Defense through the DWCA. Baseline certification for

IAT Level II requires GSEC, Security+ CE, SSCP or CCNA-Security. Administrators shall be well versed in the installation, configuration intelligence and mission planning software which includes: Order of Battle Management Tool (OBMT), Integrated

Munitions Effects Assessment (IMEA), Portable Flight Planning Software (PFPS), Generic Area Limitation Environment (GALE), Analyst Support Architecture (ASA), Improved Many-On-Many (IMOM), Precision Guided JMEM Weaponeering System

(JWS), and Precision Guided Munitions Target Database (PGMTDB).

Administrators shall be well versed in the installation, configuration intelligence and mission planning software who are well versed in the use of AFMSS as well as able to maintain appropriate required certifications and levels of proficiency in the follow-on replacement (JMPS) as it comes on- line.

Provide administrators knowledgeable of the following Department of Defense networks:

JWICS (Joint Worldwide Intelligence Communications System), SIPRNet (Secret

Internet Protocol Router Network); perform system administration; maintain SIPRNet and JWICS network connectivity, mission planning intelligence data processing, assist with conducting configuration management of intelligence databases and documentation;

integrate new technology and software into the 509th Operation Support Squadron environment to improve operability and capability.

Provide technical leadership for evolving technologies and brief 509th Operation Support

Squadron leadership on current and future information technology issues. Conduct research and feasibility studies on information technology solutions and advise leadership on hardware and software solutions which will enhance 509th capabilities, to include system vitalization, multi-domain platforms; provide unique intelligence database solutions. Work with vendors and resource advisors to maximize capabilities while minimizing procurement and operating costs; Route all requests for new hardware and software to be installed on the NIPR/SIPR enclave through the local Communications

Squadron via established procedures. The unit Information Assurance Officer (IAO) will be informed of any new hardware/software to be included in the enclave’s C&A package.

Provide guidance and assistance with Department of Defense and Air Force information system security requirements and advising on TEMPEST requirements.

Provide individuals who are able to support worldwide deployed operations: to include deployment set-up, configure and maintain all information and processing systems required to operate and support intelligence / mission planning cell at the deployed location.

Provide assistance with incident response to information systems with higher Air Force

Cyber security elements.

Conduct system backups and recoveries; collect and store audit information for the information systems and network; maintain an information technology inventory of equipment and software.

Provide 30 minute response 24/7/365 to correct network outages effecting the 509th

Sensitive Compartmented Information Facility (SCIF), in addition, the Contractor will provide the same response to correct Joint Worldwide Intelligence Communications

System (JWICS) outages affecting the 20th Reconnaissance Squadron, 325th Weapons

Squadron, 72nd Test and Evaluation Squadron, 131st Bomb Wing, and the 442nd Fighter

Wing.

2.1.3 509th BW Surge Support:

The Contractor shall provide additional mission planning manpower support to the 509th OSS during surge events, as required, in support of the 509th BW Commander or his/her designated representative. In the event of an unusual surge, additional mission planning personnel and/or overtime hours may be required to support tasking by the 509th BW Commander or his/her designated representative. Unusual surges are defined for the purpose of the PWS as special operational exercises, other contingency operations, or support to a declared war effort. This additional support may only be used for efforts not already covered elsewhere in this PWS. Surge support shall be specifically directed and approved by the respective COR, and then added as a separate line item on the contract and negotiated as needed. Estimated surge hours are 160 hours per year.

2.2 Travel / Temporary Duty (TDY)

Travel/TDY to other government facilities or other contractor facilities may be required, but are not limited to, Barksdale AFB, Nellis AFB, Offutt AFB, Eglin AFB, Andersen AFB, Diego Garcia and RAF Fairford. All travel requirements shall be pre-approved by the Government and will be on a cost reimbursable basis with no profit. Raw travel costs will be estimated by the local manager on a recurring basis as travel needs a r e communicated and approved by each squadron’s respective COR. Costs for travel will be pre-approved by the responsible resource advisor and the assigned Contracting Officer. Direct costs shall be billed in accordance with the Joint Travel

Regulation (JTR). The Contractor is not required to use the US Government Travel system (DTS).

Occasional Gov’t transportation to special FOB’s may need to be arranged on a case-by-case basis, as it is possible that commercial-transport options may not be available (i.e. Diego Garcia, combat-zones, etc.). If Government travel is provided, no additional cost shall be incurred by the

Government for transportation costs.

2.3 Security and Safety

Security requirements and contractor access to classified information shall be as specified in the

DD Form 254, DoD Contract Security Classification Specification.

The Government will provide the primary COMSEC POC and ensure all contractors are COMSEC trained and current. The contractor will provide an alternate and they will be trained IAW local and command policy. COMSEC and/or cryptographic requirements apply. The contract is governed by DOD 5220.22-S, COMSEC Supplement to the NISPOM in the control and protection of COMSEC material and information. Access to COMSEC material by personnel is restricted to

U.S. citizens holding final U.S. Government clearances. Such information is not releasable to personnel holding only reciprocal clearances. In the event the Contractor requires a COMSEC account, an appointment letter identifying responsible members of the COMSEC material and new requirements letter identifying “COMSEC material needed” shall be accomplished before

COMSEC material will issued or turned over.

All members with access to the COMSEC material shall have a final security clearance equal to or higher than the classification of the COMSEC material. All COMSEC holders shall require account training, provided by the Wing COMSEC manager’s office prior to access.

2.3.1 Visitor Group Security Agreement:

The Contractor shall sign a Contractor Visitor Group Security Agreement to protect classified information involved in performance under this contract. The Agreement will outline responsibilities in the following areas: Contractor security supervision; Standard Practice

Procedures; access, accountability, storage, and transmission of classified material; marking requirements; security education; personnel security clearances; reports; security checks; security guidance; emergency protection; protection of government resources; DD Forms 254; periodic security reviews; and other responsibilities, as required.

The Contractor shall be responsible for safeguarding all government property provided for contractor use at the level required by their classification and clearance level.

Contractor personnel shall meet established unescorted installation entry requirements pursuant to

AFI 31-101, Integrated Defense (FOUO), before base identification will be issued. Contractors shall submit requests for installation identification to 509th SFS no later than 72 hours following contract award, and 72 hours prior to the individual(s) requiring subsequent entry on to the installation. Personnel not meeting the minimal standards will not be issued an installation pass and will not be allowed access to the installation.

2.4 Directives

Work will be performed IAW the B-2 Checklist (provided by request) and applicable AFI’s as follows:

Local Policy and Procedures

3.0 Contractor Personnel

3.1 Manning

The Contractor shall provide mission planner personnel for the 509th OSS, 325th WPS and

72nd TES. The Contractor shall provide mission planning intelligence personnel for 509th OSS only. All positions at the 509th OSS, 325th WPS and 72nd TES are full time. The work schedule shall be flexible to meet the operational needs of the Air Force.

3.2 Key Personnel

The contractor shall identify the key technical, management, and administrative personnel to be assigned to work under this contract. The positions below are considered essential for the work to be performed under this contract. Individuals filling these roles shall meet the following minimum requirements:

Program Manager/Onsite Manager (509th OSS):

Previous B-2 pilot experience or 2 years’ experience as a B-2 Mission Planner

Minimum 4 Year Academic Degree

Minimum 2 Years’ experience in management supervision

Current or immediate clearance to TS/SSBI/SCI/SAR/NC2-ESI

Eligible for CW-A/B clearance or equivalent

Lead Mission Planner (509th OSS):

Previous B-2 pilot experience or 2 years’ experience as a B-2 Mission Planner

Minimum 2 years’ experience using a mission planning system (MPS) to generate mission plans within the last 5 years.

Minimum 2 year academic degree

Intelligence Support Position (509th OSS):

Minimum 2 years network administration/management experience with USAF style NIPR/SIPR/JWICS or equivalent computer networks

Shall Have DoD 8570.01M IA certification or commercial equivalent (CompTia

Sec+ CE, CISA, CISSIP, CASP, GCIH GCED, GSEC, Security+ CE, SSCP or

CCNA-Security )

Minimum 2 years’ experience using DOD intelligence network applications and systems.

Lead Mission Planner (325th WPS):

Previous B-2 Pilot experience or two (2) years’ experience as a B-2 Mission

Planner

Minimum two (2) years’ experience using a mission planning system (MPS) to generate mission plans within the last five (5) years.

Minimum two (2) year academic degree

Able to teach and instruct students on advanced B-2 Mission Planning Systems

Lead Mission Planner (72nd TES):

Previous B-2 Pilot experience or two (2) years’ experience as a B-2 Mission

Planner within the last five (5) years

Minimum two (2) years’ experience using a mission planning system

(MPS) to generate mission plans within the last 5 years.

Minimum two (2) year academic degree

Current or immediate clearance to TS/SSBI/SCI/SAR/NC2-ESI

Eligible for CW-A/B clearance or equivalent

Shall be able to obtain special access program (SAP) clearances commensurate with 72nd TES test planning and operations.

The key personnel specified above are considered essential for the work to be performed under this contract. At least thirty days prior to replacing any of the specified individuals, the Contractor shall notify the Contracting Officer, and shall submit resumes of the proposed replacements in sufficient detail to permit evaluation of program impact due to the planned substitution. Each proposed replacement shall meet or exceed the qualifications specified in this Performance Work Statement

(PWS). Unless otherwise directed by the Contracting Officer within the thirty (30) day notice period, the contractor may replace the individual with the proposed replacement. The Contractor may not deviate from the procedure outlined above without written consent from the Contracting

Officer, except for extraordinary circumstances such as death, disability, or employee termination.

Such extraordinary circumstances will be handled on a case-by-case basis between the Contracting

Officer and the contractor.

3.3 Education / Experience

The Contractor shall accomplish the assigned work by employing and utilizing qualified personnel with appropriate combinations of education, training, and experience. Contractor personnel shall have a minimum one year MPS experience in mission planning/mission intelligence. It is preferred that planners have an Air Force operations background and that intelligence support contractors possess a computer systems background. US Citizenship is required.

Lead System Administrator shall have the appropriate DOD 8570.01M Baseline certification for

IAT Level III. Administrators shall have the appropriate DOD 8570.01M Baseline certification for IAT Level II. Prior to performing duties, the contractor shall release the certification to the

Department of Defense through the DWCA. Baseline certification for IAT Level III requires

CISA, CISSIP, CASP, GCIH or GCED. Baseline certification for IAT Level II requires GSEC, Security+ CE SSCP or CCNA-Security.

3.4 Contractor Identification

Contractor personnel shall present a neat appearance and dress in a professional manner as such is reasonably expected in a professional office setting. Contractor shall wear appropriate security badges, line badges, identification and/or name tag as required by the security procedures of the squadron where performance takes place.

When conversing with Government personnel during business meetings, over the telephone, or via electronic mail contractor and subcontractor personnel shall identify themselves as such to avoid situations arising where sensitive topics might be better discussed solely between

Government employees. Contractors and subcontractors shall identify themselves on any attendance sheet or any coordination documents they may review. Electronic mail signatures shall identify company affiliation.

3.5 Subcontract Management

The Contractor shall be responsible for any subcontract management necessary to integrate work performed on this requirement and shall be responsible and accountable for subcontractor performance on this requirement. The primary Contractor will manage work distribution to ensure there are no Organizational Conflict of Interest (OCI) considerations. Contractors may add subcontractors to their team after approval by the Contracting Officer (CO). Cross teaming may or may not be permitted.

3.6 Contractor Manpower Reporting

The Contractor shall report all contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the mission planning and intelligence services via a secure data collection site. The Contractor is required to completely fill in all required data fields at http://www.ecmra.mil.

Reporting inputs are for the labor executed during the period of performance for each Government http://www.ecmra.mil/

Fiscal Year (FY), which runs 1 October through 30 September. While inputs may be reported any time during the FY, all data shall be reported no later than 31 October of each calendar year.

Contractors may direct questions to the CMRA help desk.

Uses and Safeguarding of Information: Information from the secure web site is considered to be proprietary in nature when the contract number and contractor identity are associated with the direct labor hours and direct labor dollars. At no time will the data be released to the public with the contractor name and contractor number associated with the data.

User Manuals: Data for Air Force service requirements shall be input at the Air Force CMRA link

(above). However, user manuals for government personnel and contractors are available at the

Army CMRA link at http://www.ecmra.mil.

II. SERVICE SUMMARY (SS)

6 Support Mobility Requirements 2.1 Inclusive Contractors shall be fully prepared to depart within 48 hours of notification. Contractors shall set-up/ tear-down, pack/ un-pack the B-2

MPE and associated equipment, and move it to/ from the staging area.

7 Attend Meetings for B-2 Mission

Planning

4.1 Remedies for Unsatisfactory Performance

Failing to meet the performance threshold as outlined in the Services Summary above, for any of the performance objectives in any one month period shall result in a warning or letter of concern from the Contracting Officer.

Failing to meet the performance threshold as outlined in the Services Summary above, for any of the performance objectives in any combination for any two or more consecutive or non-consecutive months during a contract period shall constitute an immediate progress meeting with the Contracting Officer, COR or other invested parties.

III. GOVERNMENT FURNISHED PROPERTY

5.0 The Government will be provided and include general office supplies and appropriate workspace. In the workspace, access will be provided to an unclassified and SIPRNET computer as required. The Government will provide access to databases required for duty performance.

The Government will provide all mobility training and military mobility equipment for the planned deployment locations if required.

VI. WORKLOAD HISTORY

6.0 Mission Planners maintain an estimated 100+ training missions, 240+ operational missions per year, 120 ADHOC missions per year which range from pre-planned higher headquarters directed missions, to fly-overs for various agencies, and distinguished visitor flight, and Network personnel supporting two network systems which includes an estimated

100+ yearly update patches on SIPR and 300+ yearly update patches on JMPS and maintaining an estimated 180+ SIPR and SCI computer terminals.
